别让IT运维成为中小企业迈向国际化的“包袱”

随着中国改革开放的不断深入,中国加入WTO,国内中小企业如雨后春笋般的发展起来,甚至已经将公司开到了国外,为新中国的经济腾飞做出了不可磨灭的贡献,期间IT系统在规范管理、提升工作效率方面起到了应用的作用。但随着企业规模的不断扩大,分公司越来越多,地域间隔越来越远,IT系统运维正变得空前困难。鉴于此,本文将着重介绍如何利用新技术降低IT运维成本,提升运维效率。     

元阳旅游型村落控制性发展研究

通过梳理世界文化遗产区西递村的开发与保护经验,结合元阳发展的现状,对旅游型村落发展提出控制要素的研究。对于遗产区村落的开发,既是当地经济发展的需求,又是世界遗产保护的途径。控制好保护与发展之间的平衡点,利用旅游业带动当地村落的发展,通过要素进行发展中的控制是本文主要论证之处。     

Land use regulation and urban land value: Evidence from China

Land use regulation has always been regarded as one of the most crucial means of macro-control of urban growth, which can affect a city’s land values directly and further determine related urban economic well-being. Since the New Type Urbanization Strategy proposed by the government in 2014, China’s mode of urban growth has been transformed from addressing “quantity” to “quality" in the urbanization process. In this case, the regulation of land use by the Chinese government plays a more important role in urban growth. With their planned land regulatory scheme, the various instruments employed by Chinese governments have quite different mechanisms influencing land prices. However, there are no rigorous studies focusing on the land use regulation system and its impact on land values to date, particular in China. This study seeks to explore how land use regulation affects urban land values through the systematic lens. We summarize the main land use regulatory instruments based on the analysis of China’s planned land use system and urban land banking system, including the construction land quota, constraints on the allowed floor area ratio (FAR) of each land transaction parcel, and land supply restrictions. A new dataset based on land transaction data from 2007 to 2016 that covers 286 prefectural cities from the country’s coastal, central, and western regions is used in the empirical analysis. The results show that the effects of the floor area ratio (FAR) on land values are significant and positive, with the residential and commercial land supply ratio being a key factor. Moreover, the results imply that the effects of constraints on FAR and commercial land supply vary between regions. These findings indicate that the Chinese land market is considerably distorted by excessive administrative interventions by local governments, in the stage of urban transition guided, the capable regulatory instruments could play an important role in adjusting urban land prices and hence impact on urban growth.     

Labor migration and the decoupling of the crop-livestock system in a rural mountainous area: Evidence from Chongqing,China

Massive out-migration of rural labor force brings both challenges and opportunities to crop-livestock integrated production system (crop-livestock system) in smallholder economy. Compared with previous researches that have paid major attention to the effect of labor migration on either crop production or livestock husbandry, this study considers the mediating role of crop production in predicting the effect of labor migration on livestock raising. Our econometric estimation based on a 2012 survey of 974 rural households in Chongqing, a mountainous region of China, showed the following. (1) The massive migration of rural labor force had led to significant increase in farmland abandonment and considerable changes in the pattern of livestock raising. (2) The livestock raising number per household began to differentiate, with the livestock system separating from the traditional crop-livestock system and becoming a specialized business. (3) In terms of the pathways through which rural labor migration exerts impact on livestock raising number, though the increased opportunity costs of rural labor greatly reduced farmers’ willingness to raise livestock, the decoupling of the crop-livestock system partly alleviated the declining trend in the livestock raising number because of the availability of household labor force freed from cropping via farmland abandonment. These findings have important policy implications for rural development and agricultural restructuring in mountainous areas of China, and provide references for other developing countries.     

Linking of sample data to small areas

We consider methods for estimating the means of survey variables in domains of a finite population, where sample sizes are too small to obtain reliable direct estimates. We construct generalized compositions from the direct and traditional design-based synthetic estimators and propose the methodology for evaluating their coefficients. This methodology measures similarities among sample elements and estimates of the domain means. We propose the compositions for two cases of auxiliary information: domain-level characteristics are available; true means of auxiliary variables are available for the estimation domains, and unit-level auxiliary vectors are known for the sample elements. In the simulation study, we show where the generalized compositions improve the traditional synthetic and composite estimators.

Revising the European Central Bank’s fiscal rules to support growth and employment

Abstract

The paper presents a reform proposal for the operations of the European Central Bank (ECB) whose purpose is to create a common set of risk-free assets for financial institutions operating in the euro area (EA), which is the necessary condition for having a single internal financial market. The proposal does not require the introduction of changes in the existing European Union treaties. The effects of this reform on the debt dynamic of EA member countries permit a revision of the existing fiscal rules. With the help of some simulations, it is shown that maintaining compliance with the European treaties, the reform of the ECB operations and revised fiscal rules would transform the current fiscal deflationary stance into a reflationary one. Some implications for aggregate demand and growth for the EA are briefly discussed.

Are we all on the same boat? The challenge of adaptation facing Portuguese coastal communities: Risk perception,trust-building and genuine participation

The Portuguese coast is experiencing severe erosion and loss of beachfront, processes which are expected to become worse with climate change impacts. These additional alterations are beginning to show at a time when financing for conventional coastal protection is no longer guaranteed at scales of investment which are likely to be required if future coastlines are to be maintained. This paper looks at how residents and key stakeholders of three coastal communities in Portugal perceive such possible changes, how far they judge and trust current coastal management, and how they perceive their current participation and foresee future forms of involvement on adaptive coastal change. The evidence from these surveys and interviews suggests that there is a strong commitment in each location to maintaining current levels of coastal protection, and to preserving the integrity of local societies and economies, even though there is also recognition that adaptation in some form will eventually be required. However, our research reveals that there is not yet sufficient trust between coastal stakeholders, especially towards public institutions and policies, for any degree of progressive coastal adaptation to take place. Building trust in creative learning processes of progressive adaptation could lead to improved science and participation along with a meaningful dialogue over cooperative coastal planning and financing. The research undertaken for this paper lays the groundwork for such a process of trust-building to begin.
