民族精神是一个民族赖以生存和发展的精神支撑。它是一个开放的价值体系 ,在不同的历史时期具有不同的具体内容。必须结合时代和社会发展的要求赋予其新的内容 ,以体现时代特征的先进文化来培育民族精神。     

中国能源安全现状及其可持续发展

作为世界上第三大能源消费进口国,中国的能源安全问题和能源安全战略的实施是我国保持持续平稳发展所必须认真面对的重要课题和基本任务。本文从能源安全的基本内涵、发展历程、不同类型国家的能源安全战略对比分析以及中国能源安全现实的剖析,以发展的眼光分别在战略上和战术上提出了几大对策,从而使中国能源安全实现可持续发展。

加拿大温哥华的公园建设和管理在全球取得了令人 瞩目的成果，这得益于温哥华公园管理局独特的体制与管理理 念。温哥华公园管理局以其独特的公众参与机制，为推动和 实现“绿色，和谐”的城市环境起到了重要的作用。通过介 绍温哥华公园管理局在社区文化共建、项目建设、政策制定3 种典型的公众参与模式，说明在“服务城市的所有人、社区和 环境”目标指导下的管理机制的特点与方法，为中国公园实现 “以人为本，共享发展”的目标提供借鉴。     

国有产权改制中政府与投资人的均衡策略研究

本文简要回顾了国有产权改制的研究背景与意义，利用动态博弈的思想构建了政策与投资者博弈的动态均衡模型，并对双方博弈均衡应采取的策略进行了分析，进而提出推进国有产权改制的相关政策建议。     

博弈论在构建生态产业链中的应用分析

构建生态产业链的目的是为了实现废弃物的再生和循环利用,从而减少污染物的排放。本文运用博弈论方法,分析了上下游企业及政府部门在构建生态产业链问题上的不同利益动机及博弈行为。通过对博弈均衡结果的分析,得出了构建生态产业链,实现废弃物再生循环利用必须满足的条件。同时,博弈均衡的结果也为企业生态成本内部化提供了一定依据,并表明了政府部门加强监督管理的重要性。在此基础上,提出了相应的措施和建议。     

Protecting Forests Through Farming. A Dynamic Model of Nontimber Forest Extraction

Forest resource extraction by local communities has been cited as a major impediment to the efficient management of protected forests. This paper develops a two sector dynamic model for farming and forest resource extraction by communities living in the forest periphery. The model assumes that land under forestry is constant and households allocate their time to farming and forestry. Comparative dynamic results suggest that higher prices for agriculture output, lower input prices, better knowledge of farming techniques and a lower discount rate may result in a higher equilibrium stock of forest resources. Tobit analysis with primary data collected from the Sinharaja forest in Sri Lanka provides supportive empirical evidence.     

岷江上游退耕还林的思考

岷江上游不仅是长江上游生态屏障障的重要组成部分，更是成都平原的重要生态屏障和水源生命线，该区拥有丰富的水、生物、旅游等可再生资源，但在退耕还林（草）生态建设中表现出退耕面积扩大化、国家补贴政策一刀切、经济林比重过大等问题。文章指出，应在克服上述问题基础上，通过调整农村产业内部结构、加大坡耕地改造、发展旅游业、水电业以及加强变通、通讯设施建设是实现经济可持续发展的最佳选择。     

The Attitudes of British National Health Service Managers and Clinicians Towards the Introduction of Benchmarking

This paper describes an empirical study, conducted in three acute hospitals, of the attitudes of central managers, medical managers and clinicians towards the adoption of benchmarking. Benchmarking was portrayed in The New NHS White Paper (1997) as an important means of improving efficiency over the next decade. The present paper examines the context of change and nature of benchmarking. Findings are presented in seven sections including: the understanding which respondents had of benchmarking; their willingness to be involved in benchmarking; the existence of strategies and policies for implementing benchmarking; the relevance of existing costing information; and the role of networks in facilitating benchmarking. The study concludes that the process of change adopted contradicted most of the factors associated with creating receptivity to change. Also, that the publication of the National Reference Costs seemed to have more relevance to resource planning at central National Health Service Management Executive level, than to effecting improvements at operational level in acute hospitals.     

浅谈我国化学工业园区的筹建和开发

通过参与化学工业区开发，对化工园区筹建和开发，包括化工园区的选址、定位及开发过程的一些实际操作提出了建议。

通过对2001年版API Spec 11AX《抽油泵及其组件规范》的研究分析，指出了新版标准的先进性、科学性和合理性，阐明GB／T18607—2001：API Spec 11AX(1996)《抽油泵及其组件规范》在采标中存在滞后问题。
