On the Quality and Ability of Modern Professional Managers

Finnish prohibition as an economic policy issue

Abstract

The experience of the Finnish Prohibition Act, which was in force from 1919 to 1932, shows that Finnish prohibition was not simply a question of ethics or morals, but was influenced in great measure by questions of economic policy. It can also be said that prohibition and the expedience of ‘going dry’ were examined from the economic viewpoint not only at the time in 1931 when the political decision-makers were deciding whether or not the experiment should be continued, but had been seen and discussed in this light right from the time of the passing of the Act.

近三十年来湖南保路运动与辛亥革命研究综述——纪念辛亥革命100周年

20世纪初兴起的保路运动成为辛亥革命的先导,而其首发地在湖南。因此湖南保路运动已成为学术界研究的热点。研究主要集中在粤汉铁路路权问题、保路运动定位问题、运动走向沉寂的原因问题、立宪派与革命派关系以及湖南保路运动与其他各省保路运动的差异等方面。总的说来,该领域研究在广度和深度上都有可喜的发展,但是目前仍有不足之处,研究资料仍需进一步挖掘整理。     

Cyberprotest in contemporary Russia: The cases of Ingushetiya.ru and Bakhmina.ru

We explore the possibilities of the Internet as a tool for supplying information necessary for the organization and mobilization of successful opposition movements, especially under non-democratic regimes. Examples of the roles the Internet plays in the political processes in Russia are discussed in detail. In particular, the recent cyberprotest cases of the Ingushetiya.ru website and the movement to release political prisoner Svetlana Bakhmina are investigated. Besides showing the Internet's significant role in organizing modern protests, these cases also demonstrate that in environments where practically all traditional mass-media are under the authorities' control, the Internet becomes the major source of alternative information. Our paper offers a look at how deploying technologies can bring about social change, even in some of the most difficult political environments.     

The New ‘Passive Revolution’ of the Green Economy and Growth Discourse: Maintaining the ‘Sustainable Development’ of Neoliberal Capitalism

This paper analyses the rapidly emerging discourse of a green economy based on green growth. It highlights inherent conflicts and contradictions of this discourse such as the myth of decoupling growth from the environment, pollution generations and resource consumption. Using key theoretical constructs of both Gramsci and Polanyi, the paper argues that the green economy/growth discourse can be seen as a Gramscian ‘passive revolution’ whereby the dominant sustainable development discourse, subsumed by capitalist hegemony, is protected in the context of global environmental, economic and development crises. The ‘neoliberalising of nature’, or in other words, the privatisation, marketisation and commodification of nature, akin to Polanyi's fictitious commodities, continues and intensifies with green economy/growth strategies. Greening the economy and associated strategies of green growth divert attention from the social and political dimensions of sustainability and issues of social and international justice. In this way, the inexorable march or ‘sustainable development’ of neoliberal capitalism is maintained. This paper goes on to argue that contesting the claims of green economy/growth discourse through political struggles by civil society against the neoliberalisation of nature is a sign of a slowly emerging counter-hegemonic ‘double movement’ which challenges capitalist hegemony and the commodification of society–nature relations.
