Impact of the Financial Crisis on Banking Acquisitions: A Look at Shareholder Wealth

This paper examines the influence of the 2007–08 financial crisis on value creation for acquirer’s shareholders in the banking industry using a sample of 883 deals over 2004–12. Applying an exploratory and top-down approach, banking acquisitions are considered at the global level, narrowing the analysis step by step to consider domestic versus cross-border acquisitions. Then cross-border deals are split based on the economic development of the acquirer and target countries. It is observed that only acquisitions involving emerging-economy acquirers and developed-economy targets generate positive and significant returns to shareholders after the crisis. Major changes in the global acquisition landscape are also observed since 2007, with emerging-economy banks increasing their acquisition activity, both nationally and internationally.     

Financial Information Credibility,Legal Environment,and SMEs’ Access to Finance

Abstract

There remains academic debate on the association between credible financial information and small firms’ access to diversified sources of finance. This study investigates the role of credible financial information and its interaction with a country’s legal and regulatory environment on the access of small- and medium-sized enterprises (SMEs) to diversified sources of finance in 129 developing countries. The findings indicate positive impacts of financial information quality and a country’s legal and regulatory environment on small firms’ access to diversified sources of finance. SMEs operating in a weak legal and regulatory environment benefit more from providing credible financial information. The findings are robust after controlling for the endogeneity of firms audit decision using a two-stage instrumental variable method. Our evidence suggests that firms’ credible signaling of the quality of their financial information helps reduce the adverse selection problem for finance suppliers, increasing small firms’ access to diversified sources of finance.     

我国房地产宏观金融风险研究

本文通过对房地产业中资金循环的三个环节以及影响房地产金融风险的宏观经济因素和制度因素的分析,研究了存在于我国房地产业中的宏观金融风险.通过与国际经验的比较,发现存在于我国房地产业中的宏观金融风险主要集中在开发企业环节,但是仍处于比较合理的范围内;宏观经济的繁荣带动了房地产业的本轮上升;制度因素对房地产宏观金融风险影响较大.从供给和需求两个层面的分析发现,存在着对房地产业金融风险的误读,对此需要进行客观评价.最后提出了从制度建设方面防范房地产宏观金融风险的建议.

我国财产保险公司范围经济效应的实证检验与真伪性分析

我国自1996年实施产寿分业经营以来,保险公司数量急剧增加,财险业务中车险的比重不断上升,呈现出“一险独大”的市场状况。运用超越对数成本函数,对国内20家具有代表性的财险公司2005-2012年的范围经济状况进行检验发现,以保费为基础的检验结果与以总资产为基础的检验结果存在着很大差异,意味着我国财险公司的范围经济效应存在着“真伪性”。对此,通过对财务数据、业务结构、业务规模等数据的分析,鉴别了我国财险公司范围经济效应的“真、伪”性。     

宏观审慎视角下的资本流动管理研究

随着经济金融全球化的深入发展,资本跨境流动急剧增加,尤其是国际金融危机爆发以来,美日欧不断加码量化宽松政策导致全球流动性泛滥,给各国的政策制定和金融稳定带来巨大挑战。本文基于应对资本流动的宏观审慎政策工具的研究和对国际经验的总结,旨在为更好的构建宏观审慎管理框架下的资本流动管理体系提出政策建议。     

外债宏观审慎监管的具体方法和实施路径

随着资本项目可兑换进程的推进,资本项下各类业务的政策限制越来越少,而由于外债的形式和特点使资金流入流出基本不受限制,因此跨境资金通过外债形式进出成为目前乃至今后的风险点,而且目前的外债管理存在一些问题和局限性。目前宏观审慎监管已成为我国宏观调控和维护金融系统稳定的工具,防范金融系统性风险的手段,外债管理在新形势下应用新的监管手段是大势之趋。     

The Structure of Municipal Water Supply Costs: Application to a Panel of French Local Communities

Network losses and returns are importantissues for water resource management, that are addressed in thispaper by modeling the structure of production for municipal waterutilities with two outputs: water sold to final customers andwater network losses. We propose a measure of economies of scopeto assess the benefit associated with joint production of waterfor final customers and water losses, and several measures ofreturns to evaluate potential gains in exploiting technologicalflexibility of water networks. We estimate the cost structureof water utilities using a GMM procedure with a Translog costfunction and panel data. Estimation results reveal a positivedegree of economies of scope, and short-run returns to productiondensity and returns to customer density that are not significantlydifferent from 1. Significant economies of scale indicate thatlocal communities may benefit from merging into water districts.

Reforming Social Security in a Transition Economy: The Case of Lithuania

This paper points out a number of problems associated with the existing pension system in Lithuania. Reforms are proposed, including (i) a substantial increase in the basic pension benefit rate, financed on a pay-as-you-go basis, provided universally, and regulated according to wage/price indexation; (ii) a significant cut in the tax contribution rate to the public pension system matched by a rise in the VAT; (iii) a rise in the retirement age to 65 for both men and women; and (iv) a gradual conversion to a private, funded, mandatory pension system to replace the earnings-related part of the current pension system.
