Creating markets for eco‐labelling: are consumers insignificant?

The proliferation of voluntary certification and labelling schemes for environmentally and socially responsible production is often seen as driven by companies and consumer demand. Through a careful examination of the initiation and spread of such initiatives in the fishery and forestry sectors, this paper challenges a rational–economic perspective that sees the spread of nonstate governance schemes primarily as a market‐driven phenomenon. Drawing on a political consumerism perspective, the paper argues that transnational environmental group networks and their targeting of firms were key to the emergence of nonstate eco‐labelling schemes, and that most firms decided to support or participate in such schemes only after intensive environmental group pressure. The paper opposes the view that nonstate governance challenges traditional state authority, by showing that states, through public procurement policies and support, contributed to create markets for forestry and fishery labelling in many countries. Although some states have been more sceptical of fishery labelling, largely because of the way fishery resources are managed, they have come to accept it as a helpful supplement to public rules and regulations.

论基层政府权威缺失与农村群体性事件——基于巴纳德“权威接受论”的原因分析及对乡村治理的启示

当前,因基层政府行为失范、农村中的“大宗族,小政府”现象以及“能人”权威的替代等造成的基层政府权威缺失,是农村群体性事件中基层政府对社会管理的失控的主要原因之一。根据巴纳德的“权威接受论”,权威是否存在,不是来源于上级,而是来源于下级的认可;在乡村治理中,治理的权威不是来自于上级政府对基层政府的授予,而是来源于基层民众的认可。因此,基层政府在乡村治理中权威地位的树立,应基于民众的认可,必须实实在在为民众办实事。

财务披露管理是企业管理当局通过有目的地控制对外财务报告的过程,试图影响和控制企业信息受众的印象与决策的企业行为。企业管理当局为了自身效用和企业价值最大化,有主动生产财务信息并对财务披露进行管理的内在动机。财务披露是一个多维向量,对其任何一个维度施加影响都会导致其发生某些变化。因此,财务披露管理方式具有多样性。企业财务披露管理是一把双刃剑,为了使财务披露管理取得积极效果,企业财务披露管理应注意若干问题。     

The Role of Trade Negotiating Objectives in TPA-2015 Voting

This paper analyzes 2015-TPA voting patterns of Congress in the context of the trade negotiating objectives. By setting them Congress lays out important trade agenda that the administration is expected to address when it is negotiating trade deals with foreign countries. Therefore it is an important part of the TPA. The probit model is used to evaluate the importance of each objective in Congress’s voting decision. The objective of promoting U.S. exports in agriculture, transportation equipment and metal affected the voting decision. Also the issues of labour rights and intellectual property rights mattered.     

The changing nature of riots in the contemporary metropolis from ideology to identity: lessons from the recent UK riots

Whereas past episodes of rioting in UK cities confronted the state authorities with a conscious and collective political problem – either through opposition to job losses or to institutional racism – in the post-political climate today we witness a shift towards individual action driven more by identity than by ideology. The one element that united the otherwise disaggregated rioters across the UK recently was more their taste in expensive sportswear (branded trainers) and electrical goods (plasma television screens) than anything else. Far from being a backlash against the police shooting of a petty, local black criminal in north London, or to the austerity measures introduced by the Liberal-Conservative government to combat the UK state deficit, some commentators suggest that what we now see is the product of a generation brought up on welfare for whom the old allegiances of work, family and community have lost their meaning and who, accordingly, are only able to assert their identity through the expression of their consumer tastes. This article examines what really drove the recent UK riots and explores the twin crises – of authority and of identity that they have exposed.     

Informal institutional constraints and their impact on HRM and employee satisfaction: evidence from China's retail sector

This paper seeks to assess whether informal institutions can affect human resource management practices. Specifically, we examine whether the social norm of respect for authority, an important informal social institution in countries like China, constrains employee participation, and whether this affects employee satisfaction in foreign-invested and state-owned retailers in China, respectively. Data are derived from questionnaires completed by almost 1900 employees at 22 foreign-invested and state-owned retail stores in nine Chinese cities. We indicate that a norm such as respect for authority can operate as a constraint on human resource management practices such as employee participation with related impacts upon satisfaction levels in foreign-invested and state-owned retailers, but that these play out in unexpected ways.     

创始人权威、控制权配置与家族企业治理转型——基于国美电器“控制权之争”的案例研究

以国美电器"控制权之争"为背景,采用案例研究方法探讨了家族企业的控制权配置模式及治理后果。研究表明:随着规模扩大、参与国际竞争程度提升,传统家族权威治理的局限性日益显现,引入职业经理人是我国家族企业治理转型的必然趋势;诸如国美等治理实践中频发的"控制权冲突",根源并不在创始家族的控制权让渡,而是源于权力制衡缺失引发的控制权私利;优化权力配置,形成核心控制权、一般控制权和现金流权之间的合理匹配与均衡,是实现创始家族和职业经理人互惠相容,确保治理转型成功的关键与微观基础。本文从控制权视角深化了对家族企业治理的理解,也为化解当前我国家族企业"集体转型之痛"提供了必要的理论借鉴。     

家族权威的配置效应分析与实证检验

文章将家族权威界定为管理权威、股东身份权威、专家权威和信息权威,并从理论与实证两个方面论述和检验了家族权威的配置效应。研究结论表明:家族管理权威与股东身份权威存在互补关系,与专家权威存在互补关系,与纵向信息权威、横向信息权威也都存在比较显著的互补性;将家族管理权威配置给拥有实际权威的物质资本所有者能够更大程度地改进企业的经营绩效,即实际权威具有强化管理权与所有权的激励相容的作用。
