Orange County Bankruptcy: Financial Contagion in the Municipal Bond and Bank Equity Markets

We examine the spillover wealth effects of the Orange County, California bankruptcy announcement in December 1994 on municipal bonds, municipal bond funds, and bank stocks. This bankruptcy is prominent because of unprecedented losses and because it was caused by a highly leveraged derivatives strategy rather than a shortage of tax revenues and excess spending. We find contagion in the bond market with significantly negative abnormal returns for municipal bond funds without direct exposure to Orange County and for non‐Orange County municipal bonds. In addition, our findings suggest the contagion spills over to the common stocks of investment and commercial banks that deal in or use derivatives; however, the equities of banks unexposed to derivatives are not affected.     

Monitoring the mean and the variance of a stationary process

We deal with the problem of how deviations in the mean or the variance of a time series can be detected. Several simultaneous control charts are introduced which are based on EWMA (exponentially weighted moving average) statistics for the mean and the empirical variance. The combined X − S² EWMA chart is extended to time series. Further simultaneous charts are considered. The comparision of these schemes shows that the residual attempt must be favored if a variance change is present.

Beyond the Urban–Suburban Divide: Urbanization and the Production of the Urban in Zurich North

Starting from current debates on ‘global suburbanism' and ‘postsuburbia', this article explores the changes that the former ‘urban periphery' of Zurich North has experienced in the last three decades. It mobilizes Henri Lefebvre's triadic concept of conceived, perceived and lived space in aid of an analysis of the profound urban transformations that can be observed. The construction of a new tramline serves as a guideline for an analysis of the implementation of new governance arrangements strengthening cross‐border cooperation between individual municipalities and new strategies of cooptation and expertise. This resulted in the production of new urban structures which led to a more densely woven and connected urban fabric primarily providing spaces for the headquarter economy and middle‐class housing. Concomitantly, great efforts have been made to create new public spaces, an urban image and even an urban atmosphere. These have proved at least partially successful, thus promoting a symbolic redefinition of the former urban periphery as a distinctively ‘urban' space. Conventional definitions and concepts no longer suffice to adequately understand such novel urban forms, leading to the conclusion that division into an ‘urban' and a ‘suburban' world is no longer a useful tool for urban analysis.

While John R. Commons often referred to third sector organizations, such as associations, cooperatives, and trade unions, it is unclear how these organizations can be fitted into his transactional typology. This paper clarifies this problem by identifying two dimensions of bargaining, managerial, and rationing transactions: 1) the extent of legal equality of transactional participants, and 2) the extent of commonness of these participants' transactional interests. These dimensions enable defining the identity of the third sector in terms of a distinct variety of rationing transactions combining legal equality of transactional participants with significant commonness of their interests. The paper further explores several implications of this argument for new institutional economics, concerning the citizenship aspect of markets and hierarchies and the possibility of viewing third sector organizations as hybrids between markets and hierarchies. The paper concludes with a discussion of the implications for further research.

Mass media are an essential factor for the success of small parties, for the media can act in a supporting or an inhibiting way towards these parties. This could be observed for the example of the German Green Party: As the Greens were becoming more and more important in the parliaments, the media changed their formerly very critical view of the party to a more factual and positive reporting. Is the party “Die Linke” now experiencing a similar process? The present study analyses the comments of three national German newspapers from 2005 to 2009, using a quantitative content analysis with the aim of bringing to light how the media acted towards “Die Linke”. The results show that commenting has hardly changed since earlier studies were published. Factual issues only play a marginal role, and the party is judged negatively in all newspapers, with the tageszeitung slightly distinct from the other two papers, though.     

Theory of Public Choice: A Review Article

In this article, we analyze at a conceptual level some of the more relevant effects of the neoliberal takeover on the provision of social costs, including employment, health care, and nutrition. Adopting key perspectives of Karl Polanyi and other thinkers, we develop our examination under the seemingly perpetual conflict between markets and social reproduction. We argue that financialization has both expanded market spaces and changed relationships within those spaces. The ever-greater domination of financial markets means that employment has become increasingly more precarious in the strict spaces of the labor market. At the same time, financialization has steadily eroded the social forms that exist outside of formal markets, greatly weakening the mechanisms through which societies can both defend themselves from predatory markets and reproduce themselves with some degree of purpose and hope for the future.     

Probability and quantile estimation from individually micro-aggregated data

Micro-aggregation is a frequently used strategy to anonymize data before they are released to the scientific public. A sample of a continuous random variable is individually micro-aggregated by first sorting and grouping the data into groups of equal size and then replacing the values of the variable in each group by their group mean. In a similar way, data with more than one variable can be anonymized by individual micro-aggregation. Data thus distorted may still be used for statistical analysis. We show that if probabilities and quantiles are estimated in the usual way by computing relative frequencies and sample quantiles, respectively, these estimates are consistent and asymptotically normal under mild conditions.
