This paper uses data from the 1991 sweep of the National Child Development Study (NCDS) and the 1998 Labour Force Survey (LFS) to provide a comprehensive analysis of the labour market returns to academic and vocational qualifications. The results show that the wage premia from academic qualifications are typically higher than from vocational qualifications. However, this gap is reduced somewhat, when we control for the amount of time taken to acquire different qualifications. This is particularly important for vocational courses, which generally take shorter time periods to complete. In the paper we also investigate how returns vary by gender, subsequent qualifications, and the natural ability of individuals. Finally, by comparing the NCDS results with those from the LFS, we estimate the bias that can result from not controlling for factors such as ability, family background and measurement error. The results reveal that the estimated returns in the NCDS equations controlling for ability, family background and measurement error are similar to the simple OLS estimates obtained with the LFS, which do not control for these factors. This suggests that the biases generally offset one another.  相似文献

A wide range of intractable problems such as polluting emissions, noise, accidents, resource depletion, and inaccessibility of amenities are associated with the current transport regime. Given the slow movement towards a more sustainable mobility system, more radical, systemic innovation - a ‘transition’ - is required. Broadly speaking, this may be achieved via three routes: technological change, modal shift, and reduced travel demand. Drawing on concepts from the transitions literature (e.g., [Geels, F.W.: Technological Transitions and System Innovations: A Co-evolutionary and Socio-Technical Analysis, Edward Elgar, Cheltenham, 2005.]), we conceptualise each of these routes as a bundle of niche activities within an Area of Innovation, deviating to differing degrees from the current mobility ‘regime’. We present empirical evidence and indications of ongoing development of niches in these three areas within the UK and Sweden, and explore processes of co-evolution, divergence and tension within and between niches. Findings indicate recent market penetration of novel transport technologies, more advanced than modal shift or demand management activities; however, different transport technologies are more successful in each country. We also identify examples of a close relationship between development of radical vehicle/fuel technologies and provision of mobility services; and information technology as a driver in all three areas of innovation. We conclude that future innovation in transport depends on diversity, hybridisation, and co-evolution of niches. Finally, policy implications are discussed.  相似文献

This essay analyzes the regulatory theory and policy preceptions of Edwin Chadwick (1800-1890), the premier Benthamite utilitarian reformer. We focus on and analyze Chadwicks economic diagnosis of the London funeral market in the first half of the nineteenth century. In his view, externalities and market failure in both the burial and funeral service markets demanded socialization of property rights and implementation of a franchise bidding scheme. Chadwicks rationales for government intervention, including high taxes and information costs—unique, we believe, for his time—provide the basis for numerous forms of contemporary regulations at all levels in the United States today.  相似文献

Developing a brand icon has been a way for marketers to humanize and forge relationships with consumers. Icon development takes time. During this time, marketers have to face how much they stay true and consistent with their icons and how much they allow their icons to adapt to cultural changes in the marketplace. Little is known about how consumers respond to changing icons, and even less is known about whether there may be certain consumer groups that are more or less receptive to such changes. Four experiments and qualitative interviews were undertaken to gain insights into these issues. People who have a low need to belong were most impacted by changes in the icon, with effects most evident among consumers with a fearful attachment style. Feelings of rejection were found to amplify these effects. These findings have implications both for theory and practice.  相似文献

The collective welfare of crop plants, their microbial symbionts, farmers, and society can be undermined by tragedies of the commons. A crop could increase resource allocation to grain if each plant invested less in sending roots into soil already explored by neighbors and less in stem growth. But evolutionary fitness depends on which plants capture the most soil resources and light (e.g., by growing taller than their neighbors), not just on the efficiency with which those resources are used. As for symbionts, with several strains infecting each plant, only host-imposed sanctions limit the fitness of strains that divert more resources to their own reproduction, at the expense of activities that benefit their host plant. Similarly, individual farmers do not necessarily benefit from pest- and resource-management practices that benefit farmers collectively or society as a whole. Plant breeders have increased crop yields by reversing past selection for individual fitness and they could breed for crops that would favor more-cooperative microbial symbionts. Better aligning interests among farmers and society may be more difficult.  相似文献

Recent decades have seen a fundamental shift in the nature of economic regulation in the United States. Unauthorized by congress, and largely unnoted in legal and academic circles, regulatory agencies such as the Federal Communications Commission have changed the regulatory process by linking otherwise unrelated regulatory issues. Examples include tying merger approval to firm commitments to engage in conceptually unrelated build‐outs and other projects of political importance. This linking of issues has several effects, the most prominent being (a) tying regulatory issues changes the outcomes obtained, plausibly in predictable ways; (b) tying in some circumstances allows regulators to extend their authority to issues for which they have little or no legal authority; and (c) tied regulatory bargaining fails to produce valid legal precedent for firm decision making. We provide an analysis of these conclusions by examining the increasing use of consent decrees, voluntary merger commitments, and merger conditions by the Federal Communications Commission, referencing our discussion with a simple model of joint bargaining applicable to regulatory practice.  相似文献

This paper examines the relationship between migrants’ social networks, the processes of language acquisition and tourism employment. Data collected using netnography and interviews are used to identify the strategies that Polish workers in the UK use to develop their language skills. The paper highlights the roles played by co-workers, co-nationals and customers in migrants’ language learning, both in the physical spaces of work and the virtual spaces of internet forums. It also shows how migrant workers exchange knowledge about the use of English during different stages of their migration careers: prior to leaving their country of origin and getting a job, during their employment and after leaving their job. Implications for academic inquiry and human resource management practice are outlined.  相似文献

Participants in this pilot study are asked to rank their perceptions of food waste by choosing between pairs of four types of foods of equal weight: chicken, cheese, bread and peas. We examine whether these perceptions are consistent for proportionally different weights and whether they are linked to the perceived cost of the items. The subjects (n = 106) who are students are randomly assigned to one of three information treatments: a control, a food waste video or the text of the food waste video. We find that the subjects have very accurate perceptions of the environmental impacts of food waste and the relative wastefulness of different food groups. These perceptions are not related to cooking skills or frequency. We find that the perceptions are consistent for proportionally different weights of food: 25 and 50 g. We also find that the perceptions are linked to participants’ assessments of the relative prices of the foods. However, while the participants have somewhat accurate estimates of the relative prices, they vastly overestimate the actual prices of foods. This implies that more accurate information about the true prices could actually decrease their perceptions of the wastefulness of throwing out food. Given that the participants had highly accurate perceptions of the environmental impacts of food waste and the relative wastefulness of animal vs. plant products, we found no significant increase in overall accuracy of perceptions due to information treatment, except for bread, for those who saw the food waste video.  相似文献

The foreign policy literature typically sees Congress abdicating its policy making role to the executive, implying a presidential dominance model is superior to other policy process models (joint participation, congressional dominance, and bureaucratic dominance). This article uses two theoretical approaches to investigate who actually makes U.S. trade policy: a political economy approach and an institutional approach. We look at the 1985 96 period and at individual presidencies: Reagan (1985-88), Bush (1989-92), and Clinton (1993-96). Contrary to the literature, we find strong evidence that Congress is an active participant in the trade policy making process. Using a variety of empirical techniques (crosstabs, the Index of Revealed Comparative Advantage, pairwise correlations, and stepwise logistic regressions), we confirm that the trade policy process for product-industry-specific policies tends to be dominated by Congress whereas the executive branch is more influential in the policy process for country-specific policies. We conclude by noting the advantage of integrating aspects of both the political economy of trade and institu tional literatures to understand the nuances of U.S. foreign trade policy making.  相似文献
