中国县域旅游城市文化产业安全现状、实践与思考——以赤水市为例

赤水被誉为"黔北明珠""、国际最佳休闲旅游城市",是历史文化悠久、贵州省最具影响力的县级国际旅游城市。赤水在全国范围内知名度不高,旅游综合实力不强,国际影响力与"国际最佳休闲旅游城市"这一称号实难相称,文化基础转化为税收、旅游收入等硬实力的能力不足,文化软实力距丽江、平遥等一流县域旅游城市存在一定差距。本文试从文化产业安全角度进行研究,梳理历史现状、剖析问题成因,结合实践给出对策。     

天然气供应链安全战略下的库存集中控制研究

随着我国天然气需求的快速增长以及对外依存度的提高,我国天然气供应链安全问题已成为事关国家安全战略的重大问题。天然气供应链安全战略下的库存集中控制问题已成为当前研究的热点。文中在深入分析库存集中控制在天然气供应链安全战略中的作用的基础上,对其实施原则与对策进行了较为详细的论述。其结论对于我国实施天然气供应链安全战略具有较高的参考和借鉴作用。     

International law as a negotiation tool in Banking Union; the case of the Single Resolution Fund

EU’s response to the recent Euro-crisis has involved a mixture of EU and international law, with the latter being linked to all the arrangements that may have fiscal implications for national Member States. The SRF embodies all the controversial characteristics of Banking Union. This article illustrates the legal implications that this political choice creates, and how the interrelation between the SRM, the SRF and the ESM, allows leading economies, including Germany, to control the resolution framework both before and after crisis. This raises questions as to the direction that European Integration is taking and its highly nationalised character.     

美国版权法合理使用制度及其对中国的启示

本文对美国版权法合理使用制度进行了介绍,分析了美国版权法合理使用制度存在的弊端,以及中国不适合全盘照搬其合理使用制度的原因。版权法合理使用制度作为最重要的版权限制制度,在立法过程中应当慎重考虑不同国家的经济、文化、社会等各种因素之综合情况。基于雄厚的科技与经济实力,美国出于保持本国经济高速发展的需要,积极主张版权扩张和在数字环境下限制版权法合理使用制度。但中美两国国情、产业发展状况和版权保护程度方面存在的重大差异,决定了中国不能也无法照搬美国的版权法合理使用制度。在全球化的背景下,中国应当在遵守国际条约的前提下,注重适用利益优先保护原则,扩张版权法合理使用制度,对相关立法中版权法合理使用制度的不当规定进行修正。     

电气工程的管理措施研究

电气工程是建筑工程中重要的组成部分,随着建筑智能化的发展,技术的更新更快,要求的质量高标准,电气工程的管理工作变得越来越重要。一套具有安全保障的管理措施能够给社会带来经济效益的同时,也能让工作人员对工作保持极大的热情。本文主要是通过对目前的形式分析对电气工程管理工作作进一步的探究。     

The impact of maize price shocks on household food security: Panel evidence from Tanzania

Using three waves (2008/09, 2010/11, 2012/13) of the Tanzanian National Panel Survey, this study investigates the impact of maize price shocks on household food security. Between 2008/09 and 2012/13, calorie intake stagnated for urban households, yet sharply deteriorated for rural households. The latter was driven by a significant decline in the consumption of the major staple maize which showed strongest price hikes among all major food items. Fixed-effects regressions indicate a clear negative relationship between maize prices and average household energy intake. Almost all population groups were found to be negatively affected by maize price shocks, with rural landless households being the most vulnerable group. In particular, a 50 percent rise in maize prices decreases caloric intake for rural (urban) households on average by 4.4 (5.4) percent, and for rural landless households by 12.6 percent. Results further indicate that subsistence agriculture can act as an effective strategy to insure against food price volatility.     

Assessing the contribution of artisanal fisheries to food security: A bio-economic modeling approach

Artisanal fisheries are an important food source in many developing regions. Quantitative bio-economic models are needed that comprehensively assess artisanal fisheries’ contribution to food security. Our model combines standard resource economics theory with the literature on food systems. It explains impacts of environmental variations and market development on output, prices and ultimately food security. The application to the Senegalese purse-seine fishery reveals that total sector rents account for 2% of per capita yearly food expenditures for the coastal inhabitants. We examine the relative importance of main drivers and the vulnerability of different regions. Market development plays a crucial role: The resource is of far greater relevance for remote regions.     

四川省车用汽油安全风险监测与分析

为了解四川省车用汽油质量安全现状,并为加强车用汽油质量安全监管提供依据,国家石油天然气产品质量监督检验中心在全省范围内采集3种标号共200个批次的车用汽油样品进行监测。结果表明:90号车用汽油质量安全的风险较高,93号车用汽油质量安全的风险较高,97号车用汽油质量存在风险,四川省流通领域的车用汽油质量现状并不乐观,消费者的用油安全存在一定风险。     

赋予工程质量监督机构执法主体地位的探讨

阐述了工程质量监督机构的主要职责、权限现状以及委托执法与授权执法模式的对比。指出,立法赋予工程质量监督机构执法主体地位,有利于提高工程质量监督机构依法行政能力,不仅于法有据、有地方立法成功实践可供借鉴,而且有利于从根本上完善国家工程质量管控体系。     

China׳s information security standardization: Analysis from the perspective of technical barriers to trade principles

There have been many attempts for ICT standardization in China. Among them, this paper deals with information security standards. Although information security is often mentioned regarding China?s ICT standardization, it has been rarely examined per se. While most studies on China?s ICT standardization focus on economic aspects (e.g. increased bargaining power) or the government?s role, this paper draws on legal aspects. We select WAPI and ZUC for case studies, and examine their legal aspects, particularly from the perspective of WTO?s TBT (technical barriers to trade) principles. We have found that China?s standardization strategy becomes international-bound and, in fact, the manner in which the Chinese government handles standardization projects has become refined, flexible, and communicative with foreign stakeholders. We see that the changes are responses to the trade concerns raised by foreign stakeholders in various TBT Committee meetings and bilateral meetings. In addition, the Chinese government appears to become market-oriented even in the field of information security where it previously maintained a rigid stance on the ground of national security. This paper points out that the changes are attributed to growing external pressure from foreign governments and firms as well as to internal efforts toward innovation based on indigenous technology.
