Post-1949 development of urban transport in Beijing, the national capital of the People's Republic of China, has been for a long time shaped by the ideology of the Chinese communists, in a setting of rapid urban growth and industrialization with general neglect of the ‘consumption’ needs of the urban populace. The Old City of feudal Beijing which the municipality inherited in 1949 and the need to preserve its pre-industrial street pattern, set by the city wall and the former Imperial Court (the Forbidden City), for historical and cultural reasons added another interesting and almost insurmountable constraint to the city's urban transport development.This paper provides a comprehensive analysis of the situation and development of urban transport in the city from 1949 to 1992, outlining its major characteristics and problems. The effects of the new Open Door and modernization policies since 1978 and their impact on a new approach emphasizing market forces are evaluated. Wherever feasible, comparative figures and materials from the western and Third World city are used to provide better appreciation of Beijing's situation. The experience of the new policy of Market Socialism that started in 1978 provides valuable evidence for other large Third World cities.  相似文献

This research examines how organizations can use improvement reviews to enhance learning from product development experiences. We review learning related literature and highlight learning barriers that firms should attempt to minimize when conducting reviews. We then discuss two studies aimed at better understanding the effectiveness of improvement reviews. The first study suggests that improvement reviews can facilitate learning by leading to a reduction in the recurrence of people-related problems, though reviews had no impact on reducing market or product related problems. The second study involved depth interviews with new product developers. Interview comments provide insights into improvement review best practices and shed light on why improvement reviews are sometimes ineffective. In 1985 an amount of R6OO million was allocated for special employment projects. The most important ones were labour intensive projects by the public and private sectors, projects to support the small business sector, and the training of unemployed persons.

Various conditions were set for the programmes. Regarding the labour‐intensive projects for instance, a relatively small allowance was paid to the unemployed person in order to accommodate as many persons as possible, and to ensure the workers were not diverted from other employment opportunities. Furthermore, at least 50 per cent of the total funds allocated had to be for the wages of the unemployed persons. In terms of acceptability among both training institutions and the persons involved, the scheme for the training of unemployed persons was particularly successful.

Only a relatively small part of South Africa's unemployment problem can be addressed with a programme of this nature. Measures to address the structural unemployment problem remain first priority.  相似文献

Toward a Model of New Product Preannouncement Timing   总被引:4,自引:0,他引:4  
For products and services ranging from software to the latest motion picture, the use of new product preannouncements (NPPAs) has become commonplace. In the weeks and months (and perhaps years) before the release of a new product, a company may share information with various groups, including customers, competitors, and producers of complementary products. These prelaunch communications serve various purposes—for example, building interest for the new product, obtaining feedback from customers, or encouraging consumers to delay purchases until the new product becomes available. Despite the key role that NPPAs play in the successful release of new products, however, almost no research has been conducted to explore the proper timing for such communications. Bryan Lilly and Rockney Walters provide a starting point for these investigations, by describing the elements of an NPPA and presenting a model of the factors that influence NPPA timing. Drawing on existing research and interviews with managers from firms in a wide range of industries, they offer insights into the nature and the timing of NPPAs, and they provide recommendations for improving the effectiveness of NPPAs. Their conceptual model lists four sets of factors that affect NPPA timing: expected reactions of competitors; product-related factors, such as the product's complexity and innovativeness; buyer-related factors, such as the length of the buying process; and firm-related factors, including final determination of the product's feature set. The relative strength of these effects depends on the objectives and the audience for the NPPA. For example, a late NPPA—that is, one close to the product's release date—effectively shields a new product from rapid competitive responses. On the other hand, an early NPPA allows channel members and customers to gain familiarity with complex or innovative products. Their findings suggest that early NPPAs are most appropriate for complex or highly innovative products as well as those that carry high, but avoidable switching costs for buyers. Late NPPAs are recommended if the firm expects sales of the new product to cannibalize those of existing products. Late NPPAs are also appropriate if a product's feature set is not yet frozen. To improve the effectiveness of NPPAs, managers must clearly define their objectives and carefully match the timing and the content of the NPPA to the target audience.  相似文献

This paper looks at the economic benefits of nutritional supplement use. Food plans, with and without nutritional supplements, are developed by maximizing a quadratic food utility function subject to nutrient and budget constraints. The quadratic programming solutions, which include both the marginal utilities and marginal costs of nutrients, are then presented. The results demonstrate the economic optimality of partial supplementation.  相似文献
