Citizens and organizations representing them play an increasingly important role in markets for environmental quality, but
much remains to be learned about how their participation affects these markets. We analyze the effects of allowing a community
of citizens to trade pollution permits in an imperfectly competitive permit market. Allowing the community to trade directly
reveals its preferences, which enhances welfare. However, community participation may also exacerbate distortions due to market
power, even though the community itself trades competitively. Including the community in permit distribution may exacerbate
market power distortions by affecting a dominant trader’s propensity to participate in the permit market. Second, the community’s
demand/supply for permits may be more inelastic than other traders and worsen distortions due to market power. We illustrate
in an example that these negative effects on competition can dominate the positive effect from preference revelation through
the market place.

This research examines the effects of the 1977 Clean Air Act Amendments (CAAA) on the location decisions of pollution-intensive
manufacturing plants. We develop a panel data set to analyze plant births of polluting manufacturers over time as a function
county-level attainment status of the federal standard for ozone pollution. We find that more stringent county-level environmental
regulations impact pollution-intensive capital flows through deterring new plant births. We also find that the impact of stricter
regulations varies by pollution-intensity of manufacturers, with results suggesting that federal guidelines have a greater
impact on high pollution intensive manufacturers than more moderate polluters.

We consider a model of vertical product differentiation where consumers care about the environmental damage their consumption
causes. An environmental group is capable of increasing consumers’ environmental concern via a costly campaign. We show that
the prospect of such a campaign can induce entry by a firm that is able to employ a cleaner technology than the one used by
the incumbent. We further demonstrate that the subsequent competition can lead to an adverse effect on aggregate pollution,
i.e. the decline in average industry pollution per product is offset by the increase in aggregate production.

The Grose River is contained almost entirely within a World Heritage Area. While sewage pollution in the area has been addressed, pollution at damaging levels continues from a disused coal mine, closed in 1997. Despite some surface rehabilitation, no action has occurred to remediate zinc polluted waters emanating from the mine. We examine the historical regulation and management of the Australian Commonwealth and New South Wales governments and highlight gaps in both regulatory systems. We conclude that there is an urgent need to improve regulation of water pollution, mining and management of the environment in highly valued world heritage areas. 相似文献

In forest planning, little research has been devoted towards examining how visual-impact assessment can improve the public acceptance of forest activities and augment forest sustainability. The objective of the present work is to review the methods of aesthetic assessment of forest landscapes, which will help the implementation of visual-impact assessment in sustainable forestry. From the numerous techniques of landscape evaluation that have been devised in recent years, the expert approach techniques have dominated in environmental management practices and the perception-based approach in research. The non-market economic valuation techniques are essentially trade-off methods and not aesthetic assessments by themselves. Revealed preference methods, such as hedonic-price, use actual market choices of individuals to get their preferences towards non-market attributes, and stated preference methods, such as contingent valuation method, rely on surveys to get directly the individual's willingness to pay for the non-market attributes. Psychophysical preference modelling is a popular quantitative holistic technique of landscape evaluation and if used in combination with indirect aesthetic evaluation methods might create new standards and protocols for techniques of objectively estimating public perception of aesthetic quality and thus to enhance social sustainability in forest space. 相似文献

This study aims to test a new conceptual model based on the relationship between quality management (QM), environmental management maturity (EMM), adoption of external practices of green supply chain management (GSCM) (green purchasing and collaboration with customers) and green performance (GP) with data from 95 Brazilian firms with ISO 14001. To our knowledge, such links and relationships are not simultaneously identified and tested in the literature. The results indicate the validation of all of the research hypotheses. As a growing number of countries, including both developed and developing countries, have in recent yearstaken environmental regulation at different levels, a question of great concern has been raised: can the regulation alterthe existing trade volume and trade pattern, and ultimately drive pollution-intensive industries to countries with low-levelregulations or even those without regulations at all? Starting from the three different propositions concerning therelationship between environmental regulation and trade pattern, this paper applies cointegration analysis and errorcorrection model to empirically testing the relationship between environmental regulation and trade in China during theperiod of 1985-2005. Our empirical results indicate that in the short run the collection of pollution discharge fees bearsa positive impact on the export share of clean products of total exports. Thus, higher pollution discharge fees raise theratio of clean products exports to total exports. This further indicates that more stringent environmental regulationpromotes the exports of clean products. In the long run pollution discharge fees are positively correlated with the exportshare of clean products but negatively associated with their import share. Such correlations imply that environmentalregulation tends to facilitate the international specialization in line with comparative advantages. 相似文献
