我国国债规模的现状评价分析

当前，我国国债规模急剧扩张，这已引起社会各界的广泛关注。文章就此通过分析我国国债规模的衡量指标以及现状，提出了控制国债规模应从构建与市场经济相适应的财政收支制度着手的新举措。     

略论产业集群技术标准与集聚的正负效应之相关性

产业集群是现代产业发展过程中形成的一种具有典型特征的，介于企业和行业之间的产业组织形态。产业集聚的巨大正效应是产业集群形成和发展的重要原因。同时，产业集聚也会产生负效应，这些负效应可能导致产业集群发展缓慢，甚至衰退和消亡。找到正确有效的途径强化产业集聚的正效应，预防和消除产业集聚的负效应，是保持产业集群健康、持续发展的关键。技术标准对产业和企业的命运起着越来越重要的作用，技术标准与产业集群发展、运行秩序规范、负效应的防范与消除等方面都有着紧密的相关性，是促进产业集群发展的有效工具和手段。     

从集群制造到集群创新的典型案例分析——以张江高科技园区为例

集群制造与集群创新分别代表着产业集群发展的不同阶段，从集群制造发展到集群创新是中国当前和今后相当长的一段历史时期内，国家高新区发展所面临的重大而迫切的现实问题。本文以张江高科技园区为例。对这一问题进行了案例式探讨。分析表明，张江高科技园区三大高端主导产业集群产业链条比较完善，网络集聚特征鲜明并已具备了较为强大的集群制造功能；集群制造也促进了创新要素的快速集聚，产业集群的创新能力得以初步显现。但总体上看，三大主导产业集群的集群制造功能仍然是其主要特征，在向集群创新功能转化的过程中尚存在着一系列突出问题。     

警惕我国企业集群发展中潜在问题

企业集群是当今区域经济发展规划的新趋势 ,引起了多学科领域学者关注。我国已经出现了一些企业集群的雏形 ,但是这些企业集群都存在不同的问题。以东莞、温州及部分的高新区为例 ,从各自的形成过程、发展轨迹等角度 ,讨论了各具特色的区域集群存在的不同性质的问题

我国公共投资规模连年扩大,改善了生活环境和生产条件,但是否存在投资过度的风险?本文运用生产函数模型分析了公共投资规模效率存在的条件,使用协整的方法分析了大口径和小口径公共投资规模的最优规模,得出我国公共投资规模不足的结论。     

Linking scenarios across geographical scales in international environmental assessments

The development and analysis of scenarios or plausible futures has evolved to be a useful approach for dealing with uncertainty about future developments in a structured and integrated manner. Commonly, scenario exercises have focussed on processes at one specific geographic scale. Recently scenario-based approaches have also been used to address multi-scale processes or to link scenarios developed at various geographical scales with each other in order to better understand the interaction of processes across scales.The level of interconnectedness across scales will vary, and depends largely on the approaches used to develop multi-scale scenarios. We distinguish five levels of interconnectedness scenarios may display across scales: (a) Equivalent, (b) Consistent, (c) Coherent, (d) Comparable, and (e) Complementary. Furthermore, we describe five different types of coupled scenario development processes: (a) Joint, (b) Parallel, (c) Iterative, (d) Consecutive, and (e) Independent.Based on this nomenclature, the relationship between the level of interconnectedness of scenarios and the degree of coupling of scenario development processes across geographical scales is discussed. Which process is best suited and how much interconnectedness is needed, will depend both on the focal issue and the primary purpose of the scenario exercise, i.e. whether the aim is education, scientific exploration, or decision-support.     

我国能源强度的最优规模实证研究

我国能源现状与经济增长的高能源依赖性表明．经济增长需要最优能源强度。最优能源强度及其存在性，可通过实证得出，实际能源强度与最优值的差距也可进行测算。研究结果表明，近年来我国实际能源强度高于最优值，处于不断上升的趋势，最终会实现能源强度最优规模。     

Study on the clustering of a typical industry：a case of apple industry in Shaanxi Province, China

The apple industry in Shaanxi Province is a resource-based industry; compared to the best productiveregions at home and abroad, it is advantageous in high quality as well as geographical and natural resources. Currently,big changes have occurred in the apple market supply-demand relations; long-term and comprehensive shortage haspassed; the buyer＇s market has come into being; competitions in the domestic market are fierce. At the same time, theforeign apple will impact on the domestic market, increasing competitive pressure. Foreign anti-dumping measures,green barriers and technologies restrict the exportation of the domestic apple. Based on successful experience of otherindustrial clusters, this paper analyzes the existing problems in the development of Shaanxi apple industrial cluster,combining empirical analysis, qualitative analysis and quantitative analysis, proposes specific policy recommendationsand get the conclusions. First, the characteristics of the agricultural industrial cluster are analyzed; Shaanxi appleindustry is characterized by cluster. Second, the rapid development of Shaanxi apple industrial cluster exposes someproblems. Third, we need the government to control the disorderly competition of Shaanxi apple industry.     

企业多元化:理论与实践的反思

多元化是目前许多企业热衷的战略选择 ,成为企业心目中的“伊甸园”。本文作者从多元化发展的理论与实践及其历程入手进行分析 ,认为不论从多元化与企业分散风险、扩张规模、增加绩效之间的联系 ,还是从发达国家多元化的实践来看 ,多元化并没有达到人们预想的效果 ,而正确的选择是坚持走专业化的道路。
