企业管理专业实验教学的实践与探索

通过实验室模拟系统和电子沙盘等实验工具和手段的使用,企业管理专业实验教学活动面临着新要求和新机遇。模拟系统和电子沙盘系统在实验教学中的应用,不仅改善了专业实验教学的条件和环境,也对专业实验教学工作提出了新的更高要求。这些新技术、新环境的应用将极大地改善企业管理专业实验教学的软件资源不足的现实困难,也是传统计算机单机条件下实验环境和实验条件的重要拓展。     

规范劳动合同制是地勘单位用工制度改革的关键

文章认为,计划经济体制下形成的,地勘单位采用行政命令配合思想政治工作的方式,对固定职工进行各个用工环节的管理模式,已不适合市场经济条件和经济全球化的要求,地勘单位必须规范劳动合同制管理,进行用工制度改革。文章分析了地勘单位劳动管理现状,论述了实行劳动合同制管理的必然性和紧迫性,以及现今地勘单位在规范劳动合同管理方面存在的差距。最后提出了地勘单位规范全员劳动合同制管理的四项措施建议。     

The development of the group accounts disclosure system in Japan

The Japanese disclosure system of consolidated statements was introduced in 1977 and extensively revised in 1997. The role of the bureaucracy has been significant in these developments and seems to be part of Japan's closed culture. However, other explanations could also be applied. In particular, although Japanese firms opposed such disclosures on the basis of preparation costs, the Japanese government had to modernize the disclosure system, including consolidation, in order to develop the securities market regardless of an individual company's interests.     

关于浙北地区城乡供水一体化问题的研究——以H县为例

对浙北地区县域范围内城乡供水现状进行了分析，指出：要实现自来水供应一体化，面临着行政管理体制和水务运作体制方面的问题，并对解决这两方面的问题提出了对策。     

关于铁路精益生产指标体系及其作用的经济学分析

在铁路精益生产制推行过程中,要特别重视指标体系的构建及其作用的发挥。考核指标体系构建紧密结合铁路运输生产特点和生产流程,以完整运输产品供给为导向,以信息化为基础,以组织模式优化为保障,注重精益生产考核指标体系的激励性。     

社会主义市场经济的矛盾和问题

市场经济的主要矛盾是生产与消费的矛盾，它决定商品与货币、供给与需求、总供给与总需求的矛盾。社会主义市场经济的主要矛盾是社会主义制度与市场经济体制的矛盾。当前存在的主要问题是生产相对过剩、消费需求不足，分配不够公平、贫富差距过大，市场秩序混乱、腐败现象严重，资源消耗过度、环境状况恶化，等等。只有正确处理社会主义市场经济的矛盾和问题，处理好公有制和私有制、计划与市场、效率与公平、自力更生与对外开放等各方面的关系，才能促进国民经济又好又快地发展。     

Political Measures for Strategic Environmental Policy with External Effects

This paper investigates an environmental policy designed to reduce the emission of pollutants under uncertainty, with the agent problem as an optimal stopping problem. We first analyze the two cases in which there are one agent and two competing agents by following Ohyama and Tsujimura (2005). When we consider a model of strategic agents, we need to analyze the external economic effect that is peculiar to an agent’s environmental policy implementation. Then, to improve and resolve these external effects, we examine three alternative political measures, comprising an environmental subsidy, an environmental tax and an emission trading system. The results of the analysis indicate that the environmental subsidy and environmental tax promote environmental policy. However, they do not create an incentive to be the leader. On the other hand, an emissions trading system not only promotes environmental policy but also creates an incentive for leadership.This paper was previously circulated under the title “Political Measures for Strategic Environmental Policy with Induced Effects”. How Has Rural Tax Reform Affected Farmers and Local Governance in China？

Using nationally representative data, the present paper examines the impact of China's ongoing rural tax reform on farmers. The difficulties in further local governance restructuring are also discussed. It is argued that the issues associated with rural taxation and local governance in China result from inherent tension between an increasingly liberalized economic system and a still centralized political system. Although rural tax reform has helped to reduce farmers' tax burdens in the short term, the establishment of an effective local governance regime requires coordinated reforms to downsize local bureaucracy by providing social security for laid-off cadres, to strengthen local accountability by granting higher local formal tax autonomy, and to promote meaningful participation by expanding local democracy.
