What constitutes a potentially hazardous object is often debated. This article analyses the polemic construction and negotiation of risk in the Swedish controversy over the use of antibacterial silver in health care and consumer products. This debate engages the media, government agencies, parliament and government, non-governmental organizations and companies. Texts and websites from these actors were studied using content analysis. Antibacterial silver is construed by some actors as a risk object with harmful effects on a series of objects at risk: the environment, public health, organisms and sewage treatment. In contrast, other actors deny that antibacterial silver is a risk object, instead construing it as mitigating risk. In such a schema, antibacterial silver is conceived of as managing the risk objects of bacteria and micro-organisms, in turn managing the risk objects of infection, bad smell and washing, and in turn helping the environment and public health (objects at risk). The structure of the debate suggests two basic modes of risk communication. First, antibacterial silver is construed as a risk object, endangering a variety of objects at risk, such as organisms, public health, the environment and sewage treatment. Second, this association between antibacterial silver and objects at risk is obstructed, by denying that antibacterial silver is a risk object or by associating silver with the benefit of mitigating risk.  相似文献

The objective of this paper is to explore the extent to which the more recent literature on innovation and decision, with a prime focus on technical innovations, can contribute to a useful analytical framework for studying the diffusion of organizational innovations. We review that literature, compare the intrinsic features of technical and organizational innovations, and explore what these differences may mean for an eventual analytical framework specifically developed for studying organizational innovations. We conclude that the received 'innovation' literature has a great deal to offer but that some modifications are required. In particular, we suggest that the role of factors 'inside' the non and of non-market mechanisms for transfer of organizational innovations needs special emphasis.  相似文献

This paper evaluates the Swedish industrial policy for the textile and clothing industry and attempts to provide an interview-based method for assessing the effects of state intervention. The Swedish industrial policy, in the period 1970–1990, was general and defensive in character. In the majority of firms interviewed, government policy had either no effect at all on firm behaviour or where effects were found there were no underlying market imperfections. Only in a minority of firms was it found that the policy alleviated market imperfections and changed firms' investment behaviour in a way which was judged to be beneficial for the firms' competitiveness. Therefore, the Swedish industrial policy for the textile and clothing industry was associated with very substantial inefficiencies in the use of sizeable resources.  相似文献

Alänge, Jacobsson, and Jarnehammar (1998) presented an analytical framework for studying the diffusion of organisational innovations, based on the developments in literature on technical innovations and their diffusion. The aim of this paper is to examine the validity of the framework. Two exploratory case studies were carried out on the diffusion of the organisational innovation TQM. The case studies showed that the framework is a useful tool for studying the diffusion of organisational innovations. However, factors such as learning processes on a national and international level and the role of fads need further consideration. In addition, factors needed for a long-term commitment such as boards and owners and internal political and cultural systems need to be further investigated. The paper also presents a model for analysing the different phases in a diffusion process.  相似文献

The argument that regulation is a necessary, though controversial, component of technology policy is discussed in detail. Ib addition to the regulation of technology, various other regulatory policies, such as market regulation, affect the development of technology. Various types of direct regulation and their conditions of operation are discussed. It is shown that regulation can afect technological innovation positively by providing a surrogate market. The paper serves as an introduction to this special issue and shows how the different contributions fit into a general framework of regulatory effects on technolgy. Regulation as a factor in competition is discussed, particularly in the context of developing countries.  相似文献

An increasing body of literature suggests that acceptance of environmental policy instruments tends to change along with increased experience of the same. Among the more popular examples of this is the growing number of congestion pricing initiatives emerging around the world. In several cases, the acceptability of these projects among the public has been relatively low before implementation, but then acceptance has increased as experience of the project has grown. The question is just how, and in particular, why? That is, what is it really that experience does to people's propensity to accept initially quite unpopular measures? In this article, we analyze how the relationship between political trust, policy-specific beliefs (PSBs), and public support for policy tools is moderated or affected by people's personal experiences of those policy tools. On the basis of the experience of previous research, we test the way in which PSBs, institutional trust, and the legitimacy of the political decision-making process affect public attitudes toward a policy tool. In addition—and consistent with other studies—we expect these effects to be significantly reduced post-implementation, as people gain first-hand experience of a policy tool. More specifically, we theorize that the often emphasized process legitimacy is only valid as a factor driving support before implementation, and that the effect of general institutional trust is replaced by the level of trust specific to the implementing institutions after the introduction of the policy tool. We tested these hypotheses using a natural experiment; that is, by studying public attitudes toward the introduction of congestion fees in the Swedish city of Gothenburg both before and after their introduction. By doing so, we were able to comprehensively analyze both the drivers behind public sentiments toward congestion charges and how these mechanisms transform as people are exposed to the costs and benefits of the policy tool in practice. Among other things, we found that with regard to fairness and environmental effectiveness, there is a clear symmetry in our results. The level of acceptance increased most noticeably among those who experienced that the environment was improved by the implemented tax, or that the system turned out to be fairer than expected. However, the opposite is also the case. Thus, among those experiencing that the environment was not improved, or that the system appeared to be less fair than expected, the level of acceptance decreased significantly after implementation. We analyse Swedes' opinions about the levels of 11 different taxes to see which taxes people are most averse to and why. The most unpopular tax is the real estate tax, while the corporate tax is the least unpopular. We find a strong self‐interest effect in tax attitudes and that knowledge and education increase support for corrective taxes.  相似文献
