Increasingly, public sector organizations (PSOs) outsource the delivering of important welfare services. This gives rise to important questions of how PSOs can control their suppliers. The purpose of this paper is to show how PSOs manage cooperation hazards of low contractibility transactions, i.e., activities expected to be difficult to govern. The paper applies a taxonomic configuration approach which means we apply a holistic view on the governance of suppliers and search for internally congruent governance packages that also are adapted to the context of the transactions. We find indications of the importance of internal congruence in governance packages in order to effectively deal with cooperation hazards. We also notice that the intensity in and types of controls in inter-organizational relationships are affected by the amount of cooperation hazards. A conflict between a relational and a bureaucracy-based governance package in one of the configurations is argued to be the main driver behind lower expectations about positive behaviour from suppliers. 相似文献

Achieving allocative and technically efficient spectrum management is a key aspect of deregulatory reforms in several OECD countries. However, reform legislation offers few clues as to how these objectives should rank when they conflict with one another. An ‘innocent’ prior acquisition of service-neutral spectrum at an efficiently run auction may prove allocative efficient but fail to be technically efficient if the spectrum is left fallow in the short term. Accountability for the productive usage of a public resource and pressures from short-term political cycles may induce regulators to mandate some minimal level of activity. Two plausible regulatory responses are considered: use it or lose it clauses and spectrum trading incentives. The former favours technical efficiency whilst the latter promotes allocative efficiency. The argument is formalised in a simple economic model buttressing the roles of uncertainty and transaction costs to assert the primacy of allocative efficiency over technical efficiency. 相似文献

The Hoggard–Whalley–Wilmott equation is introduced to model portfolios of European type options incorporating transaction
costs. The model gives rise to a nonlinear parabolic partial differential equation (PDE), whose nonlinearity reflects the
presence of transaction costs. We show analytically the existence of solutions which are not necessarily convex nor concave.
Numerical treatments are also given, which are devised to effectively handle an infinite domain and unbounded solutions.

Data on firms' outsourcing during the new productdevelopment process are taken from a large-scale survey of UK,German and Irish manufacturing plants, and we test the consistencyof these outsourcing decisions with the predictions derivedfrom the transaction cost perceptions of a panel of economists.Little consistency is evident between actual outsourcing patternsand the predictions of the (Williamsonian) transactions costmodel derived from the panel of economists. This paper analyses governance structures used to organize partnerships in R&D networks using two approaches: transaction costs theory and social capital theory. We argue that these theories are complementary; this explains forms of governance through the degrees of administrative (structural and safeguard mechanism) and social factors (cohesion and openness) they embody. Data was obtained from European R&D networks created through Framework Programmes which include a great number of universities, non profit institutions and firms. Findings show the variables that characterize and explain the governance forms based on the applicability of R&D networks. This study not only provides a theoretical model for analysing governance structures of these networks, but is also useful for both improving the management of networks and for fostering collaboration at an international level. 相似文献

基于2003年12月8日沪深交易所交易前市场透明度改革背景,本文利用一家营业部的投资者报价和交易数据,研究同一个机构投资者和散户投资者在透明度改革前后委托单提交激进程度的变化,以及这种变化对其完成交易的成本的影响。我们发现,透明度改革前后,机构投资者的委托单提交激进程度都显著大于散户投资者的委托单提交激进程度。透明度增加以后,机构投资者的委托单激进程度显著减少,而散户投资者的委托单提交激进程度增加。同时发现,透明度增加以后,机构投资者通过分拆委托单,增加交易次数,导致完成交易的时间增加,但价格影响力基本没有变化,散户投资者的成交时间和价格影响力有显著改善。 相似文献
