A tourist kit ‘made in Italy’: An ‘intelligent’ system for implementing new generation destination cards

This study investigates the advantages and the potentiality of the ‘tourist kit’, an Italian solution based on the concept of a prepaid card that is issued by a large postal operator. The destination card can be reloaded by tourists according to their needs and its validity is not restricted to short periods. Thus, the kit provides tourists with an integrated, practical, and flexible tool capable of making their stay more enjoyable as it allows cardholders to choose and buy many products and services at discounted prices. The kit creates customer loyalty by utilising smart technology aimed at collecting accurate tourist information. This model deserves attention because it is probably the world's first case of a large postal operator entering the tourism sector with the proposal of an integrated and advanced destination card scheme. This research also discusses interesting opportunities and challenges related to the implementation of new generation tourist cards.

On regulations for 5G: Micro licensing for locally operated networks

Future 5G networks aim at providing new high-quality wireless services to meet stringent and case-specific needs of various vertical sectors beyond traditional mobile broadband offerings. 5G is expected to disrupt the mobile communication business ecosystem and open the market to drastically new sharing based network operational models. 5G technical features of network slicing and small cell deployments in higher carrier frequencies will lower the investment barrier for new entrants to deploy local radio access networks and offer vertical specific services in specific areas and allow them lease the remaining required infrastructure on demand from mobile network operators (MNO) or infrastructure vendors. To realize the full vision of 5G to benefit the society and promote competition, innovation and emergence of new services when the 5G end-to-end network spans across different stakeholders administrative domains, the existing regulations governing the mobile communication business ecosystem are being refined. This paper provides a tutorial overview on how 5G innovations impact mobile communications and reviews the regulatory elements relevant to 5G development for locally deployed networks. This paper expands the recent micro licensing model for local spectrum authorization in future 5G systems and provides guidelines for the development of the key micro licensing elements. This local micro licensing model can open the mobile market by allowing different stakeholders to deploy local small cell networks with locally issued spectrum licenses ensuring pre-defined quality guarantees for the vertical sectors’ case specific needs.     

浅论运行人员在变电站验收中的几个问题

变电运行人员在变电站验收工作中起着至关重要的作用,变电站验收工作的质量关系到投运后变电站的安全稳定运行。本文从运行管理的角度出发,探讨了了变电站验收作业指导书的准备、土建施工验收、隔离开关验收、电流互感器变比及极性的确认、消谐装置验收、防误闭锁装置以及直流系统验收等问题,并提出了自己的见解。     

国有煤矿经营者激励机制的系统动力学仿真研究

应用系统动力学理论与仿真方法,研究国有煤矿激励机制与经营者安全生产管理之间的关系,分析了激励机制对经营者安全管理的影响。仿真结果表明,应用系统动力学理论与仿真方法,可以对影响国有煤矿经营者的激励机制进行分析,为国有煤矿经营者激励机制的科学建立提供新的思路。     

Solving the income fluctuation problem with unbounded rewards

This paper studies the income fluctuation problem without imposing bounds on utility, assets, income or consumption. We prove that the Coleman operator is a contraction mapping over the natural class of candidate consumption policies when endowed with a metric that evaluates consumption differences in terms of marginal utility. We show that this metric is complete, and that the fixed point of the operator coincides with the unique optimal policy. As a consequence, even in this unbounded setting, policy function iteration always converges to the optimal policy at a geometric rate.     

中国政企客户移动信息化现状及策略研究

随着4G时代移动通信技术的发展,政企客户移动信息化市场成为中国电信运营企业发展战略中的重要战场。文章通过分析政企客户市场现状、移动信息化短板,采用德尔菲法构建影响政企客户移动信息化的指标体系,提出电信运营企业应在市场环境、产品价值、协同保障、员工能力、团队建设、创新投入、用户需求这七方面实施发展策略,从而提升电信运营企业的市场竞争力和客户感知度,促进中国政企客户移动信息化发展。     

基于成本的网间互联结算研究

目前,我国电信业网间互联结算存在的较大缺陷,造成了网间互联互通的不畅。本文分析了我国及国外目前网间互联结算的现状,指出应以成本为基础确定网间互联费用,提出了完善我国电信业网间互联结算的几点建议。     

Anonymous social influence

We study a stochastic model of influence where agents have “yes” or “no” inclinations on some issue, and opinions may change due to mutual influence among the agents. Each agent independently aggregates the opinions of the other agents and possibly herself. We study influence processes modeled by ordered weighted averaging operators, which are anonymous: they only depend on how many agents share an opinion. For instance, this allows to study situations where the influence process is based on majorities, which are not covered by the classical approach of weighted averaging aggregation. We find a necessary and sufficient condition for convergence to consensus and characterize outcomes where the society ends up polarized. Our results can also be used to understand more general situations, where ordered weighted averages are only used to some extent. Furthermore, we apply our results to fuzzy linguistic quantifiers, i.e., expressions like “most” or “at least a few”.
