This article attempts to measure the level of profit inefficiency of Indian farms using a stochastic profit function. In the process, the degree of misallocation of inputs and nonoptimal supply of output is also estimated. Likelihood ratio tests allow division of total observations into two groups-large and small farms. Results indicate that both groups are profit-inefficient due to misallocation of inputs and undersupply of output. However, small farms are less profit inefficient than their larger counterparts. We characterize the class of dominant-strategy incentive-compatible (or strategy-proof) random social choice functions in the standard multi-dimensional voting model where voter preferences over the various dimensions (or components) are lexicographically separable. We show that these social choice functions (which we call generalized random dictatorships) are induced by probability distributions on voter sequences of length equal to the number of components. They induce a fixed probability distribution on the product set of voter peaks. The marginal probability distribution over every component is a random dictatorship. Our results generalize the classic random dictatorship result in Gibbard (1977) and the decomposability results for strategy-proof deterministic social choice functions for multi-dimensional models with separable preferences obtained in LeBreton and Sen (1999).  相似文献

Technological change and factor bias in the Indian power sector are analyzed using a translog cost function. Various components of technological progress and factor bias are identified and estimated, using a 21 year unbalanced panel data of Indian states and union territories. Heterogeneity across states is incorporated in the model using a variance component model. Appropriate corrections are made for unbalanced panel data. Empirical results show that the annual average rate of technological progress has been 2.4% for the country as a whole. Accumulation of knowledge and increasing scale are found to be the major factors contributing to technological progress. In contrast, the effects of factor price changes and fixed capital accumulation on technological progress have been unfavorable. Pure factor bias measure indicate saving in the use of fuel and labor, and increased use of materials. Tests are performed to check the curvature properties of the underlying technology.  相似文献

Public good economies where agents are endowed with strictly convex continuous single-peaked preferences on a convex subset of Euclidean space are considered. Such an economy arises for instance in the classical problem of allocating a given budget to finance the provision of several public goods where the agents have monotonically increasing strictly convex continuous preferences. A probabilistic mechanism assigns a probability distribution over the feasible alternatives to any profile of reported preferences. The main result of the paper establishes that any strategy-proof (in the sense of A. Gibbard, Econometrica45 (1977), 665-681) and unanimous mechanism must be a random dictatorship. This paper considers an econometric approach to measure total factor productivity (TFP) growth and technical change (TC) for 31 publicly-owned passenger-bus companies in India during 1983–1987. A translog variable cost function is used to represent the production technology. Firm heterogeneity is incorporated in the cost function using an error component model with firm-specific variances. TFP growth is decomposed into TC and economies of scale components. The TC component is further decomposed into pure, non-neutral, scale, and quasi-fixed factors/network components. An ownership group-wise comparison reveals that the public undertakings exhibit the highest rate of productivity growth, followed by the units operated by the state and local governments. The main source of TFP growth for the public undertakings and government-operated units is economies of scale, while the main source of falling TFP growth for corporations is technological regress.  相似文献

This paper estimates the determinants of cost inefficiency of several publicly operated passenger-bus transportation companies in India in terms of their ownership structure as well as other firm-specific characteristics. A panel data on publicly operated passenger-bus transportation companies is used to estimate a translog cost system with inefficiency. Inefficiency is specified in such a way that both its mean and variance are firm- and time-specific. For the estimation of production technology and cost inefficiency we have used a multi-step estimation procedure instead of the single-step maximum likelihood (ML) method. In the first step we estimate the translog cost system with heteroskedastic cost function without using any distributional assumptions on the error terms. The second stage uses the ML method to estimate the parameters associated with inefficiency, conditional on the parameter estimates obtained from the first stage. Finally, the residual of the cost function is decomposed to obtain firm-and time-specific measures of cost inefficiency, with ownership type and other firm-specific characteristics as explanatory variables.Financial support of the Nevada Agricultural Experiment Station is gratefully acknowledged.  相似文献
