Government Failure in Urban Transportation

This paper assesses governmental performance in its investment, provision and regulation of urban transportation. Attention is given to public bus and rail transit and road transportation. Evidence based on urban transport in US cities reveals substantial allocative and technical inefficiencies that have led to large public transit deficits and severe highway congestion. I argue that it is futile to expect public officials to remedy the situation by pursuing more efficient policies such as congestion pricing and weighing costs and benefits when deciding transit service. The problem is that urban transportation policy is largely shaped by entrenched political forces that inhibit constructive change. The only realistic way to improve the system is to shield it from those influences and expose it to market forces by privatising it. This position is supported by empirical evidence based on simulations for the US and the UK's early experience with privatisation.

Firm size,profitability, and savings in Canada

This paper explores the relationship between firm size, profitability, and corporate savings behavior in Canada. It shows that the long-run propensities to save out of profits are much the same for firms of all sizes, although foreign-owned firms generally retain more of their profits compared to domestic firms. Profitability has also been found to be largely independent of variations in firm size, although large foreign-owned firms generally earn higher profits than large domestic firms. The study also finds no evidence for the superiority of the “dividend effect” over the “retained effect”. It is suggested that the relatively high debt ratio experienced by small domestic firms might be better explained by the demand than the supply side of the markets for new equity.     

Extreme co-movements and extreme impacts in high frequency data in finance

Extreme co-movement and extreme impact problems are inherently stochastic control problems, since they will influence the decision taken today and ultimately influence a decision taken in the future. Extreme co-movements among financial assets have been reported in the literature. However, extreme impacts have not been carefully studied yet. In this paper, we use the newly developed methodology to further explore extreme co-movements and extreme impacts in financial market. Particularly, two FX spot rates are studied. Based on the results of our analysis with FX returns, we conclude that there exist extreme co-movements and extreme impacts in FX returns and care has to be taken when we employ portfolio optimization models, especially models without the ability of handling extreme dependencies.     

The Need for a Field of Study of Implementation of Innovations

The study of innovation has been approached from many disciplines and from the point of view of different real life problems. As a result, we have a series of clusters of knowledge that are related but seldom integrated. Chris Voss suggests it is time we closed at least one of these gaps. He suggests there should be a field of study should be established that will build a bridge between work on the process of innovation and work on the diffusion of innovation. He presents a starting point for the new field of study.     

Determinants of Success in the Development of Applications Software

In this article, the third in the trio of software innovation articles, Chris Voss outlines the key factors that determine whether a new software development is likely to be successful. His research draws on an innovation framework that has emerged from previous research. His results are similar to those of the earlier studies and suggest that the software innovation process has many demands that are common to innovation in other product areas.
