基于“工作分析”的高技能人才素质指标设计

高技能人才是我国经济建设的一支重要力量,对其更为科学而完整的素质开发和潜力挖掘将给社会带来更为强劲的动力。随着社会的发展,高技能人才在企业实际工作中扮演着越来越多的角色,并因此有了更为丰富的工作内容。基于工作岗位的性质和内容以及市场对于高技能人才的现实需求,高技能人才的素质框架里主要包括了4个方面的内容:专业技能指标、管理能力指标、创新能力指标和综合性指标     

Thirty-five years of journal of econometrics

The paper discusses how the Journal of Econometrics started and has grown over the years. It analyzes a trend in the research areas of the published articles and reviews some of the important papers that have been published. It concludes with an assessment of the future of the journal.     

A new model to evaluate the long-term cost effectiveness of orphan and highly specialised drugs following listing on the Australian Pharmaceutical Benefits Scheme: the Bosentan Patient Registry

Abstract

Background: Pharmaceutical subsidy schemes are under increasing pressure to evaluate the cost effectiveness of new highly specialised and orphan drugs for universal subsidy. In the absence of longer-term outcome data, drug sponsors often present modelled data, which can carry a significant level of uncertainty over longer-term projections. Risk-sharing schemes between drug sponsor and government may provide an acceptable method of balancing the uncertainty of longer-term cost effectiveness with the public demand for equitable and timely access to new drugs.

Methods: The Bosentan Patient Registry (BPR) is an example of a unique risk-sharing model utilised in Australia aiming to provide clinical evidence to support the modelled predictions, with the registry survival outcomes linked to future price. Concomitant medication, health and vital status data was collected from clinicians, government health departments and death registries.

Results: The BPR has identified a number of issues surrounding registry governance, ethics and patient privacy, and the collection of timely and accurate data, which need to be addressed for the development of a generic registry model for systematic evaluation.

Conclusion: The success of a generic drug registry model based on the BPR will be enhanced by addressing a number of operational issues identified during the implementation of this project.

中国科技论文首发权出境原因、影响及对策

中国科技论文出境发表流失首发权，主要因为中国科学缺少世界科学编制权、缺乏评价标准制定权、境外期刊为趋利抢夺科技论文首发权、科学管理沿袭“唯论文”的评价机制、缺少国内发表论文平台5个原因。这造成限制科技论文使用权和传播权、流失中国学术优先权和话语权、反制中国科技和经济发展、拆解科学使命等4种不良影响。为此，提出论文专利化、认定学术价值及构建保存路径回归科技论文首发权的对策建议，以期为保护科技论文首发权和传播权、建设科技自立强国提供启发。     

试论高校如何培养高素质的创新人才

培养和造就具有创造性能力高素质人才是时代的要求。本文从树立素质教育思想,现代化教育理论,改变传统,注重培养学生的人文素养及创新能力等方面进行了分析,探讨了高校如何培养学生的创新能力。     

Environmental information disclosure in capital raising

In 2010, the Chinese Government issued a policy to require enterprises to disclose environmental information. Using the environmental disclosure information of 204 Chinese listed companies in 20 polluting sectors over the period of 2011–2015, we find that managers tend to withhold environmental information and selectively disguise sensitive environmental information in the face of financial pressure, and where the disclosure of sensitive environmental information would significantly increase the cost of debt financing. Furthermore, agency conflicts and information asymmetry between managers and outside investors promote the managers' tendencies to withhold environmental information when facing financial pressure.     

大学生撰写科技论文在本科教学中的改革与实践

随着市场经济的发展,我国对物流理论的研究迅速发展并进入到了快速成长阶段,各研究方向变化幅度不断趋于稳定。同时物流行业成为十大振兴产业,物流理论的实践受到中央和各级地方政府的大力支持。分析了2009年我国物流与供应链领域科技论文发表状况,从统计数据分析得出,我国物流与供应链领域受关注的程度越来越高,但还需要进一步全面的发展,增强全国物流整体实力。     

计算机试题库管理系统的设计与实现

介绍了在网络环境下进行试题库管理系统设计的基本思想以及系统的某些关键模块的算法设计，并在此基础上介绍了试题库系统的结构设计和实现过程，同时讨论了在本系统上进行试题库建设的基本方法。
