日本粮食业现状概述——强烈地震使日本粮食业面临挑战

日本领土狭小,资源缺乏,人口众多,因此保障国内粮食安全是历届政府优先考虑的事项。长期以来,政府高度补贴和保护国内农业,特别是粮食的生产与配送。尽管如此,日本仍然是世界上最大的粮食进口国,食物需求（按照热量计算）的约60%依靠进口。尽管强烈地震对日本粮食业的影响低于人们的预期,但还是给其带来了巨大的挑战。     

中部地区物流人才的现状分析与对策

随着中部崛起步伐的加快,物流对经济的推动作用愈加显得重要。人才是制约物流发展的重要因素。资料显示,中部地区物流人才不论从存量和质量上看都落后于东部地区。应从增加物流初级人才的存量、拓展中高级物流人才培养渠道、完善物流人才培养体系、发挥企业魅力等方面改善中部地区物流人才现状,促进中部地区物流业发展。     

国家审计在反腐败中的作用透视——以捷克为例

防范与揭露腐败,是国家审计义不容辞的责任,也是国家审计参与国家治理的重要途径。捷克最高审计署依法参与反腐败的经验与做法,在国有企业财务收支、政府采购合同和欧盟资金管理等方面的审计实践,尤其是针对腐败的预防提出的建设性的要求,可以为我国国家审计所借鉴。另外,捷克最高审计署为了提升自身的反腐败审计水平,在加大对员工信息化审计培训的同时,积极参与国际反腐败审计的合作,取得了一些成果。我国国家审计可以借鉴捷克最高审计署的反腐败审计经验,更好地参与国家治理。     

浅谈经济法视角下青海藏区乳业经济的发展

随着市场经济的快速发展,社会日益复杂化,科技的发展极大地改善了人们的生活条件和生活质量的同时对人们的生存又带来了前所未有的威胁。作为社会经济细胞的经济活动主体---企业,在推动社会经济发展做出贡献的同时,由于其＂经济人＂的天性,在市场竞争中,往往驱使其为追逐利润而沦丧商业道德,致使侵犯消费者权益的事件频发。这不仅阻碍了企业的发展和存续,严重影响了地方行业经济的发展,扰乱了经济秩序,又破坏了市场经济的有序运行。本文通过对乳业食品安全事件成因的深入分析,结合青海乳业经济现状,从经济法的角度提出完善青海省乳业经济发展的建言,以促进青海省乳业经济的健康、有序发展。     

山东省知识产权发展现状及对策研究

在知识经济的时代背景下,不同的省份之间的竞争优势建立和该省份知识产权的现状发展有着越来越密切的关系。以山东省为例,借助网络以及文献调查,发现山东省知识产权整体上发展态势良好,但是存在着对知识产权战略缺乏合理规划、专利代理机构有待增加、知识产权人才匮乏、中小企业创新能力不够、知识产权内在驱动力急需提高等问题,与知识产权发展较快地区相比差距较大。本文认为,山东省知识产权的发展,应切实加强政府对知识产权的管理工作、加速山东省知识产权战略规划步伐、增加山东省专利代理机构、加大培养知识产权人才的力度、提高企业自主创新能力,提升山东省知识产权发展的内在驱动力等举措。     

中国和印度规范荷载组合的对比

改革开放三十年来,中国经济发生翻天覆地的变化,各行各业也得到了蓬勃发展,工程建设行业纷纷走向国际市场。印度是一个巨大的市场,基础设施的建设存在很大发展空间。在国内各大公司进军印度市场的设计市场时,不免会遇到印度规范的问题。本人参与多年的印度电厂的设计工作,对印度结构规范有了一些了解,本文就中印两国规范的荷载组合进行对比分析,希望对大家在进军印度设计市场时有点帮助。     

The State of Charity Accounting – Developments, Improvements and Continuing Problems

This paper is based on a survey of charity accounts undertaken for the Office for National Statistics during the period 1995–1996, and reviews current charity accounting practices of some of these charities in 1994/5 prior to the inception of the new accounting regime from 1996. We look at the accounting practices identified by Bird and provide a comparison between the original Bird analysis in 1981 and current practices in 1994/5. We also consider smaller surveys undertaken in 1989 and 1990. The paper concludes that whilst there has been some progress – particularly among larger charities – since the Bird study there are still major accounting anomalies and examples of poor practice. The paper calls upon auditing firms to be less tolerant of inadequate sets of accounts and points to their pivotal role in improving charity accounting pratices.     

Singapore's Regionalization Blueprint: A Case of Strategic Management,State Enterprise Network and Selective Intervention

ABSTRACT

Strategic management for economic development has been the hallmark of the Singapore ‘success story.’ State-led, market-driven intervention underscored the city-state's development strategies. This paper revisits this development blueprint in the context of Singapore's efforts at regionalization. The paper takes a closer look at Singapore's state enterprise strategy, and the ‘portability’ of the strat-egy–in the framework of Regionalization 2000–beyond the city-state. It concludes that the calculated, schematised efforts, though remarkable, have been overly optimistic and have failed to engender equally compelling results, more often than not frustrated by the intricacies of socio-political realities in the host economies.     

From the Nation-State to a World Society: An Institutional Reading of Globalization

This article highlights the inadequacy of classical and neoclassical theories for understanding the set of changes experienced by economic systems in their process of development. The institutional dimension concerning the issue of well-defined rules (through the introduction of economic policies) and involving all stakeholders in the regulatory process (starting from the firm), seems to better interpret micro- and macro-economic aspects of the evolving capitalist model. This means questioning the complicated economic governance and society in the transition from the nation-state to a world society (or world state).
