加强基础设施建设,提升中心城区的辐射带动能力

在新型城镇化进程中,加强中心城区的基础设施建设、提升中心城区的承载能力、发挥中心城区的辐射带动作用十分重要。本文在分析了黄河三角洲地区中心城市基础设施建设存在不足的基础上,提出了加强中心城区基础设施建设的看法与建议,旨在为全面提升该区域的城镇化水平提供参考。     

从“镇”到“市”实现宁波新型城镇化嬗变

推进新型城镇化,小城镇的地位和作用至关重要,宁波必须以统筹城乡发展为重要抓手,不失时机地实现由“镇”到“城”的历史性跨越.可从宁波中心镇培育历程、困境与突破出发,指出宁波小城市培育必须以“以人为本”作为发展方向,以“城乡统筹”为根本路径,以“制度创新”为发展动力.     

‘We Live on Estimates': Everyday Practices of Prepaid Electricity and the Urban Condition in Maputo,Mozambique

This article examines the transition to prepaid electricity happening in Maputo, Mozambique, in order to reflect on the contemporary geographies of urban energy infrastructure and urbanization in sub‐Saharan Africa and other cities of the South. The article draws on fieldwork and archival research conducted in 2013 and 2014, arguing that prepayment constitutes a productive juncture in the urban experience of electricity infrastructure in Maputo's postcolonial moment, not merely a neutral technology or a disciplining technique of government (as argued by some scholarship). The article examines the multiple rationalities implicated in the use of the electricity infrastructure via prepayment and the organization of urban life it engenders (and of which it is also a product) by focusing on the everyday practices surrounding prepaid electricity of urban dwellers in neighbourhoods where the ‘modern infrastructural ideal' may never be fully realized. As a result, it contributes to an understanding of the experience of urban energy in cities where ‘slum urbanism', uncertainty and provisionality are dominant aspects of the urban condition.     

试析城镇化战略中的农民科学素养提升——基于角色转型的视角

本文在城镇化战略背景下基于角色转型视角,着重分析引导农民提升科学素养的动力与路径,包括实现角色意识、思想观念、社会权利、行为模式和生产生活方式的变迁,并提出需要从宏观历史和制度变迁的层面、从中观的社会网络与社会资本的层面、从微观的人力资本层面,有效地帮助提升农民科学素养,从而在有序推进农民市民化的实践中,为在角色群体的内涵上实现真正的转型打下坚实的基础.     

Role of Green Governance in Achieving Sustainable Urbanization in China

Since economic reforms began in 1978, China＇s urban population has increased by half a billion. Over the next 20years, cities will likely add another 300 million people through local population growth, migration and the integration of nearby rural areas, Cities account for the majority of resource use and pollution so achieving greener growth will depend on developing and implementing a more sustainable urbanization model. China＇s leaders have responded to these challenges with ambitious goals and comprehensive environmental laws and regulations. These have so far not significantly reduced the harm from air, water and soil pollution.＂ in large measure because China ＂s green governance does not match its green ambitions. Drawing on the World Bank ＇s work on green growth and a recent joint urbanization study by the Development Research Center of China＇s State Council and the Worm Bank, this paper reviews recent academic research on green governance in urban China and discusses its main implications in the context of emerging global green growth concepts.     

软资源视角下城镇化动力与潜力

城市是在自然和文化力量相互作用组成的环境中产生和发展起来的,每个城市系统都存在于一个受文化和历史约束的世界中,并拥有一系列已形成的传统和价值。从城市史来看,人类智慧和文化所凝聚而形成的软资源分布、演化与城市及其市民社会的发展之间存在着耦合关系和共生规律。后工业化时代的城镇化越来越依赖于新兴产业和未来产业的发展,了解和掌握软资源的形成、积累和价值规律,利用软资源的特性来开发新兴产业,不仅有利于促进经济发展和就业增长,也有利于在新的产业上规划城镇化,提升城市的品质和内涵。     

铜陵市城乡一体化的经验及城镇化质量提升的思考

中国的城镇化将是带动世界经济发展的重要引擎之一。铜陵市是安徽省经济发展效率及城镇化水平最高的地级市，经济城镇化质量优良。铜陵市城乡一体化改革作为一次较为彻底的改革，有着可供推广和借鉴的意义，文章基于调研报告总结铜陵市城乡一体化的经验，并思考进一步提升城镇化质量的途径，以促进铜陵经济发展和社会和谐稳定。
