Northern policy and Japan: North Korea‐Japan normalization negotiations and Japanese policy towards North Korea

This paper seeks to examine the reality of the North Korea‐Japan negotiations, which have continued intermittently for more than 13 years since Kanemaru's visit to North Korea. It also analyzes Japanese foreign policy toward the North during the normalization negotiations at both international and domestic levels, and studies the effect that the normalization of relations of the two neighbor states will have on the Korean peninsula. To conclude, it argues that Japan's engagement policy would be expected to contribute to the stability and peace of the Korean peninsula and East Asia.

房地产调控力促房地产经营模式转型——基于博弈论的视角

2011年初以来的房地产调控,通过限贷、限购,迫使开发企业主动降价以缓解现金压力,同时通过保障房和体制建设实现房地产长期稳定发展。调控是利益重新分配的反复博弈过程。从博弈论视角看,中央政府、地方政府、开发企业及购房个体具有不同的行为集合与支付函数。本文认为,中央政府的房地产调控存在常态化趋势,而随着博弈的深入,各开发企业之间的博弈将经历不同的阶段,体现为不同的博弈型态,最终是否走快速周转策略、走刚需路线,将成为开发企业生存与发展的关键。     

A dynamic approach to analysing the effect of the global crisis on nonperforming loans: evidence from the Turkish banking sector

This article analyses the effect of the global crisis on the determinants of nonperforming loans (NPLs) in the Turkish banking sector by using dynamic panel estimation techniques. Empirical findings suggest that NPLs present persistence, which is more evident after the crisis, while other regressors have also persistent effects in the post-crisis period. Moreover, NPLs are mostly shaped by bank-specific variables before the crisis, whereas, after the crisis, NPLs are also driven by macroeconomic and policy-related variables. In particular, the post-crisis significance of GDP, policy rate and sovereign debt shows that robust economic activity, tight monetary policy and strong fiscal balances restrict NPLs, thereby enhancing financial stability. The significance of inflation in both sub-periods shows that commitment to price stability objective is indispensable for limiting NPLs and promoting financial stability. In the period ahead, the speed and the direction of normalization in global monetary policies may determine the course of financial conditions, which, therefore, have implications regarding NPL dynamics and financial stability.     

关于民主遴选规范化的对策建议

民主遴选机制在配置公共领导人才中的择优功能,对于发展社会主义民主,回归群众的政治权利,抵制选人用人中的腐败现象,优化公共领导人才资源的配置,提高选拔干部的公信度,都起到了无以替代的作用。、要使这个机制科学化、规范化,必须抵制“恶意竞争”,提高遴选的信度,排除“无知性”干扰,形成公开、平等、竞争、择优的体制环境和博弈氛围。坚持做到：程序安排清晰化,相关信息公开化,同意计算科学化、权利制约法律化。

本文对Z-score预警模型进行了新的研究,将模型中各财务比率的权数及常数项进行调查;并对各模型预测概率进行比较,以获得其预测准确率;然后在此基础上提出P模型(百分数模型),同时用ST公司和非ST公司的财务数据对P模型进行实证检测分析。
