本文基于鄱阳湖洪水特点,选取特定洪水特征指标,利用数理统计方法分析鄱阳湖洪水特征指标的趋势性、突变性和周期性,并分析演变特征和驱动因素,得到结论如下:1)未来高洪可能性仍然较大,未来6~10a鄱阳湖年最高水位仍处于丰水期;2)洪水在年内分配发生较大改变,变化过程从“矮胖型”向相对“尖瘦型”演变,水量在年内更加集中化;3)高洪持续天数显著增加,19.00m以上的高水位维持时间平均每10a延长2.2d;4)年最高水位及年平均水位周期性变化主要受“五河”入湖周期性变化所控制,同时会受到其他因素影响而改变原有周期性变化规律,年最高水位具有5a为第一主周期,40~49a为第二主周期的变化规律。 相似文献

All over the world spatial flood risk management policies are on the rise. This paper analyses the planning process for the Overdiepse polder, a so-called “Room for the River” project in the Netherlands. After high water in the 1990s, the Dutch government changed its flood risk management policy. While before 2000 it leaned heavily on dikes to separate water from land, after that year spatial measures to “let the water flow” were introduced. This required the integration of two formerly separated policy domains: flood risk management and land use planning. In the densely populated and economically highly developed Netherlands, returning space to the river unavoidably impacts on the lives and livelihoods of those who live and work along the rivers. Therefore, such spatial measures to decrease flood risk have to be negotiated with various stakeholders. The planning process towards making the Overdiepse polder suitable for temporary water storage deserves more in-depth analysis. We describe and analyze the development of relationships between key actors in the planning process, with a focus on planning practices rather than on assumptions about the existence of certain types and qualities of relationships. We conclude, among others, that citizen involvement can, under specific socio-political and institutional conditions, build trust among stakeholders and increase local legitimacy for interventions by government agencies. However, it should not be idealized as “self-governance” or assumed to be part of a unidirectional change in water interventions towards new relationships between actors. 相似文献

The introduction of the Floods Directive signals a move from flood protection towards flood risk management in the European Union. Public participation is highlighted in the Floods Directive as being instrumental to effective implementation of this new approach. This study utilised document analysis, non-participant observation, a questionnaire survey, and interviews to evaluate the discourse and practice of participation in the implementation of the Floods Directive in Belfast, United Kingdom. Flood risk management processes in Belfast are found to be high on participatory rhetoric but low on meaningful engagement. The participatory process is lacking in transparency, does not encourage the active participation of interested parties and has not been clearly communicated to key publics. Opportunities to increase meaningful public participation in the process remain underutilised, and the establishment of local flood forums has provided little opportunity for meaningful engagement. Some actions of governance agencies could be best characterised as facilitating the responsibilisation of risk and are designed to manage risk to agencies rather than address flooding issues. 相似文献

Cooperation in several phases of the innovation process is viewed by antitrust authorities with suspicion. They face the dilemma between providing the right incentives for the appro-priability of returns to R&D and the risks of diminishing product market competition. The current legislation in the European Union and the United States gives special treatment to cooperation in R&D and the joint exploitation of results (extended cooperation). We study several collusive regimes for a class of examples in which vertical relations are explicitly introduced. Regarding antitrust policy implications we fmd that: a) there is an ana-lytical justification to a ‘rule of reason’ treatment for extended cooperation in research joint ventures and, b) individual exemptions, though restrictive of competition, might be welfare improving. 相似文献

Organizational ethnography is one of the most valued approaches to qualitative studies of organizations. Much attention has been given to the development of the research process, of which the researcher's identity is an integral part. However, we believe that the analysis of research failures has been much less developed in the discourse of ethnographic methods for the study of organizations. Therefore, we have explored some of the “slips” in ethnographic work, as described in accounts of fellow organizational anthropologists. As the study is qualitative, we have adopted a narrative research method. We have divided the “slips” (i.e., errors) into four categories important for the ethnographer's identity: (a) one's role; (b) one's project, (c) one's relation to “the Other”; and (d) the social context of the slip. The aim of this paper is to test the hypothesis of owner managers expropriating minority shareholders by receiving excessive compensation. Using a sample of Canadian family firms, we found that when there is divergence between voting rights and cash flow rights, owner CEOs receive higher compensation than non‐owners. The higher the divergence between voting rights and cash flow rights, the higher the excess compensation. The paper describes the evolution of focused demand chains over an extended period of time as a major UK lighting manufacturer has sought to remain an international player in a fast changing business environment. Analysis and design procedures make use of the concepts of Wickham Skinner and Marshall Fisher to answer the strategic questions “what facilities are required and how should they be laid out to enable the necessary focused demand chains?” and to answer the tactical question “which focused demand chain is appropriate for this product?” The case study then details how the company has been transformed from operating within a traditional supply chain to driving change via the engineering of four focused demand chains. The paper concludes with a comparison of operations enablers, customer choice, and business performance metrics covering the transition period culminating in the current focused demand chain scenario. By matching products to the appropriate value stream there is a consequential reduction in product development time of 75%; manufacturing costs reduction of up to 27%; and up to 95% reduction in delivery lead times. 相似文献
