论E企业的协同电子商务模式

协同阶段是电子商务的高级阶段,一个E企业要实现协同商务,需要根据市场、顾客需求和信息技术发展,建立起它的战略概念模式,根据它的概念模式建立它的商务模式,根据它的商务模式建立它的电子流程模式,然后用协同电子商务平台来实现,并建立其应用架构。     

基于内部控制的高校会计制度设计思考

面对高等学校不断发展变化的新情况，会计工作遇到前所未有的挑战。本文认为，为保证财产物资的安全和会计信息的真实可靠，高校必须按照内部控制制度的要求，结合本单位的实际，合理设置财务机构，明确岗位职责，重塑会计业务处理程序，逐步建立科学规范的高校会计工作体系。     

制度设计应遵循的原则和基本要求

制度设计应遵循普适性原则、效率原则、交易费用最小化原则、激励相容原则、和谐性原则及帕累托改进原则。制度设计要合理进行制度的资源配置,提高制度效益,同时要注重与意识形态和惯例相结合。制度有其生存的环境,不能简单地移植。制度变迁存在着路径依赖现象,因而初始制度设计至关重要。     

Integrated basin management: Water and food policy options for Turkey

This paper presents a basin scale analysis of the Nilüfer River Basin of Turkey, where agricultural, urban, and environmental users compete for scarce water in an environment where climate change and food security present large and growing challenges. It presents results of a basin scale dynamic nonlinear programming model that addresses economic efficiency, climate change, and food security. Its approach can be applied to other water-stressed regions operating in environments of economic and hydrologic constraints on water use. Basin scale modeling approach provides a general framework for formulating water management policies, consistent with the principles underlying the European Union Water Framework Directive.

针对以往装备保障指挥辅助决策系统在数据管理上的不足,介绍了数据仓库技术的概念与特点。并根据数据仓库的技术特点,提出并构建了基于数据仓库的装备保障辅助决策支持系统的系统框架、系统模块和系统结构,解决了传统装备保障辅助决策系统中数据冗余而有用信息贫乏的问题。

文章对我国应急导向标识系统相关国家标准的研究现状和存在的问题进行了分析,总结提出了应急导向标识系统国家标准体系的总框架,并以该框架为基础,对应急导向标识系统国家标准体系的建设提出了建议。     

CMMI指导下信息系统需求变更度量框架的构建与应用

需求变更的管理不善往往会导致信息系统开发项目的失控。如何对需求变更加以有效的管理,便成为信息系统开发中一个迫切需要解决的问题。度量是管理的基础,可以将度量的方法引入需求变更管理中。CMMI指导下的信息系统需求变更度量框架的构建有助于变更管理的规范化,但该框架对应用的条件是有要求的。     

A fresh look at the contribution of project management to organizational performance

A better understanding of organizational performance and the contribution that project management can make is the aim. The article adopts the “Competing Values Framework,” a rich framework that is well established both theoretically and empirically but is not well known in the field of project management. The framework is summarized and applied in an empirical investigation of the contribution of project management in general and project management offices (PMOs) in particular to organizational performance. The examination of 11 case studies revealed multiple concurrent and sometimes paradoxical perspectives. The criteria proposed by the framework have been further developed through the identification of a preliminary set of empirically grounded performance indicators. The empirical results contribute to a better understanding of the role of project management generally and PMOs specifically. They also demonstrate the usefulness of this framework for the study of project management's contribution to organizational performance.     

略论国有资本经营预算制度的框架设计和改革思路

现行的复式预算制度仍然局限于计划经济的认识框架,不能全面和真实地反映政府的财政活动范围和变化,实施国有资本经营预算有助于突破复式预算的局限。国有资本经营预算的框架设计应着眼于发挥国有资本所有者的监管职能,强化对国有资产的规范化管理和有效性监督。具体的改革思路是坚持国有资本经营预算与公共财政预算有效衔接,科学界定收入、合理认定支出,确保国有资本保值增值,出资人既不能缺位也不能越位。
