Is China’s Development Finance a Challenge to the International Order?

China is a major funder of developing country infrastructure, lending $40 billion annually through policy banks. Lending does not favor the belt and road above other regions. China’s lending is indifferent to risk, that is, it is uncorrelated with indices of political stability and rule of law. Some major borrowers with poor governance are beginning to have debt sustainability problems, while other borrowers are in good fiscal shape. Chinese banks have been reluctant to follow global environmental norms but seem to be evolving in that direction. Chinese actions seem more a revision of the global system than a challenge to it.     

Two new proofs of Afriat’s theorem

商业银行持续创新动力、能力和机遇的耦合机制

本文基于现有持续创新理论归纳了银行持续创新理论框架,构建了一个银行持续创新初步测评表,并以现实案例进行修改、完善和验证,结果证明测评表用来测度银行持续创新是适用的,创新动力、能力和机遇同银行持续创新正相关,三者耦合度越高,银行持续创新越可能实现。本文的研究意义在于:(1)从深度访谈的规范案例研究方法中形成一个适用的银行持续创新测评表;(2)深化持续创新理论研究,构建了动力、能力和机遇耦合度分析模型。     

政府信用主导下银行信贷经营的约束分析

从紧的货币政策是2011年央行货币政策的主基调。落实从紧的货币政策要求,需要继续加强银行体系流动性管理,抑制货币信贷过快增长。在这样的大背景下,我国银行信贷经营的发展将会受到很大的挑战,分析政府信用主导下银行信贷经营的约束类型是研究银行业发展的重中之重。     

China's macroeconomic stability – an empirical study based on survey data

A complete financial stability analysis should include investigation on macroeconomic stability since macroeconomic development and potential imbalance can increase the financial instability and trigger a financial crisis. Survey data of rating on China's macroeconomic stability is analyzed by estimating an ordered logit model with random effect. Among the candidate macroeconomic indicators, we found that inflation is the key variable that determines China's macroeconomic stability, followed by the change in budget balance and GDP growth gap.     

中国经济扭曲的表现及形成机制:一个奥地利学派的角度

中国经济发展过程中存在某种形式的扭曲已是不争的事实,既往发展模式的不可持续性也已逐渐显现,但对造成该扭曲的深层次原因在理论上仍然存在分歧.从奥地利学派的角度吸取合理的部分可以更深刻地认识中国经济发展历程.中国经济扭曲最突出的表现是在城市化过程中,政府主导式发展制约了全体公民共同参与,而在发展思路上则过于强调需求管理的短期政策,忽视了供给在长期经济发展中的核心作用,经济的健康发展应是一个分工和专业化不断深化的过程.     

对人民银行开展内部控制评价的思考——基于内部控制审计实践的分析

内部控制评价一直是人民银行各级分支机构探索和研究的重点领域。结合内部控制审计和评价的实践,对内部控制评价的现状和不足进行分析,进而从内部控制评价内容、方法和标准入手,探索构建人民银行内部控制评价的框架和模型,并提出完善内部控制评价的建设性意见和措施。     

财政性存款问题研究

财政性存款制度是人民银行实施准备金管理的重要手段,以往对于银行机构漏缴、少缴财政性存款的问题,不是认定人民银行监管不力,就是认定银行机构自律不足,往往流于局部。本文尝试从财政性存款制度的政策起源、目标变迁为出发点,从人民银行、银行机构、财政部门三方的深层原因进行分析,进而提出了分三步改进、改革财政性存款制度的政策建议。     

Internal monitoring, regulation, and compensation of top executives in banks

This paper examines the relation between incentive pay, monitoring, and regulatory requirements in banks. Using a one-period model with asymmetrical information between the bank owner and the top management team, as well as within the team itself, we show that (1) incentive pay increases the mutual-monitoring activity among top executives; (2) senior executives, especially the CEO, collect more incentive pay than their subordinates; and (3) bank regulations, such as capital adequacy (CAD) requirements, reduce the absolute amount of incentive pay granted to executives.
