Superhighway patrolman

This fictional prototype explores two of the future's major societal challenges: the delivery of healthcare to an increasingly ageing society; and the policing of a society, in which digital surveillance may predominate. It contrasts the author's vision of what life could be like in the United Kingdom in a decade's time (just as he contemplates retirement) with the simpler values of the 1980s, when he began his postgraduate career. The lyrics of the poignant 1982 Bruce Springsteen song, “Highway Patrolman” are used to bridge the epochs¹. The prototype relocates the two main ‘middle-America’ characters, brothers Joe and Frank Roberts, in London in the year 2025. Much has already changed politically and socially in ‘Western societies’ in the intervening period up to 2012, driven by the inexorable advances of technology. As further scientific advances drive us to an anticipated paradigm change,² one can only speculate on how society will advance, posing serious ethical dilemmas. Many of the changes will be positive. However, the story explores the potential negative consequences to the ageing population, in what appears to be a successful economy. Although somewhat pessimistic in outlook, a hopeful conclusion is that the ‘ties that bind’ will still predominate.     

论铁路货运向现代物流转变

随着我国高铁的快速建设，以及铁路货运机制的不断改革，铁路货运发展现代物流存在非常好的机遇。铁路运输为了提高市场份额，适应市场需求，应采取众多改革方针。通过运用SWOT方法，对我国铁路货运发展现代物流进行了分析，指出了其存在的优势、劣势、机遇与威胁，并提出铁路货运在发挥自身优势、优化货运组织的同时，要充分利用路网资源，进一步加强铁路货运改革，优化两端运输组织，完善“门到门”物流运输，积极拓展铁路货运增值业务，大力发展协同运输，为铁路货运发展现代物流提供有力保证。     

Diffusion of technical change in medicine— a case study of oncology in a traditional society

This article reviews a new program established to provide modern modes of oncologic therapy to Arab cancer patients in the West Bank. The population of this region is distinguished by its fatalistic and traditional attitudes, and communication via word of mouth is prevalent. Therefore, the social system can be considered as one of traditional norms discouraging the adoption of new ideas. Demonstration effects and face-to-face communication proved effective in bringing about social change in health patterns.

我国新型农村社会养老保险制度改革探讨

“新农保”缘起于2002年,是农村社会经济发展的必然要求,也是解决农村人口老龄化问题的根本出路,更是统筹城乡发展的现实需要,但该制度在建立过程中存在资金相对缺乏、制度衔接困难、法律法规不完善、基金管理机制不健全等问题,应进一步加强法制建设、实施法律保障,优化制度设计、解决制度碎片化问题,加强政府财政投入力度、夯实物质基础,改进管理方式、提升养老金增值水平。     

滨州市社会养老服务体系完善研究

滨州市人口老龄化形势非常严峻,为积极应对人口老龄化带来的压力和挑战,滨州市不断推进社会养老服务体系建设,在推行敬老院“一院两制”管理模式、发展社区村办独立型老年公寓、建立政府购买居家养老服务制度、推行“爱心时间银行”储蓄卡制度等方面取得了成功探索。为进一步推进滨州市社会养老服务体系建设,提出了鼓励社会力量兴办养老事业、加快完善养老服务机构建设、建立虚拟养老院、推行居家养老有偿服务等建议。     

身份“差序格局”的测量及其效应研究

文章以文献研究和深度访谈为基础,结合问卷调查所获的数据资料,编制了员工身份“差序格局”问卷。274份有效问卷的探索性因子分析表明,身份“差序格局”包括经济剥夺感、差序对待感和权力偏移感3个维度。为了进一步验证身份“差序格局”的构想效度,并考察问卷的信度与校标效度,对74家企事业单位进行了调查,获得了519份有效问卷。验证性因子分析结果支持身份“差序格局”问卷的结构,信度和多元回归分析的结果显示,身份“差序格局”问卷具有较好的信度和效度。最后,结合本土文化情境,围绕身份“差序格局”对组织不公正、组织负向认同、伤感度和反生产行为的差异化效应及其诱因进行分类梳理,强化了身份“差序格局”结构的说服力和解释力。     

“丝绸之路经济带”建设中新疆对外开放与经济发展的关系研究

在共建“丝绸之路经济带”的战略提出后,新疆经济开放度及其对经济发展的贡献程度的研究,对于我国向西开放及把新疆建设成为“丝绸之路经济带”的核心区具有重要的意义。从直观数据上看,经济开放促进了新疆经济的快速发展,但实际上,并没有体现出两者的数量关系和因果关系。因此,文章将对新疆国内生产总值与各经济开放度指标进行实证分析,通过计量模型来判断经济开放度与经济发展的关系,并提出相应的对策建议。     

制度变迁、国际货币改革与中国的选择

文章认为国家经济价值的提高产生了对制度创新的需求,国际货币制度不均衡的关键原因是国家的经济价值。作为公共产品,由集体行动所供给的国际货币制度由于搭便车和外部性产生滞后效应。在陷入集体行动困境的现实国际货币体系中,由单个国家（中国）或自愿合作的国家集团（欧盟或亚洲货币区）所主导的诱致性的制度变迁是一种有效的边际改革,将会带来由美元主导的不稳定的国际货币体系变迁到多元的稳定的国家货币体系。由于中国的国家经济价值不断提升,国际货币制度的稳定需要人民币国际化。中国应该内外兼修,使人民币成为亚洲货币联盟的“锚”货币。     

The evolution of tourist arts

Tourist arts with ethnic content are at the nexus of changing tourism, ethnicity and art in the modern world. This paper explores the range of varieties of tourist arts, the dynamics of change between various types of artifacts, and the interaction between tourist arts and notions of ethnic self-perception. The analogy between language and art is pursued to illuminate the nature of the various communication codes embodied in tourist and ethnic arts. The paper concludes by stressing that tourist arts are not an end-point, but one possibility within the fluid relationships between material symbols, outsiders' demand, and the defense and reformulation of ethnicity. It also concludes that the evolution of ethnic awareness, combined with increased education and travel opportunities, is bringing a uniformity of attitudes towards tourism, material heritage, and museums among the middle classes of all nations. Thus minority ethnic symbols have become the manipulated “totems” of touristic identity.
