水资源承载力及其研究

文章简要介绍了我国水资源情况,分析了我国水资源承载力与可持续发展的关系,并阐述了水资源承载力 研究的特点和方法。     

PEDAKSI: Methodology for Collecting Data about Survey Non-Respondents

The effects of unit non-response on survey errors are of great concern to researchers.However, direct assessment of non-response bias in survey estimates is rarely possible.Attempts are often made to adjust for the effects of non-response by weighting, but thisusually relies on the use of frame data or external population data, which are at bestmodestly correlated with the survey variables. This paper reports the development ofa method to collect limited survey data from non-respondents to personal interviewsurveys and a large-scale field test of the method on the British Crime Survey (BCS).The method is shown to be acceptable and low cost, to provide valid data, and to haveno detrimental effect on the main survey. The use of the resultant data to estimatenon-response bias is illustrated and some substantive conclusions are drawn for the BCS.     

堆石料与基岩面直剪试验

介绍了堆石料与基岩面的现场直剪试验方法，6个组次的直剪试验结果表明，堆石料与基岩面的抗剪强度指标随基岩面坚硬度的增大而增加，并随基岩面粗糙度的加大而加大。     

我国自然垄断产业的民营化改革

在自然垄断产业,国有企业垄断经营低效是一个世界性的问题。自然垄断产业在一定范围内具有可竞争性,即使是在不可竞争性的领域,也可以通过建立潜在的竞争性替代机制,形成模拟竞争环境。自然垄断产业的可竞争性为民营化提供了可能。自然垄断产业民营化就是通过产权制度变革,提高垄断企业的效率。     

掺气减蚀保护作用的新概念

利用针式掺气流速仪测量原型和模型掺气浓度场、流速场，气泡尺寸及其概率分布的研究成果表明，原型水流韦伯数高，形成微小气泡的能力比模型强，气泡上浮慢，接近底部的小尺寸气泡概率及掺气浓度比模型大。初步研究认为：0.2mm或0.5mm以下的微小气泡在掺气减蚀中起着主要作用，可能只要很小掺气浓度即可达到掺气减蚀的效果。因此以小尺寸气泡的掺气浓度，作为判断掺气减蚀保护作用的指标将更为准确。     

The Impact of the Implementation of Technology Education on In-Service Teacher Education in South Africa (Impact of Technology Education in the RSA)

In this article the impact of technology education, as a new learning area (subject) in the curriculum, on in-service teacher education in South Africa is described in order to ascertain the extent of the impact. The research on which this article is based draws on a variety of experiences and observations in the field at grassroots level (in particular an outreach project in rural communities). The envisaged impact of technology education on South African schools, communities, teacher educators and teachers, the range of in-service teacher education that is required, and the impacts in urban and rural areas are discussed. Finally a number of concluding remarks are made about the extent of the impact of the inclusion of technology education in the new National Curriculum Statement and whether the situation has changed since the implementation of a pilot technology education project in 1998. This revised version was published online in July 2006 with corrections to the Cover Date.     

三峡三期工程主坝大体积混凝土内部温度控制

三峡右岸三期工程施工中,为了有效控制坝体大体积混凝土内部温升,采取了高温季节使用预冷混凝土浇筑、控制混凝土出机口温度及浇筑温度、对混凝土内部人工通水进行初冷、中冷和后冷等措施。三峡三期工程大坝混凝土内部温度没有出现超标现象,混凝土温控工作取得了良好的效果。

立足政府需要,从侧面对当前政府职能转变过程进行分析和探讨,希望以政府本身作为理性实体的运作为基础,对该问题进行解释。     

利用黄河泥沙加固下游大堤

黄河是一条举世闻名的多泥沙河流，善淤、善决、善徒给沿河人民带来对过深重灾难，防洪问题一直是国家的心腹之患。泥沙问题是黄河防洪问题的症结所在。在总结固大堤经验的基础，进行挖河疏浚，淤筑“相对地下河”，已作为黄河治理的一项重大决策付诸实施。     

THE STATISTICAL DISTRIBUTION OF EXTREME VALUES OF WAVE-CURRENT FORCES ACTING ON SLENDER CIRCULAR CYLINDER IN IRREGULAR WAVES

Based on model test,the statistical distribution of extreme values of wave-current in-line forces acting on vertical circular cylinder is analyzed in this paper.It is shownthat the results calculated by the simplified method,proposed by authors,agree well with the testdata;Weibull distribution is also adoptable in the region of high KC number, and the shapeparameter a and scale parameter β are related well with KC number respectively.
