A note on “Bed allocation techniques based on census data”

Capacity planning and resource allocation are crucial to the cost-effective delivery of health care services. In this paper, we present an analytic approach based on a modified version of the Holt-Winters multiplicative seasonality forecasting model to determine the frequency distribution associated with a hospital care unit's census. This paper is a follow-up to the census frequency distribution simulation model described in Lapierre et al. (Socio Econ. Plan. Sci. 33 (1999) 25). We demonstrate that our model can provide census frequency distributions equivalent to the simulation model of Lapierre et al. [1], but without the computational effort common to simulation models.     

Retesting Fair's (1978) model on infidelity

Modern econometrics stresses the diagnostic testing of estimated models as an important part of the model‐building process. In a survey article published in this journal (Pagan and Vella 1989 ), methods for testing the validity of the assumptions underlying the censored regression of the Tobit model were presented. This paper questions the numerical results presented there. Indeed, my results concerning the tests when applied to Fair's well‐known model for infidelity (1978) are the opposite of those presented in this journal. Economic Reform and Macroeconomic Policy in New Zealand

In 1984 the Labour government in New Zealand began a wide-ranging process of reform with the objective of achieving a sustainable improvement in economic performance. The breadth and rapidity with which deregulation, tax reform, and privatisation were implemented has attracted widespread interest. The expected improvement in macroeconomic performance, however, has not yet been realised.
This article describes some background to the policy shift, and focuses on macroeconomic aspects of the reforms. It argues that while many improvements in microeconomic resource allocation have been made, the interaction between monetary, fiscal and wages policies has contributed substantially to the present high cost of structural change in New Zealand.     

The dynamics of some duopoly games involving the Market Share and Nichol strategies

The paper analyses the dynamics of some duopoly output games involving the Cournot, Market-Share and Nichol strategies. The model assumes linear price and cost functions and supposes that outputs are adjusted instantaneously at discrete time intervals. For all games considered, equilibrium is either reached after a finite number of moves or a stable approach to equilibrium occurs as t → ∞. In fact, apart from a few uninteresting cases, arising from the oversimplified form of the Market-Share strategy, all equilibrium points lie on specified parts of the firms' Cournot loci.     

International Trade Without Autarkic Equilibria

It is possible that wealthy trading countries nevertheless have no autarkic equilibria. However, if a country has no autarkic equilibrium, the offer curve of that country may consist of disjoint segments, which implies that a worldwide trading equilibrium does not always exist, that international exchanges do not always take place in equilibrium, and therefore that econometric estimates of the structure of open economies must be viewed with scepticism. In the present paper, I provide conditions that are necessary and sufficient for the existence of a worldwide free-trade equilibrium and for the existence of gains from free trade for individual countries.     

Financial crisis in Southeast Asia: dispelling illusion the Minskyan way

This paper extends Minsky's financial instability hypothesisto the case of the open, ‘liberalised’, economy,making it possible to put forward a specifically Minskyan accountof the road to the financial crisis in Southeast Asia (1997/1998).The analysis suggests that the threats to growth and employmentemanating from the financial sector which Minsky identifiedin the closed economy setting are much intensified in open,liberalised, developing economies. Financial liberalisationis an important key factor in this process. Rival explanationsof the crisis are examined and rejected in favour of the extendedMinskyan explanation. The policy implications are derived anddiscussed.
