用人单位遵守社会保险登记时限现状研究——以北京市大兴区的社保登记时限执行情况为例

社会保险登记时限是参保单位和职工参加社会保险的重要时间界限,《中华人民共和国社会保险法》对违反登记时限的法律责任规定并不明确。目前对于新参保单位在执行登记时限规定的情况没有明确过多的关注和分析,对在执行过程中存在的问题研究也相对不多。北京市大兴区2010年7月至2012年6月参保单位的登记时限统计分析表明,建立工商—社保信息互通系统、提供科学的罚金公式等对策建议对用人单位遵守社会保险登记时限有积极的意义。

FinCEN对美联银行的反洗钱处罚体现了重视反洗钱工作机制建设、重视违反可疑交易报告规定情况、具体的处罚金额与违规行为的严重程度和机构自身的影响力相关等监管原则.启示我国反洗钱工作要加强对金融机构反洗钱内控机制建设的关注力度,处罚力度应与机构影响力结合,正确理解和处理处罚与监管的关系以及在大额和可疑交易报告的检查方面应注重系统性风险等.

行政处罚证据是在行政程序中形成的,它的价值取向应该与整个行政程序的价值取向一致,在此基础上,行政处罚不同于其他行政行为的特点,决定了行政处罚证据制度在价值取向上的独特之处。     

Selection of influential variables in ordinal data with preponderance of zeros

Presence of excess zero in ordinal data is pervasive in areas like medical and social sciences. Unfortunately, analysis of such kind of data has so far hardly been looked into, perhaps for the reason that the underlying model that fits such data, is not a generalized linear model. Obviously some methodological developments and intensive computations are required. The current investigation is concerned with the selection of variables in such models. In many occasions where the number of predictors is quite large and some of them are not useful, the maximum likelihood approach is not the automatic choice. As, apart from the messy calculations involved, this approach fails to provide efficient estimates of the underlying parameters. The proposed penalized approach includes ?₁ penalty (LASSO) and the mixture of ?₁ and ?₂ penalties (elastic net). We propose a coordinate descent algorithm to fit a wide class of ordinal regression models and select useful variables appearing in both the ordinal regression and the logistic regression based mixing component. A rigorous discussion on the selection of predictors has been made through a simulation study. The proposed method is illustrated by analyzing the severity of driver injury from Michigan upper peninsula road accidents.     

我国宜建立对犯罪嫌疑人的暂缓起诉制度

暂缓起诉制度是一种对本应被提起公诉的犯罪嫌疑人,因其符合特定条件而暂不起诉,对其规定一个考验期并课以一定义务,如果他能顺利通过考验就不再对其提起公诉的制度.这种制度对节约诉讼资源以及挽救、改造社会危害性低的犯罪嫌疑人有巨大优势,而且它并不与我们向来所推崇的平等与公正的法律观念相冲突,我国应建立此制度.     

多小区OFDMA系统基于罚函数-SA的资源分配算法

在多小区OFDMA系统中,基于集中式资源管理,考虑本小区对其它小区的干扰情况, 对各个小区的子载波和功率分配进行调整,从而达到最小化总功率的目的。基于离散功率取 值,提出了一个资源分配组合优化问题模型。为了进一步降低模型复杂度,采用罚函数的方 法简化问题模型,用改进的模拟退火算法进行求解。理论分析和仿真结果表明,与A. Abrar do 提出的多分配算法相比,所提出的算法能够有效降低算法复杂度,且能够获得更好的 吞吐量。     

Some results on the compound Markov binomial model

Abstract

Some years ago, in the course of an analysis of upper and lower limits for incomplete moments of statistical distributions I established an elementary summation formula¹ which proved rather useful for the purpose I had in view. Subsequently the formula was generalized by professor Steffensen, who showed² that the formula in question could be looked upon as giving the first term of an expansion in a certain type of series. Professor Steffensen established recurrence formulae for the coefficients of the series and computed the second, third and fourth term and the corresponding remainders¹, but did not arrive at a general, explicite expression for the coefficient of the n-th term and the corresponding remainder. A year later I found these expressions accidentally while I was working on some other problem. I also discovered the real nature of the procedure in question which proved to be a certain kind of least square fitted polynomial approximation. I did not, however, at the time publish the result. Taking the question up again later I found that the whole problem could be considerably generalized. The type of generalization in question is analogous to the generalization from polynomials to arbitrary functions.     

Does player specialization predict player actions? Evidence from penalty kicks at FIFA World Cup and UEFA Euro Cup

Penalty kicks are analysed in the literature as ‘real life experiments’ for assessing the use of rational mixed strategies by professional players. However, each penalty kick cannot be considered a repetition of the same event because of the varying background conditions, in particular the heterogeneous ability of different players. Consequently, aggregate statistics over data sets composed of a large number of penalty kicks mediate the behaviour of the players in different games, and the properties of optimal mixed strategies cannot be tested directly because of aggregation bias. In this article, we model the heterogeneous ability of players. We then test the hypothesis that differently talented players randomize over different actions. To achieve this aim, we study a data set that collects penalties kicked during shoot-out series in the last editions of FIFA World Cup and UEFA Euro Cup (1994–2012) where kickers are categorized as specialists and non-specialists. The results support our theoretical predictions.
