市场开放进程中的工业企业集聚与人口城市化——长三角地区人口城市化的动因探析(1984—2002)

在渐进的市场改革和开放进程中,长三角地区以城市人口不断增加为表现的人口城市化进程并没有遵循城市化进程的国际经验,即城市化主要来自工业化的推动,而主要由于工业企业集中、政府干预和市场促进等多种因素的相互作用,人口城市化发展的演进特征则是上述诸多因素共同作用的结果。确切地说,不断增加的工业生产活动并没有对长江三角洲地区的城市化进程发挥明显作用,特别是在城市化加速发展阶段,市场开放进程中不断向市区集聚的工业企业的集聚行为(而非工业化)在很大程度上促进了城市化的快速发展。考察和分析了不同阶段长三角人口城市化发展的不同特征和区域差异。     

加强基础设施建设,提升中心城区的辐射带动能力

在新型城镇化进程中,加强中心城区的基础设施建设、提升中心城区的承载能力、发挥中心城区的辐射带动作用十分重要。本文在分析了黄河三角洲地区中心城市基础设施建设存在不足的基础上,提出了加强中心城区基础设施建设的看法与建议,旨在为全面提升该区域的城镇化水平提供参考。     

关于发展我国市政债券及市场的几点思考

我国＂十二五＂期间将积极稳妥推进城镇化,提升城镇发展质量和水平。在资金来源渠道有限的情况下,我们可以借鉴美国发行市政债券促进地方城市基础建设的经验和做法,改变我国城镇基础建设设施落后,投入不足的现状,按照市场经济的要求,逐步建立市场化、多渠道、多层次的资金筹措新体制。通过发行市政债券将更多的社会资金引入公共部门,推动我国城镇化进程。     

从“镇”到“市”实现宁波新型城镇化嬗变

推进新型城镇化,小城镇的地位和作用至关重要,宁波必须以统筹城乡发展为重要抓手,不失时机地实现由“镇”到“城”的历史性跨越.可从宁波中心镇培育历程、困境与突破出发,指出宁波小城市培育必须以“以人为本”作为发展方向,以“城乡统筹”为根本路径,以“制度创新”为发展动力.     

Tourism agglomeration and urbanization: empirical evidence from China

Tourism-driven urbanization presents a new way of exploring the construction of a new-type of urbanization. Consequently, the relationship between urbanization and the frequent agglomeration of tourism activities has attracted much research attention in recent years. This paper empirically investigates the influence of tourism agglomeration on urbanization using China’s provincial panel data for years 1999–2012. A panel data model with a fixed effect model and a two-step system generalized method of moments estimation is constructed to explore that influence. Results show that tourism agglomeration positively influences urbanization, and there exists a U-shaped relationship between these two variables. After capturing the dynamic nature of urbanization, we estimate the long-term tourism agglomeration elasticity in China as 0.4566. This paper provides theoretical and practical implications on urbanization of China in view of tourism agglomeration.     

‘We Live on Estimates': Everyday Practices of Prepaid Electricity and the Urban Condition in Maputo,Mozambique

This article examines the transition to prepaid electricity happening in Maputo, Mozambique, in order to reflect on the contemporary geographies of urban energy infrastructure and urbanization in sub‐Saharan Africa and other cities of the South. The article draws on fieldwork and archival research conducted in 2013 and 2014, arguing that prepayment constitutes a productive juncture in the urban experience of electricity infrastructure in Maputo's postcolonial moment, not merely a neutral technology or a disciplining technique of government (as argued by some scholarship). The article examines the multiple rationalities implicated in the use of the electricity infrastructure via prepayment and the organization of urban life it engenders (and of which it is also a product) by focusing on the everyday practices surrounding prepaid electricity of urban dwellers in neighbourhoods where the ‘modern infrastructural ideal' may never be fully realized. As a result, it contributes to an understanding of the experience of urban energy in cities where ‘slum urbanism', uncertainty and provisionality are dominant aspects of the urban condition.     

试析城镇化战略中的农民科学素养提升——基于角色转型的视角

本文在城镇化战略背景下基于角色转型视角,着重分析引导农民提升科学素养的动力与路径,包括实现角色意识、思想观念、社会权利、行为模式和生产生活方式的变迁,并提出需要从宏观历史和制度变迁的层面、从中观的社会网络与社会资本的层面、从微观的人力资本层面,有效地帮助提升农民科学素养,从而在有序推进农民市民化的实践中,为在角色群体的内涵上实现真正的转型打下坚实的基础.
