关于财政总预算会计制度改革的探讨

20世纪90年代,我国预算会计改革已取得重大成就,初步建立起适应社会主义市场经济需要的预算会计体系。近年来,随着我国以预算管理为中心的财政制度的不断深化,预算会计制度的诸多问题和局限性也逐渐产生和显现出来,面临着如何作进一步的改革问题。本文通过分析现行财政总预算会计制度的基本特点,探讨财政总预算会计制度存在的问题,并为进一步改进财政总预算会计制度的核算和管理提出一些看法。     

Overnight borrowing, interest rates and extreme value theory

We examine the dynamics of extreme values of overnight borrowing rates in an inter-bank money market before a financial crisis during which overnight borrowing rates rocketed up to (simple annual) 4000 percent. It is shown that the generalized Pareto distribution fits well to the extreme values of the interest rate distribution. We also provide predictions of extreme overnight borrowing rates using pre-crisis data. The examination of tails (extreme values) provides answers to such issues as to what are the extreme movements to be expected in financial markets; is there a possibility for even larger movements and, are there theoretical processes that can model the type of fat-tails in the observed data? The answers to such questions are essential for proper management of financial exposures and laying ground for regulations.

资本充足率是《巴塞尔协议》的核心内容,是全球银行共同遵守的风险管理标准。然而我国的国有商业银行的资本充足率没有达到规定的标准,影响了这些银行在国际上的评级和融资能力,因此这篇文章的写作目的在于探索国有商业银行提高资本充足率的途径,以提高国有商业银行抗风险的能力,保障整个国家的金融安全。     

A note on the projection properties of Hadamard matrices obtained by the first Payley construction

We show that the projections on four factors of an arbitrary orthogonal array of strength 2 allow the estimation of main effects and two-factor interactions when all other effects are assumed to be zero, if those projections satisfy the bounds given by Weils theorem. The only exceptions are the Hadamard matrices of orders 16 and 24. A consequence is again the estimability of main effects and two-factor interactions for the projections on four factors of the first Payley construction for arbitrary run size.     

On the evolutionary edge of altruism: a game-theoretic proof of Hamilton’s rule for a simple case of siblings

We offer a game-theoretic proof of Hamiltons rule for the spread of altruism. Voting in assemblies of shareholders and incomplete markets

Summary. An economy with two dates is considered, one state at the first date and a finite number of states at the last date. Shareholders determine production plans by voting - one share, one vote - and at -majority stable stock market equilibria, alternative production plans are supported by at most percent of the shareholders. It is shown that a -majority stable stock market equilibrium exists if where S is the number of states at the last date and J is the number of firms. 价值链与创新型产业集群社会网络特征研究——基于浙江省产业集群的实证分析

产业集群中大量企业集中在相对较小区域内,这种高密度企业集中会对企业社会网络产生多方面影响。不同类型产业集群在发展过程中呈现许多差异特征,因此企业社会网络特征也非常不同。本研究针对价值链型产业集群与创新型产业集群这两个典型类型产业集群,探讨两种产业集群中企业社会网络特征的差异,并通过实证统计分析来检验不同产业集群类型下企业社会网络特征是否存在显著差异。本研究先通过独立样本T检验证明本研究所取样的两个产业集群分别属于不同类型的产业集群,然后再对不同类型产业集群中企业社会网络四个维度进行独立样本T检验,最终证明不同产业集群类型下企业社会网络特征存在显著差异。     

Multi-scale tests for serial correlation

This paper introduces a new family of portmanteau tests for serial correlation. Using the wavelet transform, we decompose the variance of the underlying process into the variance of its low frequency and of its high frequency components and we design a variance ratio test of no serial correlation in the presence of dependence. Such decomposition can be carried out iteratively, each wavelet filter leading to a rich family of tests whose joint limiting null distribution is a multivariate normal. We illustrate the size and power properties of the proposed tests through Monte Carlo simulations.
