In this conceptual paper, we discuss from the service systems perspective how accountabilities differ from a hierarchic and organisational perspective within the domain of New Public Management, looking to shed new light upon accountability as a research topic. The concept of service systems and their accountabilities are scrutinised and the role of integrated social and health care services is discussed in particular. The main argument in the text is the changing nature of accountabilities as the public organisations are being transformed into service systems. To date, the understanding of accountability has remained structural by nature – such is the case also for productivity measurement – but the shift from organisations towards services systems means that accountability ought to be considered as processual by nature. By processual it is meant that accountability should be considered as flows within systems – that is: flows between agents the content of which we argue includes not only knowledge on the outputs of public services, but also values, empathy and thus multi‐layered understanding of accountability. The paper concludes with practical insights for managerial purposes on the basis for this accountability shift.  相似文献

The paper explores the emergence of street-level public service integration in eight cities, in five countries using a new framework: services-as-a-system to explore new public governances in health and social care integration. Data is analysed from eight cities in six countries (Australia, Canada, The Netherlands, Spain, UK, and USA) gathered in over 100 semi-structured interviews with key agents. We show that whilst culture and context shape the form and processes of governances there are underlying processual drivers of new public governances, in particular where users are involved in the co-design and co-production of integrated services.  相似文献

Self‐provisioning has long been an important component of urban political economic processes. However, it has recently become a central feature of grassroots urban governance strategies as well. In tumultuous cities of the twenty‐first century, with governments either unwilling or unable to effectively enforce zoning laws, police neighborhoods or manage infrastructure, some householders have begun performing these services instead. This article examines one subset of self‐provisioning practices that has emerged in southwest Detroit where residents have taken steps to secure abandoned housing as a means of exerting social control over their living environment. These actions embody many contradictions and ethical dilemmas, and the intimate scale of action has left the structural production of disinvestment in places like Detroit largely unchecked. Nevertheless, these guerilla‐style spatial interventions have emerged as critically important response strategies helping residents reduce their vulnerability and stabilize their blocks even as other nearby areas continue to experience decline.  相似文献

The diversification of US suburbs in terms of race, ethnicity and immigration has created invaluable opportunities for scholars to study technologies of translocality‐in‐the‐making. Translocal landscapes are described as spaces of ‘here' studded with ‘parts of elsewhere' (Allen and Cochrane, 2007 )—but which pieces of the landscape count as meaningfully ‘of elsewhere', how do those parts get there, and what range of meanings can they signify? This article is based on qualitative, in‐depth interviews and explores these questions in the context of an Arab Muslim ethnic enclave and retail district in an inner‐ring suburb of Detroit. The findings indicate that ‘parts of elsewhere' are more internally pluralized, multifunctional, multidirectional and aesthetically diverse than commonly recognized. The implications of these findings challenge scholars to develop more robust frameworks to explain how translocal geographies are produced, why they matter, and how they can be recognized.  相似文献

Academic literature and policy on co-location of local public services focus on the cost benefits. Other benefits and outcomes of co-location, including service innovations benefiting users, are under-conceptualized. This paper suggests a framework for evaluating co-location as a learning environment for innovation, drawing on new case studies of five Community Health Partnerships in Scotland charged with more closely coordinating health and social care. We conclude that partnerships using co-location are benefiting from additional service innovations.  相似文献

The UK government's austerity means that public service providers, such as the National Health Service (NHS), are looking for efficiencies from service integration and collaborative working. This paper highlights how NHS (Scotland) management is coping with these changes and how the role of the manager and the nature of management development is being transformed. New forms and processes of management learning and development are needed for collaborative partnership working in multi-agency public service environments.  相似文献

This paper explores the relationship between risk and innovation in public services, presenting the state of the literature across different disciplines and the academic and policy literature. It suggests a novel framework to approach risk, emphasising the importance of differentiating between different types of risk and risk management. The paper offers a typology of risk types and management approaches that indicates different effects on the type of public service innovation. While policy-makers understand the vast benefits of publicly funded and not-for-profit research, governance practitioners have the difficult task of defining processes that can best foster high performance for science and technology (S&T) labs not primarily driven by profits. This qualitative study develops a new taxonomy based on two dimensions, the nature of the funding relationship between the parent organisation and the S&T lab and the degree of interdependence between the lab's research units. We discuss the dynamics uncovered for each of the four archetypes with illustrative cases and argue that high-performance governance of S&T labs requires an internal coherence linking the processes of planning, funding and performance evaluation.  相似文献

ABSTRACT

Suggesting a virtuous triangle constituting public service innovation of new governances, innovation and learning, the paper examines how and why a particular mode of learning occurs: that of play. Having identified an absence of research literature on play as a catalyst for new ideas in public services, the paper argues that the diversified nature of public services and disciplinary intermixing offers fertile ground for playing with new service ideas. Our conception of play avoids functional interpretations, such as Amabile or individualizing the results of play and instead draws upon Vygotsky’s social learning theory to conceptualize play as a group activity from which new ideas emerge and suggest a new framework for understanding purposive play at work and the contribution it can make to public service innovation.  相似文献

Radnor and Walley (2008) and others have identified a high failure rate in NHS lean rapid improvement events. This paper explores one reason why these failures occur: from the perspective of information processing (Galbraith, 1974), it explores the difficulties facing lean healthcare projects. Using qualitative method (pre‐understanding and interviews) with analysis triangulating between data, general theory and sense‐making we investigate two lean projects currently running at a Scottish hospital to identity how the absence of adequate information affects the projects. We find that the projects are critically hampered by the absence of project‐level, inter‐unit level and organisational level information. The practical implications of our research are to suggest that before embarking upon lean projects, hospital leaderships should explore the adequacy and integratedness of their information systems, decision‐taking structures and inter‐unit coordination mechanisms.  相似文献
