重庆市两江新区产业布局与劳动力聚合效应研究

比较分析了两江新区和滨海新区的功能区及产业布局,利用就业弹性系数模型对未来10年两江新区产业发展所需的劳动就业数量进行了预测。主要结论是:二、三产业的增长对劳动力就业产生了较强的聚合效应,第一产业产值的增加一定程度上对就业增长产生了\"挤出\"效应。未来10年,两江新区将聚合劳动力137～142万人。据此,提出了两江新区的产业布局思路,以及发展、促进就业的政策建议。     

基于“两型”指标的“两型社会”核心评价指标体系研究

笔者在阐释生产、消费、流通、科技、生态五大建设领域及政府、企业、居民三大建设主体与“两型社会”建设的关系的基础上,对“两型社会”内涵进行了界定,并据此基于“两型”生产、“两型”消费、“两型”流通、科技发展、生态建设五个方面构建了“两型社会”核心评价指标体系。由于生产、消费、流通领域的资源节约和环境保护是“两型社会”建设的根基,笔者采用“两型”指标对它们进行评价,这有助于减弱经济发展与资源、环境等指标并列设置所导致的指标问的冲突,从而增强评价指标体系的实用性。     

Bulgaria,Boosting Energy Cooperation with China——Interview with Deputy Minister Yaneva,Ministry of Economy and Energy,the Republic of Bulgaria

Deputy Minister Yaneva of Economy and Energy,the Republic of Bul- garia,a nice lady with outstanding talents,headed a delegation of Bulgaria to visit China in late June,for the participation at the 13th Bulgarian-Chi- nese Intergovernmental Commission for Economic,Trade,Scientific and Technical Cooperation.As an important instrument,the Joint Commission played a significant role in promoting the overall development of the bilat- eral economic relations. China's Foreign Trade interviewed Deputy Minister Yaneva and she gave very constructive suggestions on promoting the bilateral economic and trade cooperation between the two countries,especially in the area of energy cooperation.The following is a written interview with Deputy Min- ister Yaneva.     

Social networks,rule of law and economic growth in China: The elusive pursuit of the right combination of private and public ordering

Social networks have always been an integral part of every society. However, they are different and play a more prominent role in Asian societies. In particular, it will be argued that the relationship of private ordering, networks of relationships, and informal law to formal law are necessary in addition to rule of law for a sustained economic growth. This is evident in how various Asian countries escaped the financial crisis that crippled the region. Rather than an analysis of several different Asian societies, China will be the main focus.     

Can teaching social dilemmas make people more prosocial? An experiment

Economics and business students regularly behave less prosocially than others. Can ethics training reverse this tendency? Results from a repeated public goods experiment reveal that it can. Students who attend an interactive lecture on social dilemmas show significantly more cooperation than others. However, the lecture does not appear to increase the incidence of reciprocal behavior. As many current social problems qualify as social dilemmas, this result stresses the importance of ethics training for policy makers and curriculum designers alike in overcoming the incentive structure of social dilemmas.     

Toward a Horizonal Theory of Justice: Efficiency,Equity, Rights and Capabilities in a Free Market Economy

The theory of planning horizons and their relation to pricing, conscience and learning has been explored in some detail in terms of efficiency attributes and ecological health (Jennings 2003, Journal of Economic Issues 39:365-373, 2005, 2007a, b, 2008a). This paper addresses the equity implications of planning horizons in terms of the social role and importance of justice, rights and capabilities in a free market economy. From my earlier work, cooperation—not competition—is seen as the means to longer and broader horizons in an efficiency frame, mitigating any alleged tradeoff against equity issues. The impact of longer horizons on fairness and justice in terms of intentions and outcomes along with rights and capabilities still remains unexplored. This paper reviews the normative aspects of planning horizons, showing how ethical and ecological conscience spreads with horizon effects, strengthening goals of fairness and the internalization of social effects. In this setting, capabilities and empowerment are enhanced by respect for human rights, as social conscience spreads through interhorizonal complementarities. The features of a long-horizon world differ from myopic contexts, specifically in the relation of efficiency to other goals. This paper examines that difference in terms of its equity aspects, with regard to social justice and the role of rights and capabilities in economic cultures.

ABSTRACT

In this paper, I examine the Sino-U.S. trade disputes from less-talked about angles: institutional differences, SOEs, hukou control and contemporary Chinese history. Based on these, I provide suggestions for future cooperation and improvement.
