中国国有企业改革：经验、困境与出路*

作为国有企业产权改革主要模式，“混合所有制”改革是否有助于确保国有资产保值增值，是否有助于推动中国经济可持续发展等问题仍存在探讨空间。本文基于对于改革开放以来中国国有企业改革的成就和教训的考察，指出“混合所有制”可以作为竞争性部门国有企业改革的一个过渡形式；对于垄断央企的改革应该充分借鉴国际上自然垄断行业的改革经验，打破行政垄断，推动竞争性框架建立，并切实实现从“管企业”逐步调整为“管资本”，通过改革实现国有资产的保值增值，并为经济创造新的增长点。     

Bridging the great divide? Making sense of the human rights-CSR relationship in UK multinational companies

Human rights (HR) and corporate social responsibility (CSR) are both fields of knowledge and research that have been shaped by, and examine, the role of multi-national enterprises in society. Whilst scholars have highlighted the overlapping nature of CSR and HR, our understanding of this relationship within business practice remains vague and under-researched. To explore the interface between CSR and HR, this paper presents empirical data from a qualitative study involving 22 international businesses based in the UK. Through an analysis based on sensemaking, the paper examines how and where CSR and HR overlap, contrast and shape one another, and the role that companies’ international operations has on this relationship. The findings reveal a complex and multi-layered relationship between the two, and concludes that in contrast to management theory, companies have bridged the ‘great divide’ in varying degrees most notably in their implementation strategies.

高科技社会衍生“人为风险”，西方发达高科技国家倡导新型风险沟通，而后发场域由于系统落差，呈现出迟滞型风险沟通。通过构建全球化高科技风险社会、全球本地化风险沟通的新分析框架，发现高科技社会我国风险沟通面临着风险的社会放大、气泡结构、路径互动阙如、手段叠加、目标战略缺失、过程碎片化等迟滞困境。通过创新理念、吸纳型风险沟通、复合式路径、平衡化手段、连续统、政府学习和政府职能的“七位一体”再造，可有效重塑高科技社会我国风险沟通，推进国家风险治理体系和治理能力现代化。     

Financial scandals: a historical overview

I examine the incidence of fraud from c.1720 to 2009 and relate it to the occurrence of significant financial scandals. Focusing on the UK, and US prior to Enron, and using a detailed dataset of significant events and news content, underpinned by examination of specific watershed scandals, the paper highlights the regulatory response to scandals and the implications for accounting and financial reporting. The evidence reveals the incidence of fraud and financial scandal to be historically contingent and skewed towards certain sectors, particularly banking and finance, facilitated by complex group structures and international capital mobility, and mediated by managerial incentives and ownership concentration. Financial reporting and auditing can mitigate fraud opportunities in all sectors and businesses without complex group structures, and the accounting profession achieved some success in this respect up to the mid-1970s. Since then, the profession has been increasingly challenged by, and to some degree implicated in, the development of interconnected and international business networks, which, combined with wider financial deregulation, has led to a resurgence of fraud and financial scandal not previously experienced since the mid-nineteenth century.     

Larger,counter-intuitive and lasting – The PSM role in responding to the COVID-19 pandemic,exploring opportunities for theoretical and actionable advances

PSM has played an important role in the initial mitigation of risks caused by the COVID-19 pandemic. We explore the nature and scope of this role and develop a roadmap for PSM contributions towards greater supply chain resilience. We find that the role of PSM is (1) multidimensional; responding to supply risks but also to demand and logistics risks, (2) counter to game theory; collaboration increased instead of decrease, (3) multi-stage; beyond the initial response the hardest change efforts are still ahead. The pandemic is accelerating the journey towards future-proof PSM but not necessarily revolutionizing the future of PSM.     

Financial development,economic growth and convergence clubs

To study the role of financial development in economic growth, we apply an array of convergence tests designed to capture nonlinear transitional dynamics to real outputs per capita. Strong evidence of multiple convergence clubs is observed, implying that the clubs are formed based on the initial level of real output per capita and average growth rate. Our empirical results show that the stage of economic growth of each country plays an important role for the composition of the convergence clubs. Furthermore, financial development emerges to be a significant determinant, albeit plays differently in the economic growth of each convergence club.

文中对曲沃县水资源开发利用现状进行了认真分析，并从思想观念、管理体制、管理模式上提出了问题，为解决问题提出了相应对策。

建立了求解多台不同型号离心泵并联运行工况点的数学模型,给出了用数值计算中的“二分法”求解该模型的方法,并附有用Exce l计算的实例。
