改革已成为西方文官制度建立后必然的、共同的道路。文章试图从人力资源管理这一视角研究西方文官制度改革的不同进程 ,探索改革的共同趋势 ,进而对当代西方文官制度改革这一动态过程有较深入的了解     

我国新型农村合作医疗发展现状及对策

本文利用《中国卫生统计年鉴》中的新型农村合作医疗情况数据,对我国新农村合作医疗发展状况进行研究,结果表明,我国新农合基本实现全覆盖,但新农合筹资水平与保障水平偏低.受地区经济发展水平、政府补贴不同的影响,各地区之间新农合发展存在差异.并提出根据各地区的经济水平,实施动态筹资水平,进一步完善医疗保险统计制度方法,增加数据透明度等手段来促进新农合发展.     

A review of research on risk and safety modelling in civil aviation

Safety is considered as some of the most important operational characteristics of contemporary civil aviation. An extensive regulatory structure has been established to supplement the private airline, airport and air navigation systems, incentives to limit the risks of flying. This paper reviews the research on risk and safety modelling in civil aviation. In such a context, the basic concepts and definitions of risk, safety and their evaluation are described. The review focuses on four categories of models for safety assessment: causal for aircraft and air traffic control/management operations, collision risk, human factor error and third-party risk.     

The distinction between commercial and non-commercial bus services in Germany: Given by nature?

German public transport services by bus are characterized by a regulatory framework that distinguishes between commercial and non-commercial services. Contrary to the apparent views of legislators, this paper shows that costs and revenues are not the only parameters determining whether or not operators are able to provide services in a commercially viable way.Apart from the local characteristics of the specific service, we show that the classification of services as commercial versus non-commercial is determined in large part by the public transport authorities that set minimum quality standards to be provided by operators. Our analysis shows that the authorities awarding the contracts in some cases affect market organization significantly depending on how they make use of this power. Furthermore, market organization differs substantially with respect to the awarding structure and the contractual relationships, thus creating a challenge for operators and authorities in an embryonic market.     

操纵证券市场行为民事责任研究

操纵市场行为的大量存在对我国证券市场的健康发展造成恶劣的影响,成熟证券市场国家的实践表明,追究操纵者的民事责任对遏制操纵市场行为有重要意义.但是,我国证券法律没有对操纵市场的民事责任问题作出相关规定.本文综合运用了比较研究、实证研究和法律经济分析等研究方法,参照了发达证券市场国家及地区的有关制度设计,吸收和借鉴了国内外法学理论研究成果,对操纵市场行为的民事责任制度进行了比较系统的分析.     

Financial Information Credibility,Legal Environment,and SMEs’ Access to Finance

Abstract

There remains academic debate on the association between credible financial information and small firms’ access to diversified sources of finance. This study investigates the role of credible financial information and its interaction with a country’s legal and regulatory environment on the access of small- and medium-sized enterprises (SMEs) to diversified sources of finance in 129 developing countries. The findings indicate positive impacts of financial information quality and a country’s legal and regulatory environment on small firms’ access to diversified sources of finance. SMEs operating in a weak legal and regulatory environment benefit more from providing credible financial information. The findings are robust after controlling for the endogeneity of firms audit decision using a two-stage instrumental variable method. Our evidence suggests that firms’ credible signaling of the quality of their financial information helps reduce the adverse selection problem for finance suppliers, increasing small firms’ access to diversified sources of finance.     

黑龙江省文化创意产业融资模式研究

在对黑龙江省文化创意产业融资分析的基础上,发现制约黑龙江省文化创意产业融资的制约因素,具体包括政策法规支持力度不够、融资机构信任不足、融资渠道不畅、专业人才匮乏等问题。要在地方加强文化创意产业的法规建设,持续加大财政资金的投入,构建文化产业的融资平台,积极推进融资方式的创新,加快推进配套制度创新。     

Export intensity of foreign subsidiaries of multinational enterprises: The role of trade finance availability

We examine the relationship between the role of trade finance availability and the export intensity of foreign subsidiaries of multinational enterprises (MNEs). In developing our hypotheses, we draw upon insights derived from “new” internalisation theory (international business literature) and international trade finance (international economics literature). We empirically test these hypotheses using survey data compiled from subsidiary managers in six ASEAN countries, supplemented with host-country level data. We conceptualise, empirically test, and establish that the subsidiary-level capability in combining and utilising internal and external debts is an important subsidiary-specific advantage to support export intensity. We find that subsidiaries employ intra-firm loans from MNE internal capital markets and, to some extent, bank loans from external financial institutions to boost their export intensity. Subsidiaries may have concerns about foreign exchange risks, but the use of appropriate foreign exchange risk management is positively associated with export intensity. We discuss the implications of our findings for theory and practice.     

中小企业融资与银行关系研究综述

银行贷款是中小企业间接融资的最主要渠道,银企之间良好关系的建立,可以有效缓解中小企业的融资困境。本文从影响银企关系的因素、银行结构对中小企业融资的影响、如何建立银行与中小企业的关系几方面对已有的一些国内外文献进行了综述,并指出今后应加大对开放条件下银企关系的研究。

This article was used as the starting point for a series of seven analyses that comprise a special issue on entrepreneurial narrative. This article was given to scholars with the title “A Toy Store(y)” with no other identifying characteristics. The story describes the founding and operation of a toy store in Rutland Vermont in 1965. The story describes the process of realizing an opportunity, identifying and acquiring resources to pursue this opportunity, involving and managing others, and adapting to unforeseen circumstances as new competitive conditions are encountered.
