Impact Assessment was introduced by the European Commission in 2002 in order to make policy development more transparent and improve the ‘quality’ of European policies. Cross-sectoral consultation, broad participation and the quantitative assessment of the impacts of policies are significant elements of this process. This article specifically addresses the role of tools modelling the impact of policies on land use in Impact Assessment. The choice of a specific modelling tool is conceptualised as an action situation interlinked with other action arenas. The article aims to uncover the institutions structuring the action situation. The outcome of the empirical work suggests that two types of Impact Assessments can be distinguished. Impact Assessments either substantively contribute to the specific policy that the Commission proposes or they legitimise policy choices ex post that have already been adopted. The legislative procedure that applies to a specific policy sector, the policy making culture in the DG and the stakes that are at issue seem to influence whether Impact Assessments contribute to policy development, or legitimise it. Furthermore, the article describes the situation in which desk officers choose a modelling tool throughout Impact Assessment. To advance their careers desk officers aim to produce policy proposals which respond to the issues raised by the actors involved in Impact Assessment and specifically in policy development and, later on, adoption. Therefore, desk officers’ preferences are shaped by the community that is involved in policy development and Impact Assessment. The article describes what role modelling tools play in European Impact Assessment procedures and it names the heuristic of criteria which desk officers use to choose a modelling tool. Besides several technical and data problems of modelling land use impact, it seems to be unlikely that land use will become a significant dimension of Impact Assessment and modelling as it is confronted with an unfavourable institutional environment at the European level. 相似文献

In order to analyze the composition and effects of, and the policy responses to, capital inflows to Hungary during 1995–96, we present an analytical framework that emphasizes the distinction between net capital flows to the private and public sectors (the latter includes the government and the central bank). This distinction is essential in Hungary's case, because figures for overall net inflows conceal the fact that huge net capital inflows to the private sector were accompanied by large repayments of foreign public debt, covered by significant privatization revenues. We present indicators of the domestic monetary impact of net capital inflows in order to analyze the magnitude, costs, and effects of sterilization. We note that extensive sterilization and the use of privatization revenues for public debt repayment largely explain why capital inflows to Hungary did not have significant effects on the real economy or on domestic monetary aggregates in the period reviewed. 相似文献

The information and communication technology revolution has had important qualitative effects on the manner in which the output of new products and services is managed. This is in part associated with leveraging the knowledge of a broader group of employees. Through a case study of customer services in a major telecommunications firm, it is shown that integrating broader groups of employees into the innovation process can be vital. However a case is made that transforming work-related institutions in the firm has proved a challenging process, particularly when management are required to broaden the powers of decision making granted to employees, allowing greater discretion at the workplace and changing the manner in which work tasks are enforced. 相似文献

ABSTRACT International business programs, universities with international students, and educators who seek to internationalize their teaching need to make informed decisions about teaching, testing, and assessment criteria. The infusion of American business curricula throughout the world as well as the need to train American business students for leadership roles in global contexts calls for teaching and assessment practices which explore a plurality of cognitive, affective and behavioral pedagogical strategies. This article considers traditional education and assessment in China in light of American educational practices currently used for assessment in business training. It explores how an understanding of modern Confucianist values can shape assessment choices in both American and overseas programs as an example of developing cross-cultural awareness. This paper provides an empirical examination of the relationship between fiscal balance and structural reforms using panel data from 25 transition economies. The results indicate that privatization and restructuring, via unemployment, affect the fiscal balance negatively. This finding provides support for ideas in theoretical transition economics that maintain that fiscal pressures are most severe in fast-reforming countries. In contrast, price liberalization has a robust positive impact on fiscal performance. In addition, the results differ somewhat over different countries and transition time. 相似文献

Recent developments in the political, scientific and economic debate on climate change suggest that it is of critical importance to develop new approaches able to compare policy scenarios for their environmental effectiveness, their distributive effects, their enforceability, their costs and many other dimensions. This paper discusses a quantitative methodology to assess the relative performance of different climate policy scenarios when accounting for their long-term economic, social and environmental impacts. The proposed procedure is based on Data Envelopment Analysis, here employed in evaluating the relative efficiency of eleven global climate policy scenarios. The methodology provides a promising comparison framework; it can be seen as a way of setting some basic guidelines to frame further debates and negotiations and can be flexibly adopted and modified by decision makers to obtain relevant information for policy design. Three major findings emerge from this analysis: (i) stringent climate policies can outperform less ambitious proposals if all sustainability dimensions are taken into account; (ii) a carefully chosen burden-sharing rule is able to bring together climate stabilisation and equity considerations; and (iii) the most inefficient strategy results from the failure to negotiate a post-2012 global climate agreement. 相似文献

Despite its ideology while in opposition, once in power theANC government implemented an orthodox macroeconomic policywhich stressed deficit reduction and a tight monetary policy,combined with trade liberalisation. The stated purpose of thispackage (the Growth, Employment, and Redistribution programme,or GEAR) was to increase economic growth, with a 4.2% rate programmedfor 1996-2000. At mid-term of the programme, growth remainedfar below this target.
