Preferential trade arrangements should be evaluated by theireffect on prices rather than by their effect on the total valueof trade. This point is emphasized in the theoretical literaturebut rarely implemented empirically. This article analyzes theU.S. Caribbean Basin Initiative’s (CBI’s) impacton the prices received by eligible apparel exporters. The CBI’sapparel preferences are the most important and heavily usedunilateral preferences because of high trade barriers imposedon exports from the rest of the world. A fixed-effects generalizedleast squares (GLS) estimation is used to isolate the effectsof other factors (such as quality, exchange rates, and transactioncosts) and to identify the effects of tariff preferences. CBIexporters capture only about two-thirds of their preferencemargin despite the high degree of competition among importers.This translates into a 9 percent increase in the relative pricesthey receive, with some variance across countries and years.Countries specializing in higher value items capture more ofthe preference margin, and the implementation of the North AmericanFree Trade Agreement (NAFTA) has a negative effect. RemovingMultifibre Arrangement quotas significantly lowers the benefitsof CBI preferences.  相似文献

Using data on formal manufacturing plants in India, we report a large but imprecise speedup in productivity growth starting in the early 1990s (e.g., 1993–2007 compared to 1980–1992). We trace it to productivity growth within large plants (200 workers or more), as opposed to reallocation across such plants. As many economists believe Indian reforms during this era improved resource allocation, the absence of a growth pickup from reallocation is surprising. Moreover, when we look across industries we fail to robustly relate productivity growth to prominent reforms such as industrial de-licensing, tariff reductions, FDI liberalization, or lifting of small-scale industry reservations. Even under a generous reading of their effects, these reforms (at least as we measure them) account for less than one-third of the rapid productivity growth in Indian manufacturing from 1980–2007.  相似文献

In this paper, I examine actor mobility within the context of rural tourism partnerships (RTPs). The term ‘actor’ refers to those who have a stake in tourism planning, promotion and development such as policy makers, businesses, non‐profit making sector and community groups. Mobility is embedded in personal and social histories of actors as well as the policy framework that impacts their daily lives and informs their motives for being (dis)associated with RTPs. While exploring how actors' journeys transform rural localities' socio‐economic fabric, I find the writings of Lefebvre and de Certeau particularly useful because of their focus on counter‐hegemonic practices that shape the ‘everyday life’. Given that most rural societies in current times comprise an intricate mix of long‐term residents, seasonal‐home owners and migrants, each with their distinct set of life stories and value preferences with regard to their place of dwelling, my thrust in this paper on actor mobility is likely to identify new areas of future research on RTPs. This paper theorises the significance of social and personal bonding processes in promoting sustainable resource‐use and equitable tourism development using research on personal and social bonding process and relationship marketing. By looking at small, rural tourism businesses in the Peak District National Park (PDNP) it discusses how in intricate ways, individual business owners/managers are utilising social and kinship ties to increase their visual presence and competitive position in contemporary markets. The paper describes the significance of social and personal bonds as the respondents discuss how their informal affiliations have enabled them to tap into additional resources and develop products embedded in locally specific conventions that are more attractive to visitors, and are also assisting them to monitor each others' progress through informal forms of regulation. Industrial de-licensing, trade liberalization, and skill upgrading in India   总被引:1,自引:0,他引:1  
We investigate the relationship between industrial de-licensing, trade liberalization, and skill upgrading during the 1980s and 1990s among manufacturing plants in India. We use a unique dataset on India's industrial licensing regime to test whether industrial de-licensing during the 1980s and 1990s played a role in skill upgrading, as measured by the employment and wagebill shares of white-collar workers. In addition, we assess the relative contribution of industrial de-licensing and trade liberalization to skill upgrading. We identify two main channels through which industrial de-licensing affects skill upgrading: capital- and output-skill complementarities. Using both difference-in-differences as well as regression discontinuity techniques, we find two important results. First, after controlling for the size-based exemption rule that determined whether or not a plant faced licensing restrictions, industrial de-licensing during the 1980s appears to have increased the relative demand for skilled workers via capital- and output-skill complementarities. Capital- and output-skill complementarities exist for plants in both licensed and de-licensed industries but were stronger in de-licensed industries during the 1980s, prior to India's massive trade liberalization reforms in 1991. Second, regardless of de-licensing, capital- and output-skill complementarities are generally weaker after trade was liberalized during the early 1990s. Together, capital- and output-skill complementarities contributed 75% (57%) and 31% (29%), respectively, of the growth in the employment and wagebill shares of white-collar workers in de-licensed (licensed) industries before trade was liberalized. After trade liberalization, these contributions were smaller. This suggests that trade liberalization may not have played a major role in raising the relative demand for skilled labor during the early 1990s.  相似文献
