对开创农业区划工作新局面的思考

作者介绍了农业部新农村建设工作,认为社会主义新农村建设为农业区划工作提供了发挥作用的新舞台,提出了采用战略提升方式为农业区划工作提供新的发展动力的思路,在此基础上结合2006年农业区划工作重点,谈了对当前农业区划工作的认识,分析了农业区划工作面临的形势和任务、发展战略以及工作设想,最后指出科研事业单位是开创农业区划工作新局面的重要力量。     

新农村建设中应注意的几个问题

阐述了新农村建设的重大意义;指出必须准确把握河北建设新农村首要任务是大力发展生产力,增加农民收入,提高自身发展能力;提出要充分认识新农村建设的长期性、区域协调发展、新农村建设应当与生态文明村建设相结合等问题。     

皖江城市带承接产业转移集中区建设之思考

当前,两大省管集中区建设虽然取得了一定成效,但仍面临若干挑战,尤其是产业发展定位、农民利益保护、技术人才短缺、融资及管理体制不活等诸多问题,需要通过统一规划、错位发展,因地制宜、协调发展,引进人才、合作发展,用活政策、创新发展,完善体制、稳步发展等措施来进一步解决。     

兰州新农村建设的经验、问题与对策研究

新农村建设是农村第二次飞跃式发展的有效路径。近年来,兰州新农村建设使农村经济实现了长足、快速、稳步地发展,农民的生活水平不断提高,有许多经验值得借鉴。但同时调查也表明,制约农村经济发展的瓶颈以及影响农村稳定和持续繁荣的因素依然很多,社会主义新农村建设还有许多新的问题和情况亟待解决,新农村建设任重而道远。     

西部地区新农村建设中一个亟待解决的问题

建设社会主义新农村是我国改善和发展农村面貌,发展和谐社会的重大举措。由于我国东西部发展的不平衡,西部农村经济发展相对东中部落后,如何建设西部地区新农村是一个值得探讨的问题．而要实现西部新农村建设这个目标的重要因素就是解决资金问题。     

A study on the deployment of high-speed broadband networks in NUTS3 regions within the framework of digital agenda for Europe

This paper investigates the high-speed broadband situation in the EU and its prospects. It uses a deployment model to estimate the investment required to meet the Digital Agenda for Europe (DAE) broadband targets set by the European Commission in its Europe 2020 strategy at different stages: as of 2016, after expected operators’ deployment, after public subsidies and leveraged investment, and as expected in 2020. The model uses data at the NUTS3 level, which is the most granular level that has data available on the status of broadband deployment, to arrive at a coherent and comparable framework. From the different perspectives on the investment to meet DAE targets, the paper concludes on the need for an appropriate combination of incumbent and alternative operators investments, public subsidies and leveraged investments, and new investments, both public and private and non-existing as of 2016, examining their feasibility and the impact of different regulatory, technical, and policy strategies.     

国家重点生态功能区产业准入负面清单制度配套人口政策研究

基于国家重点生态功能区产业准入负面清单制度,分析其对区域人口的影响以及相应配套的人口政策和改革路径。研究表明,产业准入负面清单实施将改变人口城镇化的经济驱动力、改变劳动力市场并加快人口迁移。配套人口政策的核心应为控制人口总量、促进人口迁移和城镇化、推动人口教育与扶贫。针对负面清单编制各阶段的特点和需求,配套相应的人口政策,综合使用强制性、激励性、指导型、信息型和服务型等多样化的人口政策工具。     

温州对接海峡西岸经济区的思路研究

从国内外经济发展的现状与趋势来看,建设海峡西岸经济区顺应了时代发展的趋势。经济全球化和区域经济一体化,已成为当今世界经济发展的两大潮流。在区域经济一体化浪潮的推动下,我国区域经济得到了长足的发展。本文分析了海峡西岸经济区的基本情况,根据温州经济发展的特点,提出了温州对接海峡西岸经济区的思路。     

农村一二三产业融合发展: 理论探讨、现状分析与对策建议

数字化赋能农产品流通是农村三产融合发展的重要动力。文章首先从理论层面阐释了农产品流通数字化对农村三产融合的作用机制,然后,选取2012—2021年我国31个省（区、市）的面板数据,实证分析了农产品流通数字化对农村三产融合的影响。研究结果表明：（1）农产品流通数字化显著地促进了农村三产融合,并且存在显著的地区差异,即东部地区大于中西部地区;（2）除农村三产融合本身具有正向空间溢出效应和惯性效应外,农产品流通数字化对农村三产融合也存在空间溢出效应;（3）农村人力资本水平越高,农产品流通数字化对农村三产融合的作用越显著。基于此,文章提出了相应的政策建议。

     

Real exchange rates: are they dominated by fundamental factors?

Using Bayesian model averaging, we determine which fundamental pair-wise differences suggested by the literature on optimum currency areas give the best explanation of medium-term variability of bilateral real exchange rates. The intercept in the best specification is statistically insignificant, implying that for a hypothetical pair of economies for which the differences were zero, the bilateral real exchange rate would not move. Thus, the ‘non-fundamental’ element of the medium-term real exchange rate variability is, in our sample at least, negligible on average. In other words, floating exchange rate does not in itself imply, on average, more real exchange rate variability in the medium term than an exchange rate peg.
