This study examines the effect of government health care and education programs on the poor in Chile from 2000 to 2006. Results are obtained from a country-wide provincial-level panel data set with information on poverty and indigence head-count ratios, measures on the severity of poverty as captured by the Foster–Greer–Thorbecke P 2 statistic, per capita public expenditures on health and education, as well as other variables that are thought to influence well-being. We use fixed-effects techniques to correct for time-invariant province-specific characteristics that may affect program placement. Our analysis demonstrates that per capita public health and education expenditures significantly reduce the incidence of poverty and indigence in Chile. In particular, for a 10,000 pesos (about $23) increase in provincial per capita health spending, the poverty head-count ratio decreases by 0.48 percent. Per capita education expenditures are particularly important to reducing the severity of poverty. Our results indicate that for a 10,000 pesos increase in education spending, the severity of poverty declines by as much as 1.53 percent. Furthermore, we provide evidence that public spending in Chile is non-random. In particular, government education expenditures may be allocated in keeping with compensatory motives.  相似文献

This article examines the political conflict in rural society during the Popular Unity Government (1970–73) by focusing on the mobilization of forestry workers in Panguipulli, a district in southern Chile. Adopting land invasions as their main strategy in the struggle for land and power, Panguipulli workers experienced a radical politicization by aligning themselves with the Peasant Revolutionary Movement, the “peasant front” of the Revolutionary Left Movement. Because of its relation with this emerging “new left,” rural mobilization was a significant expression of the “revolution from below”, which challenged the Popular Unity's “Chilean road to socialism.” Moreover, because rural mobilization also took place in other areas throughout Chile where the Revolutionary Left Movement was influential, it gave rise to a grassroots project for radicalizing the government's agrarian reform. As a result, the rural “revolution from below” strongly influenced the content and trajectory of political conflict under the Popular Unity Government.  相似文献

What are the challenges associated with translating indigenous territorial demands into land policy? While most land policy prioritizes the economic utility of land, indigenous territorial demands call for governments to more broadly conceptualize the definition and utility of land. Since the 1990s, most Latin American countries have formally recognized a range of indigenous territorial rights and worked to translate these rights into practice. Drawing on the Chilean experience, this paper argues that these alternative conceptualizations of land and territory complicate the implementation of government efforts to recognize indigenous demands. Specifically, the insufficiently defined scope of the policy exacerbates tension between communities' territorial rights demands and the government's capacity to return land. This tension is gradually and bureaucratically resolved, hindering both the policy's ability to meaningfully respond to indigenous territorial demands and the government's objective of promoting rural development. Future discussions and research must consider how these competing conceptualizations of land affect indigenous and land policy.  相似文献

ABSTRACT

There are two unusual and important features in the evolution of the savings rate in Chile. First, the economy increased the average savings rate by 11 percentage points in the period 1985–2013 compared to 1960–1984, mainly due to a large change in private savings rate (10 percentage points), and an additional 1 percentage point from the public sector. The second feature is related to the change in the composition of private savings. After several years of nearly no corporate savings, this component became an important part of total savings reaching an average of almost 10% of Gross National Disposable Income (GNDI) during the period 1986–2012. Our results show that the 1984 tax reform, the boost in the marginal productivity of capital and the deepening of the financial market were the main drivers that explain the dramatic increase in corporate savings. We also found that the reduction in personal income tax after the tax reform and the higher income per capita growth helped to explain the increase in household savings, while the structural balance rule helped to explain the increase in public savings.  相似文献

Abstract

This paper investigates the relationship between market potential and the spatial variation in the number and the average size of firms. We adapt the canonical model of the New Economic Geography to demonstrate this relationship and to derive an empirical specification suitable for estimation through dynamic panel techniques. The model is tested against municipal data on the number of firms per adult in Chilean comunas for 2005–2010. Our results confirm that market potential along with place-specific fixed costs play an important role in determining the spatial variation in the number of firms per capita.  相似文献

This paper examines the recent saving performance of the Chileaneconomy in the light of its long-run (1940–96) trends.The first conclusion that can be derived from the data is thatmost of the increase in private saving since the mid-1980s isdue to business saving. Household saving turns out to be a stationaryvariable with zero mean. Since business saving has a unit root,households do not seem to take the saving of firms into accountwhen making their own saving decisions. Within the theoreticalframework of a model of business investment with liquidity constraints,we estimate a VAR for business saving, private investment, publicsaving and foreign saving (the current account deficit). Weare able to determine that business saving is unaffected bypublic saving, but that, in the long run, foreign saving andbusiness saving are perfect substitutes. Private investment,business saving and foreign saving are jointly determined. Thepolicy conclusions are that policies that stimulate investmentare likely to lead to an increase in private saving, that policiesaimed at raising household saving will be ineffective, and thatincreases in public saving are very powerful for increasingdomestic saving in the long run.  相似文献

This study addresses the effects of the firm’s level of engagement with trade associations located at the company’s export market on export performance. It analyzes firm-level data from a South American emerging economy, Chile. Results show that a stronger engagement with trade associations located at the company’s export market has a positive effect on export performance. Environmental uncertainty on customer needs is confirmed as an export performance barrier, but unexpectedly, this obstacle only diminishes in a negligible factor as the level of engagement with trade associations located at the firm’s export market increases. This study contributes to the international management literature by investigating the direct and moderating effects of overseas trade associations on the firm’s export performance, and by scrutinizing on the distinctions among the cooperation determinants of local networks and networks situated at the firm’s export market. Based upon new perspectives to explain superior business performance, an integrative conceptual model that links these different explanations of superior performance is presented, highlighting the role of knowledge-related resources as key antecedents of the continuous creation of competitive advantages (Day 1994, Day George S. An empirical test of this conceptual model is conducted with a Chilean sample of publicly traded firms, using structural equations modeling. Although the organic food sector has been researched for around 20 years, still little is known about consumer behaviour when comparing developed and emerging organic markets. Therefore, the aim of this study is to investigate the determinants of organic food consumption in a mature (Germany) and an emerging (Chile) organic market using a model based on the theory of planned behaviour and partial least squares for parameters estimation. The reported results have implications for decision makers in both countries. The use of altruistic arguments in organic food marketing is a key aspect to increase organic food demand in both countries. However, egoistic motives might also gain importance in Chile, as they already have in Germany. In both countries, the barriers for organic food consumption have to be addressed with great attention—a lack of information and availability, especially in Chile, and scepticism about organic food in Germany.  相似文献
