Measuring Hospital Performance in the Presence of Quasi-Fixed Inputs: An Analysis of Québec Hospitals

This research proposes an approach to measure hospital performance based on a generalization of Banker and Morey (1986) and Førsund (1996). This approach considers quasi-fixed inputs explicitly, calculates their implicit cost, and quantifies returns to scale. The performance measure is decomposed into allocative and technical inefficiencies. Based on a very complete data set of Québec hospitals, we find that significant inefficiencies of up to 17% ($700 CAN million) could have been saved through improved performance. Postestimation analyses that include qualitative measures of care suggest that differences in performance are attributable to differences in management or unobservable quality of care rather than patient case mix.     

The Theory of Socially Embedded Games: Applications and Extensions to Open and Closed Games

An earlier article, drawing on the mathematical theory of rules and rule complexes, extends and generalizes game theory (GGT). The theory has been used to conceptualize and analyze diverse social relationships, roles, and games as particular types of rule complexes.For instance, a social role, as a major basis of a parent's action in a game, consists of at least four key components – which are mathematical objects – in the determination of action: value complex, model of reality (including beliefs and knowledge bases), a repertoire of acts, routines, programs, and strategies, and modality, a role-specific algorithm for determining or generating action in game settings. This article applies and extends GGT in analyses of a market bargaining game (a type of open game) and of the classical game of prisoners' dilemma (a type of closed game). The applications show the concrete effects of social embeddedness on game structuring, game interaction patterns and outcomes, and social equilibria.     

《国际物流管理》课程教学改革的研究

本文针对目前《国际物流管理》课程教学中存在的一些问题，本着以学生为中心的宗旨。运用教育学相关理论，对课程教材的建设和完善、教学形式的丰富、教学内容的调整、教辅手段的运用、学生课业的考核方法、试题库及资料库的建设、师资培养、教师绩效管理等方面进行了全方位的探索和研究。     

市场拥挤、财政支出和税后资本平均产出关系分析

税后资本平均产出的高低对私人部门投资决策产生重要影响,但是我国自1994年分税制改革以来,税后资本平均产出处于不断下降趋势,与此同时,财政支出规模呈不断扩大趋势。本文在财政支出解决市场拥挤框架下分析了财政支出对税后资本平均产出的影响,在理论分析中,说明财政通过增加支出缓解市场拥挤来影响税后资本平均产出,其影响程度由税率、财政支出的产出弹性、市场拥挤程度决定。在实证分析中,计量检验了世界范围内和中国地方政府财政支出对税后资本平均产出的影响,并结合现实对计量结果给予解释。     

从《中华人民共和国物权法(草案)》谈城乡规划及其管理观念的转变

城乡规划代表公共利益,物权法保护物权人的合法权益;城乡规划及其管理代表一种调整和规范土地及地上建筑物等不动产物权的设立、行使的公共行政权力,物权法赋予了物权人对其不动产相关物权享有直接支配、排他性干涉的权力;在城乡规划及其管理工作方面,如何平衡上述两种权力?本文从城乡规划及其管理的主要环节--编制、实施、监督检查、批后管理四方面做出了阐释.     

我国商业上市公司的股权结构与公司业绩——基于市净值指标的实证分析

文章以沪深两市55家商业上市公司为样本,对股权结构与公司业绩的关系进行回归分析。结论表明:商业上市公司国有股比例对公司业绩并没有显著的影响,但法人股比例与公司业绩显著正相关,流通股比例与公司业绩显著负相关。同时,第一大股东持股比例与公司业绩没有显著关系,但前五大股东持股比例与公司业绩显著正相关;另外,第一大股东的控制能力对公司业绩有显著的负面影响。     

Pandemic risk disclosure in integrated reports: after COVID-19 is hindsight 2020?

We examine whether, and to what extent companies disclosed pandemic risk and likely impact as part of their key risks or material matters immediately prior to 2020. The integrated/annual reports of 489 companies from six global regions were examined, finding that despite clear warnings from multiple fronts that highlighted the inevitability and imminence of a global pandemic, only 15.5 percent of companies disclosed anything related to pandemic risk. Of these, 71.1 percent were boilerplate in nature, providing minimal useful information to stakeholders. This study contributes to our understanding of integrated reporting, specifically regarding the adequacy of the disclosure of material risks.     

Trade matters except to war neighbors: The international stock market reaction to 2022 Russia’s invasion of Ukraine

We investigate the role of international trade and proximity to war in international stock markets during the invasion of Ukraine by employing DiD designs and panel data comprising 70 stock markets. We find that differences in trade exposure to warring countries (trade effect) have a substantial and negative impact on non-European equity markets but are irrelevant for European markets. In contrast, differences in the distance to warring countries (proximity effect) have a significant and negative impact on European markets but have no bearing on non-European markets. We find that the relevance of rent from mineral, natural gas, and oil resources and the relevance of metals, ores, and fuels in exports operate as mitigators of the trade effect. Our paper provides valuable empirical evidence regarding the importance of mitigating the vulnerability of financial markets to international trade when a major war breaks out.     

宅基地使用权转让的法律路径——兼评《物权法草案》第162条

设计宅基地使用权的转让制度既要充分考虑我国农村的现实，又要保持相关规则之间的协调。“一户一宅”原则宜表述为“一户只能申请一处宅基地”。物权法对宅基地使用权的转让可以进行必要的限制，但不宜作出绝对的禁止性规定，应当允许宅基地使用权在一定条件下和一定范围内转让。非本集体经济组织成员受让宅基地使用权有其必要性，但必须予以限制。宅基地使用权转让的登记制度，可统一采用“未经登记，不发生物权的效力”的处理模武。

人类社会从野蛮时代向国家社会的发展中伴随着社会权力向国家权力的演变。但是,在国家权力取代社会权力而对社会发展起主导性作用的同时,社会权力又有很大保留。作为社会权力中的社会经济权力在法律层面上就独立于国家权力而存在。社会经济权力存在的基础是社会公共利益的独立性及其与国家利益不同质性。国家在保护阶级利益的同时,维护确认了部分社会利益,在此基础上才形成了社会经济权利。
