Countries with different levels of state capacity have access to different sets of policies. In particular, countries with strong state capabilities are able to draw from a broader menu of policies than countries with lower capabilities. We apply and test this insight to the case of exposure to trade‐related risk. So far, most of the literature has considered that only one type of policy—the one that increases government size—can help to overcome the challenge imposed by openness. However, there are a number of policies that can mitigate trade‐induced risks, many of which do not have the necessary implication of increasing public spending. Yet, many such policies require governmental capabilities not available to any country. For that reason, while the choice of a particular policy within a menu depends on political conditions, the relationship between openness and the size of government might be mediated by the capabilities of states. This paper provides reduced form evidence confirming that the empirical relationship between openness and government size is conditional on state capabilities. Therefore, public policies cannot be assessed independently of the capacity of the State that would have to implement them.  相似文献

Using a social economics perspective, this essay examines the positive and negative effects of job security, insecurity and the perceptions thereof on the welfare of workers, organizations, and society, as well as policy options that could alleviate the negative socio-economic consequences of job insecurity. The essay questions perceived job insecurity as a device to increase worker effort, both on efficiency and ethical grounds. It also suggests that increased perceptions of job insecurity have adversely affected workers' well-being and have undesirable macroeconomic and social effects. Public policy makers and researchers should examine ways to minimize the negative consequences associated with involuntary job loss. They should also consider to what extent both limiting firms' ability to layoff workers and providing incentives to firms that downsize to use alternatives to layoffs are socially desirable.  相似文献

Before becoming the hallmark of macroeconomics à la Wynne Godley, the “stock-flow” analysis was already developed in microeconomics and general-equilibrium theory. The goal was to study the formation of economic plans and the determination of market prices when individuals were supposed to consume, produce, and hold commodities. I show that since the early 1950s, Robert W. Clower used the “stock-flow” price theory to offer microfoundations to a Keynesian business cycle model. I analyse the origins of this microfoundation programme, trace its development, and discuss its fate.  相似文献

This study applies the microfoundations approach to examine the impact of migrating executives on firms’ selection of host country in their international acquisition decisions. Viewing executive migration as a conduit for inter-organizational learning, this study offers the first empirical findings that a migrating executive’s inter-organizational learning associated with two specific types of international acquisition experience, i.e., general and country-specific, accumulated at a prior affiliated firm positively impacts host country selection in the executive’s current affiliated firm’s acquisition decisions. The findings further suggest that the migrating executive’s prior country-specific international acquisition experience has a greater influence compared with the migrating executive’s prior general international acquisition experience. Last, the findings show that industry similarity between a migrating executive’s prior and current affiliated firms enhances the effect of the migrating executive’s specific host country acquisition experience. In sum, this study contributes by introducing migrating executives as a new learning conduit in international acquisitions.  相似文献

When designing and managing routines for their innovation activities firms often face a challenge. Either they can concentrate their efforts on one approach i.e. exploring new ideas or exploiting its existing capabilities, or they can try to do both, i.e. becoming ambidextrous. In this paper, we aim to explore first the effect of exploration, exploitation and ambidexterity on export performance and second the moderating role of investment in infrastructure. Using firm-level data from the UK’s innovation survey (CIS) we find that both exploration and exploitation improve export performance. We also find that investment in infrastructure weakens this relationship. Counterintuitively, we find that ambidexterity has a negative effect on export performance, and that it is negatively moderated by investment in infrastructure. We use microfoundations arguments (the routines firms employ and the actions taken by individuals and groups within them to shape their exporting capabilities) to explain how efforts to achieve ambidexterity can improve export performance.  相似文献

Simplistic aggregation in idealized “markets” versus structural emergence in complex and path-dependent processes have always marked a “continental divide” between neoclassical mainstream economics and all kinds of evolutionary and institutional social economics. This paper deals with institutional, or structural, emergence and argues that the meso level (to be specific) is the proper aggregate level for social economic analyses of complex systems and processes. Also, neo-Schumpeterian economists have stressed recently the issue of an “institutional trajectory” taking place on the meso economic level. This paper argues that the creative ideas of a Schumpeterian entrepreneur are not a sufficient explanation in this case. Using an evolutionary interpretation of a simple game-theoretic formalism (the Folk Theorem), the paper strives to demonstrate that the meso level, as the proper level of institutional emergence, must and can be endogenously explained from a process of interactive problem-solving of interdependent agents, in their struggle for coordination under strong uncertainty. It will be illustrated that a meso-sized socio-economic group co-evolves, and is constituted, together with the institution that in turn serves as the solution to the coordination problem. The practical and policy implications of the argument are discussed.

Innovation performance of multinational corporations (MNCs) derives from access to and utilization of a combination of explorative and exploitative knowledge across heterogeneous settings. These settings increasingly encompass flagship industries in emerging economies. There is limited research, however, that scrutinizes the processes of knowledge sourcing within such dynamic host environments, taking into account MNCs’ differing location capabilities. We draw on the concept of ambidexterity – the combination of exploration and exploitation – and the microfoundations approach to study eleven MNCs in the Bulgarian software development industry by focusing on their local R&D projects. We extend the explanatory capacity of ambidexterity at the micro level and clarify the relationship between exploration and exploitation by identifying four types of ambidexterity: global knowledge differentiator, global-local knowledge integrator, emerging local-global integrator, and local knowledge integrator. Our typology is underpinned by three specific dimensions of R&D capabilities: technical know-how, scope of expertise, and market potential.  相似文献

The different social contexts and historical backgrounds of countries in which companies operate may influence how their managers understand and apply the concept of environmental commitment. Thus, the understanding of environmental commitment in the post-communist societies of Central and Eastern Europe can be expected to be different from the Western markets. This study sheds light on these issues by analyzing managerial stories about environmental commitment in Russia. It explains how managers’ sensemaking is shaped by the Soviet socio-historical context. This study contributes to the limited literature on environmental commitment in post-communist societies and provides a link between environmental commitment and sensemaking research, thus responding to recent calls for a clarification of the microfoundations of corporate social responsibility.  相似文献
