以石匣小流域为坡地水土流失监测试点,以遥感及地理信息系统技术为手段,以坡地径流小区定位观测为依据,建立石匣小流域坡地水土流失监测系统,定位、定性、定量监测各种坡地类型的水土流失量、污染物流失量,为水土流失监测预报提供数据,为全市山区水土流失监测预报工作提供经验及方法,为制定水土流失防治方针政策及水土流失生态环境建设提供依据.

“十一五”期间是首都经济社会快速发展的关键时期，也是应对水资源紧缺、保障供水安全的关键时期。确保首都供水安全是北京水务工作的第一要务，北京市水务局针对城市供水存在的主要矛盾和问题，对城市供水水源、水质水量、水厂、管网、设施等情况进行了全面调查，确定了工作思路，并据此提出了保障城市供水安全的目标和措施。     

Use of Statistics in the Monetary Policy of the Czech National Bank: The Case of a Country in Transition

In the presented text the authors judge the importance of statistics in the monetary policy of the Czech National Bank (CNB) over the course of the economic transformation process, with particular consideration of changing statistical needs and the possibilities and limits of statistical data exploitation in the monetary analyses. The importance of statistics lies on the level of collection and processing of statistical information and on the level of use of statistical methods to analyse data. Since the start of the 1990s the requirements for statistics were significantly influenced by monetary policy. In the period 1990–1997, monetary targeting was the primary influential factor. Since 1998, the monetary policy is influenced by inflation targeting. Statistical priorities switched from monetary data to economy and financial market data. Much progress has been made in the use of statistical methods for analysing data. Statistics available at present cover the CNB's standard monetary-policy requirements and are on par with those in developed countries. Its further development will reflect the standard changes taking place in the more advanced countries.     

Screening model for assessing ‘cost’ of minimum flow requirements in the Svartå River,Sweden

The minimum flow requirements in the Svartå River in Sweden are directed at maintaining fishlife and providing suitable dilution for waste flows. The implications of varying the minimum flow requirements in the river are examined using a mixed integer optimisation model. The model is formulated as a modified method-of-weights technique with the economic issues of hydro-electricity generation, irrigation and urban water supply placed in the objective function and the minimum flows specified within the constraint set. The integer component of the model is required to model the operating policy at the major flow regulation facility in the system and the restricted validity of the irrigation permits. Application of the model shows that in dry years where competition between minimum flow levels and the other economic uses, is most intense, the levels achieved by the various economic objectives are only slightly reduced even with significant increases in the minimum flow requirements. Variations in minimum flow requirements of up to 45% only produce changes of 10% or less in the economic objectives. The lack of sensitivity of the objective levels is due primarily to the level of control exerted indirectly on the whole system in dry years by the release regulation policy and the restricted validity of the irrigation permits. In normal to wet years these policies are not as restrictive and more choice is available. In such years, however, there is generally sufficient water to satisfy all requirements and allocation is not a critical issue. The model itself is formulated generally so that a range of scenarios beyond those examined specifically in the paper can be considered.     

Two new characteristic parameters for runoff computation

A method capable of estimating the hydrograph from a prescribed storm for a practical mild slope upstream catchment is proposed. This method makes use of two new characteristic parameters, andS, in conjunction with the kinematic wave equation to compute lateral inflows of the main stream of the catchment. The depth profile of overland flow at any instant within the catchment and hydrograph at any location can be easily found. Lag times for individual lateral inflows are then considered and are linearly combined to obtain the hydrograph at the outlet of the catchment or depth profile of the main stream at any instant. The validity of the excess rainfall-surface runoff linear relationship in this study has also been verified with Tatsunokuchiyama catchment, and it shows good results for this computed runoff.     

Integration of collective bargaining and formal worker participation processes: Boon or barrier to worker rights?

Many employers are extending workplace rights by allowing for more employee voice in decision making. Numerous unionized organizations have established formal worker participation processes to help achieve this end and to improve organizational performance. Based largely on theory, such processes are normally designed to operate independently from the bargaining process. The purpose of this study was to examine the relationship between participation and bargaining processes, and the effect of this relationship on workplace satisfaction. A total of 712 Midwest union officials were surveyed, and the results indicate that the processes tend to become integrated in the workplace. Further, union officials' workplace satisfaction was greater where formal worker participation is institutionalized within the bargaining process.     

Drug testing and the law

This article examines judicial and administrative rulings and legislation involving or related to the issue of drug testing in the workplace. It discusses the rights of employees in the public and private sector: constitutional rights; federal, state, and local statutory rights; rights of unionized employees; and common law rights. It analyzes both the current state of the law and future directions the law may take, as courts and administrative agencies decide more cases and governmental bodies continue to pass drug testing legislation.     

Individual rights and organizational theory

Rights are very important concepts in everyday life. And they are especially important to participants in organizations. Yet, our theories of organization and management have largely ignored rights — stressing, instead, other concepts, such as goals, roles, etc. This article describes the historical significance of rights and their relevance in understanding social behavior. The advantages of a right-based organizational theory (versus traditional goal-based theories) are discussed.This article draws on the author's forthcoming book,A Social-Contract Theory of Organizations (University of Notre Dame Press, 1988).
