谈在中小民营企业中推行“5S”提升及现场管理水平

通过对民营企业采用5S管理为例,阐述了现场管理是企业生产管理的一项基础性管理工作。5S管理是一种较为先进科学的管理方法,要深刻认识5S管理的重要性,并应用于企业管理的实践中。通过对企业员工日常行为的规范,提升企业整体的现场管理水平,从而提高企业的竞争力。     

Exploring the structure and meaning of public service motivation in the Turkish public sector: a test of the mediating effects of job characteristics

Using a data set consisting of 315 middle-managers at the district level in the Turkish public sector, we develop a structural equation model (SEM) for assessing the impact of empowerment and stewardship on public service motivation (PSM) through job characteristics. The results demonstrate that stewardship and empowerment are distinct ‘levers’ that managers can use in novel ways to influence PSM; and cultural context may factor into the manipulation of these levers. We find that job-based mediators may not compliment leadership styles and self-generating rewards, but, rather work separately in their appeal to PSM.

PARTISAN ADVOCATES

This paper studies the problem of an uninformed decision maker who acquires expert advice prior to making a decision. I show that it is less costly to hire partisan agents than impartial agents, especially under advocacy, and that the decision maker prefers partisan advocacy to other forms of institutions. I also extend the literature, originating with Dewatripont and Tirole ( 1999 ), to a setting with contracts that condition on information provided and not just the decision made.     

营改增背景下企业办税人员素质现状及提升路径

当前不断推进的营改增对企业税务管理工作提出了更高要求,对企业办税人员素质形成了新的考量。本文分析了营改增背景下税企双方对企业办税人员的素质要求,结合地方企业办税人员的素质现状,探究其影响因素。提出应严格企业办税人员准入制度,建立配套的职称晋升和有效的激励机制,为办税人员营造良好的职业发展空间,促进其综合素质的全面提升,为地方经济发展助力。     

秦汉内官职能辨正

秦汉内官的主要职能与逮捕罪人、看押囚犯等狱律令法事务有关。秦汉时的内官机构应是专门管理皇室宗亲及外戚成员的机构，可独立办理涉及皇室宗亲的案件，有相对独立的执法权。内官和廷尉分别负责皇室宗亲外戚和整个国家的司法事务，除涉及对象有别外，其职能基本相同。     

基于GIS的工商管理信息系统的设计与实现

由于我国的工商管理涉及的地域较为广泛,而且业务流程极其复杂繁琐,尤其是基层工商管理部门,面对的营业户口不仅数量巨大,而且区域也十分广泛。所以,这就对我国的工商管理信息系统提出了较高的要求,需要为工商管理部门提供完善而科学的管理。因此,可以通过GIS来进行电子信息管理。文中就如何设计出基于GIS的工商管理信息系统进行了讨论。     

Balancing irrigation multifunctionality based on key stakeholders’ attitudes: Lessons learned from the Muzza system,Italy

This research aims to evaluate the perceptions of and preferences for irrigation multifunctionality based on an analysis of stakeholder’ attitudes in a large irrigation system in Northern Italy, the Muzza canal. As the first artificial canal built in Northern Italy, this canal articulates a network of open earth canals that distribute water for irrigation, especially maize. The Stakeholder analysis approach and Governance model approach are applied. The collected data highlights: (1) each key stakeholder points of view regarding multifunctionality and ecosystem services, (2) the nature of conflicting attitudes regarding who and how the Muzza system is managed, and (3) the ability or inability to promote agreements among conflicting water demands. The results show how public administration is concerned about how to manage ecosystem services provided by irrigation practices, while private services are focused on how to guarantee the coexistence of consumptive and non-consumptive water uses, highlighting the persistent conflict between farming production and environmental protection. The rural community and civil society call for a debate about the future of irrigation multifunctionality in the Muzza system and the role of irrigation practices in landscape provision and management. In addition, the paper examines if multifunctionality is a characteristic or an objective of irrigation systems. These results can be used by researchers and relevant authorities to customize their interventions based on previous, well-structured knowledge of various stakeholders’ priorities.     

被征地农民征地听证会满意度影响因素研究

研究目的:基于中部某市问卷调查,分析被征地农民征地听证会满意度的影响因素,探索提升听证满意度的改革对策。研究方法:问卷调查、Logistic模型。研究结果:征地听证会地点的合理性、过程的规范性、主持人的中立性、外界专家的参与度、结果的公开性和意见受相关部门的重视程度对满意度有显著正向影响。研究结论:应通过一系列改革完善中国的征地听证制度,推动征地听证从仪式化走向实质化,促进其发挥预期功能,减少征地矛盾。     

From a System of National Accounts to a Process of National Wellbeing Accounting

There are repeated calls to go ‘Beyond GDP’, for measures of wellbeing and progress in addition to those that the System of National Accounts (SNA) is designed to provide. We identify key issues that can help build on the rigour of SNA whilst fitting the measurement of economic performance within a broader assessment of national wellbeing and progress. Such drivers are already leading to a proliferation of indicators and accounts, for example in the development of non‐monetary measures of natural resources, but there are significant measurement challenges, not least the question of whether a single, overall measure or index of wellbeing is valid. But the challenge of measurement, per se, is one thing: in our view, a more critical issue is whether the measures will actually be used. We propose a dynamic and multi‐staged approach for developing SNA, embracing the production and use of measures. This would start by identifying user requirements for wider measures, to provide the basis for national and cross‐national developments in well‐being accounting. We envisage greater branding and marketing of national well‐being concepts to promote measures and support their use. We call for outreach by producers, so that there is dialogue about the development and use of measures.
