老工业基地的调整和改造,是世界上发达国家都经历过、现在仍在经历着的重要课题。中国老工业基地的形成和振兴与那些发达国家相比(如德国鲁尔工业区),在政府环境方面存在着许多差异,但他们实践所取得的经验教训、比较成功的做法值得我们借鉴。

Intangible investment and human resources

To make intangibles more ‘tangible’ for empirical analysis, statistical cluster techniques are applied in the development of two new taxonomies of manufacturing industries. The first focuses on the distinction between exogenous, location dependent comparative cost advantages, such as the relative abundance of capital or labour, and endogenously created firm specific advantages resulting from intangible investments in marketing or innovation. The second taxonomy discriminates between industries according to their employment of skilled labour. Finally, econometric tests are used to investigate the presumed complementarity between intangible investments and human resources.

Micro and macro dynamics: Industry life cycles,inter-sector coordination and aggregate growth

Technological change directly affects economic growth by exploiting and exploring technological opportunities, thus determining productivity growth and income. However, technological change also affects the composition of the economic system, which itself constitutes an important prerequisite for economic growth. The first aim of this paper is to show that the growing variety of the economic system, determined by the emergence of new products and services and leading to new industrial sectors, can allow the long term continuation of economic development, even when the employment creating capacity of individual sectors falls. The second aim is to illustrate the impact of micro variables on the meso-level, that is, on the sectoral composition of an economy, as well as on its macro-economic performance.      

Changes in industry structure and technological convergence: implications for competition policy and regulation in telecommunications

The two leading US long-distance carriers—AT&T and MCI—have recently been acquired by two of the four major incumbent local exchange carriers—SBC and Verizon—and shortly thereafter, the new AT&T (SBC and the old AT&T) acquired BellSouth. Contemporaneously, alternatives to traditional voice communications provided by cable television and internet- based providers indicate a shifting of competition from a single voice market to the “triple play” of voice, video, and high-speed data. These developments imply a fundamentally different model of competition and industry structure than the one of “dominant firms” supplying essential inputs to new entrants for traditional voice service that was envisioned in the 1996 US Telecommunications Act, as implemented by Federal Communications Commission. In response to these developments, state governments, the FCC, and Canadian authorities have enacted legislative or regulatory changes that limit retail price regulation to services such as the basic residential telephone line. Approaches for assessing market power and other competitive issues that account for the specific characteristics of the emerging (converging) industry are also discussed. The paper concludes by describing the implications of the emerging nature of telecommunications competition for future ex ante and/or ex post regulation, market power assessment, continued regulation, and antitrust analyses.

股权集中度对上市商业银行经营业绩的影响研究

公司的经营业绩很大程度上取决于公司治理水平,而股权结构被视为公司治理的核心。本文从股权集中度以及商业银行安全性、成长性和盈利能力三类指标来考察股权结构对其经营业绩的影响。选取16家A股上市商业银行2011-2019年的面板数据进行实证分析,研究发现当第一大股东对商业银行的控制权增大时,有利于商业银行的成长。前五大股东持股比例相对较高,商业银行的贷款质量较好,盈利水平较高。前十大股东持股比例和与商业银行的盈利能力和贷款质量均呈反向变动。由此表明,为了提高银行的经营业绩,需要完善股权结构、限制第一大股东的实际控制力和加强商业银行的外部监管。     

中国银行业曼奎斯特指数研究

利用数据包络分析法(DEA)对我国银行业1999-2008年的经营效率进行总体分析与评价,并利用Malmquist生产率指数对其效率变动进行测算。研究结果表明,我国银行业生产经营效率呈现上升趋势,但整体水平仍然相对较低,商业银行的管理能力与自身规模不相适应。同时,银行业结构、区域分布、规模大小以及企业类型等因素会使银行业在综合技术效率、纯技术效率与规模效率方面存在差异,银行业生产率改进大部分来自于技术进步。
