Three nature images influence the environmental policies of major American corporations. Successively they are images of the (1) unfouled nest, (2) protected habitat, and (3) uncontaminated environment. Each contains unexpected surprises for its corporation, however. Polaroid, for example, does not foul its company precincts, but is now a Superfund Potentially Responsible Party for its deposited wastes in its home and neighboring states. This anomaly thus extends its unfouled-nest image to its dumpsites and beyond, but also implodes upon its workplace. Parallel extensions and inversions affect Martin Marietta's favored image of the protected habitat and Union Carbide's of the uncontaminated environment. These are shown with references to Kant and to Aristotle, but a concluding moral compares further neglect of the full consequences of such images to Dante's allegorical Circles 4 and 5 of Hell.

A new round of trade negotiations through the World Trade Organization (WTO) was launched in 2001. One of the major aims of the Doha Development Round is to reduce agricultural protection and impose greater discipline on domestic agricultural subsidies, particularly those that are the most trade distorting. In this article, we examine whether the proposed WTO modalities for agriculture will actually achieve this aim in Norway, which ranks among the top providers of government assistance for agriculture. Norway has a complex system of farm subsidies buttressed by substantial import protection. The extent to which its agricultural support policies will have to change in response to new WTO disciplines provides an important indication of how successful these are likely to be. We find that Norway will probably be able to sustain its current agricultural activity and production levels while staying within the new WTO rules. Following recent practice in some other WTO members, Norway will be able to reduce its notified support without making real changes in some of its programmes. However, there will have to be a shift from market price support, which is paid for by consumers through higher food prices, to budgetary support paid by taxpayers. Indirect taxes on transportation activities that pollute can correct externalities and close the gaps between private and social costs. However, policy makers often find such Pigou taxes difficult to implement because of political resistance due to possibly adverse affects on equity. For this reason it is important to assess the distributional aspects of environmental levies. This article estimates properties of the demand for transportation in parametric and non-parametric analyses of Consumer Expenditure Surveys for the United States and finds patterns in the resulting set of Engel curves. Private transportation using air flights and new cars has Engel elasticity above unity while public transportation via mass transit has Engel elasticity below unity. The findings can be interpreted in an important way since they show that a differentiated scheme of environmental taxes on transportation may function progressively. A Pigou scheme with larger taxes on modes of transportation that pollute more appears to coincide with larger levies on luxury modes preferred by richer households. 相似文献

Consumers use combinations of goods to produce experiences. In order to produce outdoor experiences, consumers include environmental amenities as production factors in addition to purchasable instruments such as equipment. While amenities are not marketed, equipment is. Inspecting consumer purchases of the latter may uncover attitudes towards the former. Purchases of equipment are realized money outlays in a market and constitute lower bounds for the willingness to pay for one factor in outdoor experience production. This study investigates income and demographic effects in the demand for outdoor equipment over time in Norway, and examines the proportion of purchasing households for each year. Results show that equipment is a luxury item, and that it becomes more popular over time. The findings are relevant to policymakers in two ways since use of equipment may entail environmental degradation, but purchases of equipment may reflect a willingness to pay for environmental standards. 相似文献

Should the government run fiscal deficits in response to an adverse external shock that warrants transfer of resources from production of nontraded to traded goods? This article considers normative fiscal policy implications of sectoral adjustment costs in a two‐sector model with overlapping generations. Fiscal deficits benefit present generations by depleting foreign assets and slowing down the adjustment process. We show that despite no nominal rigidities, temporary fiscal deficits increase social welfare if adjustment costs prevent immediate sectoral reallocation of inputs. If there are no adjustment costs, the case for fiscal deficits vanishes. 相似文献

Motivated by models of worker flows, we argue in this paper that monopsonistic discrimination may be a substantial factor behind the overall gender wage gap. Using matched employer–employee data from Norway, we estimate establishment-specific wage premiums separately for men and women, conditioning on fixed individual effects. Regressions of worker turnover on the wage premium identify less wage elastic labour supply facing each establishment of women than that of men. Workforce gender composition is strongly related to employers' wage policies. The results suggest that 70–90% of the gender wage gap for low-educated workers may be attributed to differences in labour market frictions between men and women, while the similar figures for high-educated workers ranges from 20 to 70%. 相似文献

This article demonstrates how to estimate latent total consumption expenditure or material standard of living in households
by inverting estimated Engel curves. While the conventional estimator, total purchase expenditure, is unbiased for latent
total household consumption expenditure, it is not variance minimizing since it is an un-weighted sum. In two stages, this
article derives a variance-minimizing, unbiased estimator by first estimating and inverting Engel curves; then combining the
estimators from the inverted Engel curves. The employed latent variable method allows for utilization of non-expenditure relations.
The suggested method may help improve the accuracy in studies of consumption inequality and tax evasion.

The paper studies the industry wage structures of Austria, Norway, the union sector of the U. S. as well as the non-union sector of the U. S. We make comparable regressions for each country, and are thus able to compare the sectoral earnings patterns controlling for the usual individual characteristics. Our results confirm the hypothesis that the pattern of the inter-industry pay structure is largely independent of labour market institutions: High paying industries in a non-union environment tend to pay high wages also in regimes where bargaining is very centralised and coordinated.This, however, does not mean that collective bargaining does not matter. The influence is mainly on the amount of wage dispersion: We find considerably lower industry pay gaps in centralised Austria and Norway than in decentralised U. S. Within the U. S., pay differentials within the union sector slightly exceed those of the non-union sector.The results give support to non-competitive explanations of the labour market. If efficiency wage mechanisms are the reason for wage differentials we expect central bargainers to internalise these effects. Competitive explanations, on the other hand, would predict no difference between the non-union outcome and a central agreement aiming at achieving full employment.This work was conducted while we were both affiliated with the University of California at Berkeley, and we thank the Institute of Industrial Relations at the University of California, Berkeley, for its support and hospitality. Employees of professional service firms (PSFs) have attachments to multiple groups, which may be either compatible or conflicting: their employer, their clients and their profession. We analyse the antecedents of commitment to these three foci based on a survey of 510 employees in a large PSF in Norway. The main findings are as follows: (1) low quality of internal work relations is negatively associated with employer commitment and draws employees towards external foci of commitment – the clients and the profession; (2) role conflict is associated with stronger commitment to the client organisation and the profession; and (3) autonomy and transferability of skills are associated with stronger commitment to the profession, but does not undermine commitment to the employer. The article contributes to our understanding of the conditions under which employees identify with external groups and when commitment to the employer may be compromised. The findings have implications for how managers can help to increase the commitment of employees involved in complex employment relations. 相似文献
