This paper examines how smallholders living in regions where a drought is forecasted adapt their farm practices in response to receiving seasonal forecast information. The article draws on a unique longitudinal dataset in Zambia, which collected information from farm households before and after a significant drought caused by the 2015/2016 El-Niño Southern Oscillation. It finds that farmers residing in areas forecasted to be drought-affected and receiving seasonal forecast information are significantly more likely to integrate drought tolerant crops into their cropping systems compared to similar households not receiving this information. Moreover, the probability that a farmer implements these adaptive farm management strategies in response to seasonal forecast information is found to increase substantially as the number of private grain buyers in the farmers’ village increases. This suggests that climate change adaptation and resilience strategies that integrate the generation and dissemination of weather information with agricultural market development can achieve greater impact on farmers’ adaptive responses than approaches that treat these activities in isolation.  相似文献

The increase in weather and climate disasters in recent years has prompted an interest in analyzing their consequences and the mitigation and adaptation measures that can help minimize their potentially large impacts on individuals’ welfare. We match thirty-one billion-dollar disasters with individual survey data from the Behavioral Risk Factor Surveillance System to estimate the effect of extreme weather events on the subjective well-being of U.S. residents. Our results indicate that natural disasters have a negative and robust impact on subjective well-being in the affected communities, and that, on average, this impact peaks 6 months after the event, and then decays over time. We then investigate the attenuating impact of health care access, flood insurance, and governmental assistance programs and find a partial compensating role for risk-transfer and relief measures. We also find that stronger emotional and social support mitigates the negative impact of natural disasters.  相似文献

ABSTRACT

William Nordhaus and Paul Romer shared the 2018 Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel for their work on long-run macroeconomic analysis. Nordhaus adapted the neoclassical growth model to study climate change, while Romer developed a model of innovation-based growth. The authors provide two distinct explanations of what drives growth, and employ contrasting methodologies for interpreting the results of their mathematical models. Macroeconomic policy in general, and climate policy in particular, would benefit from better integrating the theory and methods of these two laureates.  相似文献

The technology-driven application of big data is expected to assist policymaking towards sustainable development; however, the relevant literature has not addressed human welfare under climate change, which limits the understanding of climate change impacts on human societies. We present the first application of unique mobile phone network data to evaluate the current nation-wide human welfare of coastal tourism at Japanese beaches and project the value change using the four climate change scenarios. The results show that the projected national economic value loss rates are more significant than the projected national physical beach loss rates. Our findings demonstrate regional differences in recreational values: most southern beaches with larger current values would disappear, while the current small values of the northern beaches would remain. These changes imply that the ranks of the beaches, based on economic values, would enable policymakers to discuss management priorities under climate change.  相似文献

China has been conducting massive land consolidation (LC) projects since the late 1990s to ensure national food security which has been one of the common issues in the world. How the implementation of LC projects affects grain production stability is a question should be answered. Basing on an empirical analysis at the county level in Hubei Province, China, this paper separates the trend component and the fluctuation component from a time series of grain production over 1991-2016 using the H-P filtering method. Then we estimate the impacts of LC projects and climate change on the trend and fluctuation rate of grain production for the entire Hubei Province. Moreover, the effects on the production of different major crops for the central, eastern, southwestern, northwestern and northern areas are also examined, respectively. The results show that: (1) the production trends for five subareas and the whole area all have followed a trajectory of “increase-decrease-increase” from 1991 to 2016. The magnitude of fluctuation rate was large but became smaller in recent years. (2) The contribution of LC to the long-term trends of grain production for the entire samples in Hubei Province mainly benefits from the growth in the cultivated land area through LC; more LC investment and newly-added arable land area promote the sudden increase in grain production above the long-term trends, while the impacts of LC area are negative. (3) The impacts of LC on the major crop production vary across areas. LC exerts significant impacts on the production of major crops in the central and eastern Hubei, and this effect persists to the following year. Similarly, this influence also exists in the southwestern and northern area, while becomes insignificant in the following year. No significant effect of LC variables is found in the northwestern area. These findings may provide reference for the government to address LC inefficiency and food security problems, and an effective and innovative mechanism combining the agricultural production, land consolidation and meteorological factors needs to be established to ensure food security and long-term and stable agricultural production. In addition, the regional difference in natural conditions and LC orientations should also be considered.  相似文献

To advance the science and practice of implementing nature-based solutions in cities, it is important to examine the obstacles and provide means to overcome them. This paper presents a conceptual framework of policy needs for analysing the science of nature-based solutions’ implementation and connect it to the practice of their implementation that advances the literature by connecting well-researched gaps to a more innovative action-oriented policy development approach that we argue is required for embedding scaled-up nature-based solutions. We conceptualise and ground the policy needs framework of skills, knowledge and partnerships theoretically in current literature of NBS policy and planning and empirically in three European case study cities: Genk in Belgium, Glasgow in UK and Poznan in Poland. The cross-case study analysis points to the knowledge needs of systems’ thinking and solutions-oriented thinking as paramount for implementing nature-based solutions. Our analysis further points to the skills’ needs of negotiation and collaboration for administrative silo bridging and for forging multi-sectoral partnerships essential for planning, and co-managing NBS. We conclude with three ways forward to addressing the policy needs for implementation: first, cities can invest in tailored and targeted capacity building programs, second, institutional spaces need to be established that allow for collaborative learning through and for partnerships and third, cities need to chart governance innovations that promote evidence-based policy for nature-based solutions’ design and implementation.  相似文献

Solving large scale optimisation problems over space and time quickly generates a computational impasse, termed the ‘curse of dimensionality’. This severely limits the practical use of economic models, especially for determining the effects of climate change and protectionist trade policies. In this paper, we employ an innovative approach to solving (otherwise unsolvable) large scale systems through the use of parallel processing methods and a proper ordering of variables and equations in a ‘Nested Doubly Bordered Block Diagonal’ form. We illustrate how the approach can be used to solve an intertemporal CGE model with more than 500 million equations. Using existing damage functions, the framework allows us to determine the impact of climate change on long-run economic growth for 112 countries as a result of the effect of sea-level rise on land endowments, variation in crop yields and productivity and shifts in the demand for energy and transportation. We also compare our solution to more common (and smaller dimensional) recursive methods, in terms of both the economic effects of climate change and potential increases in trade barriers, showing the power and efficiency of our computational approach and parallel processing routine.  相似文献

Artisanal fisheries are an important food source in many developing regions. Quantitative bio-economic models are needed that comprehensively assess artisanal fisheries’ contribution to food security. Our model combines standard resource economics theory with the literature on food systems. It explains impacts of environmental variations and market development on output, prices and ultimately food security. The application to the Senegalese purse-seine fishery reveals that total sector rents account for 2% of per capita yearly food expenditures for the coastal inhabitants. We examine the relative importance of main drivers and the vulnerability of different regions. Market development plays a crucial role: The resource is of far greater relevance for remote regions.  相似文献

Working with local level actors to enable country ownership is applauded within the multilateral climate finance landscape. However, are emerging adaptation interventions equitable by reflecting the priorities of local level vulnerable populations? This research sought to find out whether the engagement of local institutions in projects that seek to achieve country ownership enabled local level vulnerable groups to participate in and influence adaptation decision-making processes and outcomes, thereby enabling them to have a voice in local level adaptation. It used a case study of a Global Environmental Facility-managed coastal adaptation project in Tanzania, which sought to restore and protect mangroves to enable adaptation to sea level rise. Data was generated from 13 Focus Group Discussions and survey questionnaires administered to 629 individuals in three locations on the mainland of Tanzania and in Zanzibar. The findings indicate that community-based organizations were used to facilitate the implementation of project activities at the community level. However, participation spaces created in the project and facilitated by these local institutions were exclusionary and failed to enable vulnerable community groups to have a voice on mangrove restoration and protection. Use of these local institutions altered local level power relations and disempowered other pre-existing and (in)formal local resource management institutions. Community members questioned legitimacy of actions implemented by these local institutions. These findings suggest that working with local level stakeholders to generate country ownership does not automatically guarantee that actions will address the needs of local vulnerable groups. Multilateral climate finance institutions should acknowledge these risks and implement measures to address them.  相似文献

Climate change is likely to generate severe impacts on smallholder farmers in developing countries. As key drivers of adaptation, climate risk perceptions are highly heterogeneous, varying both across people and context, and are complex, being defined as behaviour which varies across both impact and likelihood dimensions in non-linear ways. Yet most studies examining risk perceptions are unable to disentangle the role of perceptions regarding impacts from those regarding the likelihood of climate-related events taking place. This paper presents a decomposition and associated analysis of survey-based ‘risk perception’ measures. The decomposition we apply allows independent accounting for perceptions over frequencies and impacts linking to behavioural patterns of risk attitude. The approach presented here draws on a detailed 2017 survey of 500 farmers in rural Indonesia to generate insights into the relationship between risk perceptions and extension services, accessibility of information, and other factors. Results show that risk perceptions are generated from complex interaction between perceived future frequencies and outcomes of climate events and indicate differential impacts of extension services across these perceptions. This paper also presents empirical support for the use of information and communication technology based extension as an efficient extension tool to reach more farmers than in traditional methods.  相似文献
