Crime and Punishment and Corruption: Who Needs “Untouchables?”   总被引:1,自引:0,他引:1  
Becker's result that fines should be maximized is also applicable to some social environments where law enforcers are corrupt. If the regulated activity is legal, the principal may efficiently deter crime without an anti‐corruption unit. An opportunistic anti‐corruption unit, even when corrupt, becomes useful for the principal when the activity is illegal, since the principal's goal of maximizing fines motivates the unit to collect bribes from the enforcer, which subsequently induces the enforcer to be nearly completely honest, minimizing corruption. Therefore, we show that there is not necessarily an infinite regress originating with the puzzle of who polices the police.  相似文献

The generalized method of moments (GMM) estimation technique is discussed for count data models with endogenous regressors. Count data models can be specified with additive or multiplicative errors. It is shown that, in general, a set of instruments is not orthogonal to both error types. Simultaneous equations with a dependent count variable often do not have a reduced form which is a simple function of the instruments. However, a simultaneous model with a count and a binary variable can only be logically consistent when the system is triangular. The GMM estimator is used in the estimation of a model explaining the number of visits to doctors, with as a possible endogenous regressor a self-reported binary health index. Further, a model is estimated, in stages, that includes latent health instead of the binary health index. © 1997 John Wiley & Sons, Ltd.  相似文献

Relying on differentiability assumptions and on conditions that guarantee interior solutions, we show that a federation featuring decentralized leadership, interregional spillovers, and labor attachment allocates resources efficiently under two sets of circumstances. The first is when the center is Rawlsian. The second is when individual utilities are quasi‐linear, regional welfare functions are Benthamite, and the center's objective function is a Bergson–Samuelson transformation of regional welfare levels, which also satisfies conditions needed for the center to view regional welfare levels as normal goods. In both sets of circumstances, efficient behavior follows from incentive equivalence promoted by the center's egalitarian transfers.  相似文献

Empirical analyses attributing the 1980s’ debt crisis to inconsistent stabilization policies rest on an inappropriate long‐run approach. Revising this long‐run approach yields opposite results: terms of trade shocks and foreign indebtedness explain this crisis, regardless of domestic stabilization policies. This prompts us to consider a new hypothesis, of delays in trade‐policy reforms, with a model in which terms‐of‐trade variation (under shocks) is endogenous to export structure and efficiency of resource allocation. Evidence from the structural equations model shows that allocation distortions negatively affect changes in terms of trade, which then explain this crisis. A political economy extension demonstrates that income inequality and regional trade policy determine the distortions, which in turn leads to this crisis.  相似文献

One of the most controversial accounting issues pertains to stock compensation. In Canada, the Canadian Institute of Chartered Accountants (CICA) approved section 3870, Stock‐based Compensation and Other Stock‐Based Payments, on November 13, 2001, to take effect in January 2002. Section 3870 forces companies to “take a look at the real economic cost of most of the stock‐based compensation mechanisms” (AcSB Bulletin, October 2001, 1). The adoption of section 3870 was aimed at harmonizing Canadian accounting practice with U.S. standards. The new standard, which was initially based on two American accounting standards ‐ APB Opinion No. 25 and SFAS No. 123 ‐ gave companies the choice of using either the fair value method or the pro forma disclosure of net income and adjusted earnings per share to account for stock‐based compensation. The Accounting Standards Board (AcSB) nevertheless recommended that Canadian companies use the fair value method, which consists in estimating and recognizing the value of the stock options at the grant date.  相似文献

For Lisbon, a dominant national capital and increasingly internationalized city, the last 30 years have witnessed a period of dramatic growth, modernization and dynamism. As the socioeconomic landscape has changed, so too has the political and institutional one, with a significant evolution in the nature of systems of governance to manage, respond to and lead the city through this period of intense transition. Whilst increased global and particularly European integration has been an important driver to change, critically it has been the interplay of these global forces with the role and constitution of the national state and political developments at the level of the city, region and municipality that has shaped the evolutionary path of governance change. This article analyses recent governance change within Lisbon to argue that governance transition within Lisbon is characterized by significant change with regard to the relationships between public and private sectors, but also by strong continuities with regard to the dominant role of the central state in the absence of political devolution. The result is a governance system marked by structural constraints that limit the city's capacity to deal with current strategic challenges in an integrated, coordinated and inclusionary manner.  相似文献
