建立国家公园为主体的自然保护地体系是新时代我国坚持绿色发展的新发展理念和推进生态文明建设的重要内容.明确国家公园的事权和支出责任划分对合理配置国家公园财政资金、建立健全国家公园财政体制具有重要意义.本文分析了试点国家公园财政事权划分现状和存在的问题,依据外部性、信息处理复杂性、权责利相统一、激励相容和财政事权与支出责任相适应等原则,探讨了"垂直管理"模式下中央和地方政府在国家公园建设管理事务上的事权和支出责任划分,提出了推进国家公园中央和地方政府财政事权和支出责任划分的配套制度建议.     

Towards Trade Equalisation: A Network Perspective on Trade and Income Convergence Across the Twentieth Century

An enduring dynamic of the twentieth century is the dramatic expansion of global trade with increased partners, goods, frequency and volumes. Most trade explanations such as the Heckscher–Ohlin, new trade theory, gravity models, and Ricardo and Sraffa focus on how bilateral import and export volumes and intermediate input goods are driven by decreased financial and information transaction costs. Extending work on trade flows and economic development, we derive several network measures of degree, betweenness and eigenvector centrality from dyadic trade flows from 1960 to 2009. We then empirically explore the interactive effects of trade connectivity, economic production and stages of development on income convergence and trade equalisation. We empirically find clear patterns towards a new phenomenon, both sigma levels and beta rates trade convergence and equalisation for our entire sample. Visualising sigma and beta convergence for seven major trading nations from 1920 to 2010, we believe offers new insights into economic development theory if only beginning to loosen the knot of trade, growth and globalisation.

社会主义市场经济中的利润究竟是什么？对于这一问题,需要根据不同的情况分别做出具体的说明。在私人经济中,私营业主所得的利润是他的经营劳动创造的,应视为经营劳动所得或经营收入,属于劳动收入。国有企业的利润有些是经营者创造的,应视为经营劳动所得或经营收入,属于劳动收入,但是更多的则是因为国有企业处于特殊的垄断地位而得到的垄断利润,这部分收入应当为国家所有,应当为全民的利益服务。合资合作经济中的利润也应视为经营劳动所得,简单地说成剥削是不符合实际的。     

Causes and consequences of goodwill impairment losses

The paper examines the reaction of market participants to the announcement of a goodwill impairment loss, the nature of the information conveyed by the loss, and whether a cause of goodwill impairment can be traced back to overpayment for targets at the time of prior acquisitions. Our evidence suggests that both investors and financial analysts revise their expectations downward on the announcement of an impairment loss. We find that the negative impact of the loss is significant under different reporting regimes, that is, pre-SFAS-142, transition period and post-SFAS-142, though it is lower in the post period. We further show that goodwill impairment serves as a leading indicator of a decline in future profitability. Our tests also reveal that proxies for overpayment for targets can predict the subsequent goodwill impairment. Indirect evidence suggests that firms with potentially impaired goodwill that did not report an impairment loss may have used their managerial discretion to avoid taking the loss.     

医疗保险、健康异质性与精准脱贫——基于贫困脆弱性的分析

医疗保险能否有效减少贫困,尚未达成共识。本文利用CHARLS全国调查数据,基于资产度量个体的贫困脆弱性(即陷贫概率),实证分析医疗保险参保行为及其保障水平对贫困脆弱性的影响。研究表明,参与医疗保险和提高医疗保险保障水平的减贫效果都存在健康异质性,对健康状况差的群体有显著的减贫效果,而对健康状况好的群体减贫效果不显著。此外,本文证实了改善劳动供给是医疗保险减贫的重要中介渠道之一。
