Abstract Defining and measuring sustainability is a major challenge. This article argues these limitations need not stop us from trying to identify and value the possible impacts of what we are doing, or are thinking about doing, over time periods much longer than the lives of our investments, or even of the lives of those of us living today. Sustainability is a relative concept that must be applied in an environment undergoing multiple changes, changes that are occurring over different temporal and spatial scales. We depend on our water resource systems for our survival and welfare. Yet no one expects them to be restored to, or survive in, their most productive pristine states in the face of increasing development pressures for land in their watersheds and for water in their streams, rivers, lakes, and aquifers. A continuing task of water resource planners and managers is to identify the multiple impacts and tradeoffs resulting from what we who are living today may wish to do for ourselves and our immediate children and what we can only guess our yet-to-be-born descendants may wish us to do, or not do, for them in some distant future. This task must involve professionals from other disciplines in a context much broader than just water management. Once these impacts and tradeoffs are identified, it is then up to the political process to make choices when they are in conflict. All of us need to be a part of this decision-making process. 相似文献

We approach the issue of water productivity in agriculture by identifying five sets of drivers of change. We find that irrigation efficiencies at the field level can result in real water savings under certain conditions, but that small farmers in most of South Asia and Africa have little incentive to adopt the appropriate measures. Although water productivity improvement and water savings at the regional level are possible through a shift to economically efficient crops, such changes may be constrained by concerns with respect to domestic and regional food security, rural employment, and farming system resilience. 相似文献

Abstract The Uzbek socio-economic structure is characterized by the transition from a centrally-planned to a market-orientated economy, with a shifting from agricultural production to industrial development. However, the agricultural sector continues to play a significant role in a general economy of the country. The major water sector strategy is to decrease the dependence of agricultural production on climate by introducing advanced irrigation techniques and water saving methods to achieve future sustainable socio-economic development and environmental protection. Water management policy should be flexible enough to adapt to new demands. The regulation of consumption through demand management tools, such as appropriate pricing policies, has recently received greater attention in Uzbekistan. The main thesis of this paper is that allocation of water resources cannot be separated from ecological and economic considerations. The establishment of development objectives and the identification of constraints are also discussed. In the coming years, special attention will need to be paid to the control of water pollution and land salinization, water resources conservation, and acknowledging that actions to increase water productivity are as important as finding additional sources of water. 相似文献

Abstract Water is vital for the survival and development of every community or society. The health of a given community is reflected to a large extent in the water quality of the community's available water resources. In Ghana, efforts have been made since colonial days to supply both the urban and the rural communities with potable water to enhance the rapid socio-economic development of the country. It is economically viable due to the remoteness of most of the rural communities to supply them with potable water from local sources such as groundwater. The urban water supply systems are mainly based on surface water sources. With the ever-expanding population, there is a need to improve freshwater resources conservation and management in order to avoid impending shortages. To ensure the total coverage of all rural and urban communities by the year 2020, a huge capital outlay of $1 billion and 51.5 billion, respectively, is needed. Abstract Water crisis was not considered seriously at the Dublin and Rio conferences. It was put on the world agenda primarily by the Stockholm Water Symposia. Water management is likely to change more during the next twenty years compared to the past 2,000 years. The paper reviews the global water situtation based on the latest data available. In terms of water availability, it concludes that one can now be cautiously optimistic of the global water future. If there is to be a crisis, it is likely to be for two reasons: water quality and lack of investments. Neither of these two issues are receiving adquate attention at present. 针对黄河流域引黄灌区的跨地区水权转让补偿标准的定量问题,探讨了转让费用构成中的农业风险补偿、生态补偿、水管单位补偿的含义和计算方法,并以内蒙古自治区鄂尔多斯市引黄灌区的水权转让一期项目为实例,通过计算得出3项补偿费用为889.92万元/年,在25年水权转让期内应付出的补偿费用为22 248万元,水的转让价格平均增加补偿费用为3.45元/m3。对黄河流域水权转让费用构成中的补偿费用进行准确的定量计算,将会进一步推动水权转让更加科学合理的实施,并为引黄灌区的健康持续发展奠定基础。 相似文献

Abstract The main brackish groundwater resources in the State of Kuwait are the groundwater located in the Kuwait Group and the Dammam limestone aquifers. Most of the groundwater used in the State of Kuwait is for irrigation, some part of it is used for domestic purposes and for small scale industries. Since rainfall is seasonal and is less than the annual evaporation, the recharge from rainfall is negligible. Water levels in both the aquifers are highly affected by the pumping rate from each well. The groundwater is extracted heavily resulting in decline of water levels and the deterioration of groundwater quality though there is underflow from Saudi Arabia. Improvement of the groundwater management is essential for maintaining long-term productivity of the aquifers in the State of Kuwait. 相似文献

Abstract The potential impact of global climate change is one of the least addressed factors in water resources planning in developing countries. The potential impacts of climate change are examined for Jordan, where a methodology is presented for improved management of water demand under the uncertainties associated with climate change. A temperature/precipitation sensitivity model is constructed and combined with water demand forecasts to project deficits for the year 2020. Deficit reducing options are then evaluated in terms of social and economic viability. The study concludes that only some of the deficits may be alleviated, illustrating the significance of considering climate change in planning for countries that already experience water imbalances. 相似文献

Abstract The exchange of data and information relating to transboundary water resources is widely accepted as being an appropriate starting point for more comprehensive cooperation. This paper examines under what conditions data and information exchange occur in relation to shared water resources, and hence examines when it can be used as a confidence building measure. An overview of several major international river basins together with more detailed case studies of the Mekong. Rio Grande, and Rhine River basins suggest that factors that promote data and information exchange include the presence of compatible needs, absence of legacies of mistrust, increasing water resources stress, perceptions that cooperation is of mutual benefit, external pressure and funding, comparable levels of institutional capacity, popular and political concern about water resources management, and functional formal or informal cooperative arrangements. Analysis of the situation prevailing between Israel and the Palestinians with regard to shared water resources suggests that data and information exchange does not seem likely in the short term, even though other forms of cooperation have been established with mixed results. This suggests that in some situations, at least, data and information exchange relating to shared water resources may not be useful as a first step in establishing more comprehensive cooperation. 相似文献
