安徽省城市用地扩展研究——以六安市为例

以六安市为例，利用相关城市统计资料、相关城市图件，对撤地设市十年来六安城区土地扩展情况进行研究，并分析其驱动力因素。得出撤地设市以来六安市城市扩展速度明显增加，尤其2008—2010年扩展量占十年来总扩展量的34．07％，且年均增加4．88kmu；城市扩展动态度和城市用地效率也呈现明显的上：升趋势。城市扩展及其方向受到了社会经济条件、人口、交通、政策等因素的影响。     

The Effects of Internet Commerce on the Revenue Base of State and Local Governments

Abstract

Internet sales for 2000 are projected to be $850 billion. This explosion in growth of sales on the Internet has not been all good news to the U.S. business community. Both business and government have taken notice of taxation issues related to these electronically generated revenues. Sales taxes have been the primary focus of this attention. Many issues have been raised but the primary one is whether or not sales taxes should be collected from “cyberspace” customers. Many difficult questions have been raised and remain to be solved. One federally appointed commission has been formed, submitted recommendations to Congress and has dissolved. A National Governors' Association committee is currently in place to study the issues and provide suggestions to State legislatures in 2001.     

The impact of climate and price risks on agricultural land use and crop management decisions

This article aims to investigate the impacts of climate change and of lower and more volatile crop price levels as currently observed in the European Union (EU) on optimal management decisions, average income and income risks in crop production in Western Switzerland. To this end, a bioeconomic whole-farm model has been developed that non-parametrically combines the crop growth model CropSyst with an economic decision model using a genetic algorithm. The analysis focuses on the farm level, which enables us to integrate a wide set of potential adaptation responses, comprising changes in agricultural land use as well as crop-specific fertilization and irrigation strategies. Furthermore, the farmer's certainty equivalent is employed as objective function, which enables the consideration of not only impacts on average income but also impacts on income variability.The study shows that that the effects of EU crop prices on the optimal management decisions as well as on the farmer's certainty equivalent are much stronger than the effects of climate change. Furthermore, our results indicate that the impacts of income risks on the crop farm's optimal management schemes are of rather low importance. This is due to two major reasons: first, direct payments make up a large percentage of the agricultural income in Switzerland which makes Swiss farmers less vulnerable to market and climate volatility. Second, arable crop farms in Switzerland have by law to cultivate at least four different crops. Due to these diverse cropping systems and high government direct payments risk does neither under climate change, market liberalization nor combinations thereof, play a very decisive role in arable farming in Switzerland.

Brakes on Chinese Development: Institutional Causes of a Growth Slowdown

China has enjoyed spectacular economic growth since the 1980s. Economic models based on production functions typically suggest that China's rapid growth will continue at similarly high rates, but they ignore pressing structural and institutional constraints on its development. Among the problems identified in this paper, we point to an impending demographic shift that will greatly increase the number of economic dependents, the inadequate corporate legal foundation for indigenous private enterprise, and the discriminatory, defective and disruptive system of land tenure. These issues point to a pressing agenda of institutional reform to help China develop in future decades. Reforms have to concentrate on political structures, state efficiency, incentives to educate and train migrant workers, land tenure, and on private enterprise.     

建立土地承包经营权信托制度的法律思考

土地承包经营权信托是我国土地承包经营权流转方式的创新。建立土地承包经营权信托制度有利于实现土地的良性增值、有效保障承包方的利益和防止土地的撂荒现象，而且具有法律依据和实践基础。在构建这一制度时，应对受托人的资格、信托登记、受托人和承包方的权利义务等问题作出明确的规定。
