Drawing from a unique dataset of 2356 Chinese villages, this paper assesses the anti-poverty effect of the largest government-led microfinance project in the developing world. We find that the project can significantly increase the income level in the targeted villages. The main engine of the project lies in the expansion of access to nonfarm activities. We also highlight the importance of institutional circumstance in the effectiveness of the project. Specifically, a more democratized village with less political connection to local governments reaps more benefits from its participation. 相似文献

Scholars in economics and political science argue that one major function of government is to overcome coordination failure in economic development, especially during times of rapid environmental changes. But, how and through what means does the state coordinate firms to follow the changing directions of its economic objectives? This paper focuses on the case of a government-controlled business association, namely the All-China Federation of Industry and Commerce (ACFIC), and shows that the ACFIC may be serving, at least partially, as a means of avoiding the kind of coordination failures that are often associated with policy reform programs in authoritarian regimes like China when the government deems it necessary to radically and suddenly change its policy objectives. It does so by comparing the activities of firms that are members of ACFIC with non-members before and after the world financial crisis of 2008–09 which induced a significant change in government objectives. Before that crisis when priority in government objectives was “outward” (to stave off balance of payments crises that had befallen many other developing countries), ACFIC member firms were able to engage in exports and foreign investment to a greater extent than non-member firms, and even than those whose owners are members of the Congresses or Chinese Communist Party. After viewing the crises in international markets, and government objectives had turned more “inward”, ACFIC members were more likely to focus on domestic sales and investments. 相似文献

This paper estimates the value of political connections by examining stock price reactions to sudden deaths of retired government officials who were acting as independent directors of private firms in China from 2003 to 2012. Employing an event study, we find that, if a private firm loses political connections because of the sudden death of an independent director who was previously a government official, its stock price drops 3.61% on average within ten trading days. After the loss of political connections, we find that it is possible but infeasible for a private firm to reestablish political connections with the government in a short period of time. Moreover, the sudden death of a retired government official leads to a reduction in the economic benefits (e.g., bank loans, tax preference, and government subsidies) obtained by a private firm, which provides a reasonable explanation for the negative stock price reaction after losing political connections. 相似文献

ABSTRACTThe purpose of this study was to explore meanings, experiences, and perceived impacts associated with an urban nature connection program as narrated by mothers of program participants. “Project Connect”, a charity organization established in 2008, delivers the program investigated in urban parks and green spaces in Toronto, Canada. Drawing on ecofeminism and narrative inquiry, the study reveals a community narrative that depicts how Project Connect serves a group of mothers as an incubator of relationships spanning social and environmental domains, and which enable resistance of status quo forces that shape contemporary cityscapes. Nature connection in this sense is very much a political and cultural process that opens opportunities to challenge but also reproduce aspects of the dominant nature-related discourses. Accordingly, this study prompts consideration of the power of mothers and an ethics of care to transform human-nature relationships, and weaves critical consciousness and cautious re-valuing around the nature narratives we tell. 相似文献
